Board of County Commissioners met in regular session with the following,
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Chief Clerk Debrec2eni, Jr., Solicitor Capano, Budget Director Gillespie, Mr. Sittler of
the Taxpayers' Association and Reporter Crouse.

It was noted by Mr. Flynn that the meeting place for the Public Hearing
on the California State College Urban Renewal Area which was originally scheduled for the
.Little Theatre was changed to the Steele Auditorium.
Also noted by Mr. Flynn that at the last regular meeting November 19th,
the Washington County Planning Commission requested that the Board of Commissioners take
action with
reference to
their memorandum dated November 19, 1964, Subject:
"Cross Creek
Watershed"
whereby, the
County would notify the Soil Conservation Service that
we fully
understand
the proposed
Cross Creek Watershed Project and will be � willing and
able to

finance the local costs, It was decided at that meeting to hold - the memorandum in abeyance
until today. Mr. Flynn asked for a motion to table this project indefinitely.
Motion by Mr. Mazza, seconded by Mr. Bevec, that the recommendation
of the Washington County Planning Commission with reference to the "Cross Creek Water-
shed Project" be tabled indefinitely.

Remarks:
Mr. Bevec: This appointment is necessary. Under the program which we operate
the Home does not have sufficient registered nurses. Our reimbursement could be cut off
$40.00 per month. 1 believe we should make every effort to try to get a Registered Nurse
to work each shift.

Motion by Mr. Bevec, seconded by Mr. Mazza, that J. Harold
Chapman, 735 Duncan Avenue, Washington, Pennsylvania, be re -appointed as a member of
the Washington County Housing Authority to a five-year term, effective the 4th day of
January, 1965.

Motion by Mr. Mazza, seconded by Mr. Bevec, that Beall and Parkins,
Registered Architects, be paid the amount of $251.91, this amount includes the commission
that is due the architects due to the extra work performed by the contractor (Koch Plumbing
and Heating Company) at the Washington County Home and Hospital for Men.

Mr. Mazza;,, Recently, Mr. Ward of the Ward Printing Company contacted me with
regard- to money due him for the printing and delivering of 1963 delinquent County tax
notice cards. Although the Monongahela Publishing Company received the contract for the
work (cards were advertised and bids received) the Ward Printing Company did the work
for Mr. Robinson of the Monongahela Publishing Company.
Mr. Capano: The Offices of the County Controller and the County Treasurer are
objecting to the paying of this bill. Actually, this matter has never reached us.
Mr. Flynn: Mr. Elish has notified us that he has refused payment of this bill and I
have a copy of his Solicitor's legal opinion. The County Treasurer, Mr. Marino, also
refused to approve payment of this bill. Back in December, 1963, Mr. Edward Stuart,
County Treasurer, ordered 12, 000 delinquent tax notice cards costing $1, 129.82; this
represents nearly a cost of $1. 00 per card. The County Controller and the present County
Treasurer have refused to pay this particular bill. The question has been raised if this
bill is an obligation of the County or of those responsible for the collection of delinquent
taxes. Mr., Elish has taken the position that the obligation is that of the person or persons
responsible for the collection of delinquent taxes.
Mr. Elish entered the meeting at this time and Mr. Flynn continues:
Presently we have a bill from Mr. Marino, County Treasurer, for the printing of 11,000
delinquent tax cards for a total cost of $313.00. Mr. Marino has approved payment of
this bill, although he did not approve payment of the 1963 delinquent tax card notices. We
are holding this bill ($313.00) in abeyance.
Mr. Flynn asked Mr. Elish what position ,he is taking on this bill.
Mr. Elish: I will not approve payment of this bill, either. I am of the opinion that
the cost should be paid from the fees received by the delinquent tax collector and not from
the General Fund of the County. The same ruling applies to this bill as to the other.
Mr. Bevec:
I
would like the
County Solicitor to check with the Courts as to what
action they have
or
are planning to
take with regard to these precincts: Fallowfield Town-
ship, Somerset Township, and South Strabane Township, which were re -divided and sub-
mitted to the Court for approval. When these redivisions of districts were made, the
proper geographic conditions were taken into consideration; they were not made with politic, -
in mind. The cost and work time involved in making these redivisions were great. With
election time fast approaching, I believe we should know exactly what the Courts intend to
do with these precincts.
Mr, Bevec: Back in February of this year, we received notification that the Commis-
sioners were entitled to representation to the Department of Public Assistance Board and
at this time, I'd like to make a motion that Michael R. Flynn be appointed as the represen.-
tative for the Majority Party and John Mazza as the representative for the Minority Party.
