SEVEC,{JOHN MAZZA, COMMISSIONERS progress has been made concerning the redivision of certain precincts in the County; namely Fallowfield 1st Precinct, Somerset and South Strabane 4th Precinct. These precincts being completed earlier in the year by the Election Department and Registration Office. Mr. Quail stated that the decision now rests with the Courts as to approval or disapproval of the redivision proposed by the Election Department This resulted because of objections raised by the citizens of said districts. Mr. Capano: The decision must come from the Courts. I will approach the Courts today and will request a re -hearing in this matter as soon as possible for early in the first part of the year. Mr. Flynn advised Mr. Quail to make a survey and have maps drawn as to Ward redivision8. Mr. Flynn asked if there was any further business to come before the Board. Mr. Bevec: As to the proposed detention home, our real estate broker, Mr. Amar-ati, I is presently on vacation. It is my understanding that a recent hearing of the Zoning Board of South Strabane Township was held and that a multitude of objections were voiced by the citizens of the South Strabane Township area to having a detention home located there. It is very doubtful that we will receive approval for this proposed, site. I believe' it will be necessary for the Board to look elsewhere or it may be necessary for us to erect a , detention home on property presently owned by the County. Mr. Flynn: This property" could have. been purchased for approximately $15, 000. 00. Mr. Bevec: This would have been a sound economic investment. The location is excellent. be adjourned. Chairman asked if there were any corrections, additions or omissions to Minute No. 63, each Commissioner having received a copy. be approved. Motion by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 63 Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Unfinished Business: None Letters of Communication: None New Business: Motion by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assess- ment Office be authorized to prepare the following tax refund due to either duplication or overpayment of real estate tax. 1. Faller, Albert L. , c / o Trust Department, Mellon National Bank and Trust Company, for overpayment of 1964 County Tax. On July 30, 1964, tax was paid in the amount of $124.99 (net) on property situate in Donora Borough, Washington County, Pennsylvania, described as 3 story brick building, Lots 29-30, Block 5, total valuation $10, 740. 00. Correction slip dated November 20, 1964, reduced the valuation to $5, 940 and tax to $69. 13 Net, making a refund due in the amount of $55.86 to said owners. Check to be made payable to Mellon National Bank and Trust Company, c / o Trust Department, Pittsburgh 30, Pennsylvania. 2. Puchany, Fred and Columbia, 821 Short Street, Canonsburg, Pennsylvania, for overpayment of 1964 County Tax. On July 6, 1964, tax was paid under pro- test in the amount of $61.22 (net) on property situate in Canonsburg 1st Ward Annex, Canonsburg Borough, Washington County, Pennsylvania, described as 1 story brick house - garage, McNary Addition 2, Lot 32-A, total valuation $5, 260. 00. Correction slip dated October 2, 1964, reduced valuation (assessed) to $4560.00 and tax to $53.07 (net), making a refund due in the amount of $8. 15 to said owners. 3. Marvin, Kathryn and Hannah, R. D. 1, Venetia, Pennsylvania, for overpay- ment of 1964 County Tax. On August 1, 1964, tax was paid in the amount of $408.87 (net) on property situate in Peters Township, Washington County, Pennsylvania, described as 2/ 3 interest 1. 1469 acre surface Structure A-1 Plate, Structures on B-1 and B-2 Plate, 352.97 acre surface, also 1/ 3 interest 1.469 acre surface Structures B-1 Plate, total valuation $35, 135. 00. Correc- slip dated October 6, 1964, reduced assessed valuation to $33, 340. 00 and tax to $388.00 (net), making a refund due in the amount of $20.87 to said owners. 4. Pellegrini, Jennie G. , 136 Railroad Street, Monongahela, Pennsylvania, for overpayment of 1964 County Tax. On July 14, 1964, tax was paid in the amount of $46.90 (net) on property situate in the City of Monongahela, 2nd Ward, Washington County, Pennsylvania, described as 2 story frame house, garage, lot $4030.00. Correction slip dated December 7, 1964, corrected assessed valuation to read $3435. 00 and tax to $39. 98 net, making .a refund du,� in the amount of $6.92 to said owner. 5. Lytton, Lawrence E. Sr. and Frances, 1439 West Wylie Avenue, Extension, Washington, Pennsylvania, for overpayment of 1964 County Tax. The First Federal Savings and Loan Association, 25 East Highs Street, Waynesburg, Pennsylvania, made payment for 1964 County Tax. On August 1, 1964, tax was paid in the amount of $65.46 (net) on property situate in Canton Township, Washington County, Pennsylvania, described as 2 acrse surface, 1 story aluminum house and 1 story frame house and garage, total valuation $5625. Tax Adjustment No. 4672 removed 1 story frame house & garage as assessed in MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC,7JOHN MAZZA, COMMISSIONERS error. Assessed valuation reduced to $2555.00 and tax to $29.68 (net), making refund due in the amount of $35.78 to First Federal Savings and Loan Association. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen, Acting Deputy Controller, entered the meeting. Mr. Whalen gave the following report: Net cash balance - $231, 321. 51. Also, that Mr. Marino, County Treasurer, has lowered the amount of cash on hand in his office to $5, 000. 00. Mr. Umstead of the Pennsylvania Economy League, entered the meeting. Mr. Flynn: The Washington County Planning Commission has made recommendation thai we approve and submit a letter of intent to the Soil Conservation Service in regard to the Cross Creek Watershed Project under P. L. 566. Motion by Mr. Bevec, seconded by Mr. Mazza, that the following resolution to the Soil Conservation Service in regard to the Cross Creek Watershed Project under P. L. I 566 be adopted, and that we direct a letter of intent showing our willingness to participate in this program. Letter to be directed to Ivan McKeever, State Conservationist, Harris- burg, Pennsylvania. RESOLUTION WHEREAS, a flood control program has been proposed and declared eligible by the Soil Conservation Service under Public Law 566 for the Cross Creek Watershed, and WHEREAS, this program will " provide water for recreation and water supply as well as flood control, and WHEREAS, this program has been developed in close coordination with the Cross Creek Valley Regional Planning Commission, and WHEREAS, the Washington* County Planning Commission helped prepare this program and recommends the County Commissioners` favorable action on this matter, THEREFORE, the County Commissioners hereby agree to notify the Soil Conservation Service that they are fully aware of the proposals and cost estimates for the Cross Creek Watershed Project under Public Law 566, and the County Commissioners propose to submit by a letter of intent our willingness to underwrite the local costs of this project.
