BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 E NO. 80 Office of the County Commissioners Washington, Pa., April 8, 1965 Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Flynn, Bevec and Mazza. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Purchasing Agent Kittridge, Mrs. Flenni- ken, Director of the Tax Claim Bureau, Mr. Basich of the Washington County Planning Commission and Reporter Robertson. Meeting called to order by Chairman and roll call taken.: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 79, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 79 be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Unfinished Business: Awarding the bid for Seven (7) New Cars - 1965 Models - Fords, Chevrolets, Plymouths or Equivalent, American Made and One (1) New Van -Type Truck - One -Half Ton Capacity - Falcon Station Bus, Chevy Van or Dodge Sportsman. The bids submitted having been reviewed and tabulated by the Solicitor and Purchasing Agent. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the purchasing and delivering of Seven (7) New 1965 Model Automobiles in the amount of $14, 377. 63 and the purchasing and delivering of One (1) New 1965 American Made Van - Type Truck - One -Half Ton Capacity in the amount of $2, 094. 51 be awarded to the PANKOPF FORD SALES, INC., 41 East Maiden Street, Washington, Pennsylvania; this being the lowest responsible bid received and being in accord with our specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the changes in polling places (changes of place or rental) which were tentatively approved on April 1, 1965, Minute No. 79, and having received no objections to date, be finally approved today. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 356 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. EIEVEC, JOHN MAZZA, COMMISSIONERS Appointments: Moved by Mr. Mazza, seconded by Mr. Bevec, that Mr. Joseph Dixon, be appointed as the Land Acquisition Administrator on the staff of the Washington County Planning Commission; this action to be effective April 12, 1965. i Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Sheriff Grant Furlong advised the County Commissioners that effective April 1, 1965, George R. Kubovcik has been appointed as Chief Deputy Sheriff and Hanna M. Johns has been appointed as a Deputy Sheriff. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following be appointed available temporary employees, subject to call, to replace regular employees 4 who are ill or hospitalized, at the Washington County Home for Aged Women: 1. Mrs. Flenniken, Director of the Tax Claim Bureau, submitted four (4) Resolutions for approval of which the first one will be put aside to check into further, i because it is situated in Cross Creek Township and there is the possibility it might be in the Cross Creek Redevelopment Area. Mr. Flynn questioned the delay in approval from the taxing districts involved in some instances. Mrs. Flenniken: Some of the districts just don't act on these things. Mr. Mazza: Has this been approved by our Solicitor? (Cross Creek Resolution). Mrs. Flenniken: No, Sir. I haven't been following that policy Mr. Mazza, unless you gentlemen want me to. Mr. Bevec: I think that's a good policy. Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 24, for property situate in the City of Monongahela, Washington County, Pennsylvania, sold on October 29, 1962, Tax Claim Bureau Sale described as A. Bldgs. on Al Plate, Lot DB 1024-582, AL Plate Fr. Hse. , Fr. Hse. , DB 1024-582, situated in Monongahela First Ward, Washington County, Pennsylvania, formerly assessed in the name of Harry E 1 k IjL r �+y MINUTE BOOK -357 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Tucker.' This is an owner re -purchasing to clear the cloud of the 10-29-62 Tax Sale, and that the amount of $143.35 be accepted from DONALD L. MANCINI and ANNA MANCINI, his wife. Washington County Tax Claim Bureau having received approval and consent of taxing districts involved: Monongahela School District - February 13, 1963 and City of Monongahela Council - February 15, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Mr. Bevec: From now on, Mrs. Flenniken, your solicitor should have his approval on the sale. Mrs. Flenniken requested permission not to accept bids during their heavy season of work; would like to stop until September. Request was granted. Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 25 for property situate in Speers Borough, Washington County, Pennsylvania, sold on November 10, 1960, Tax Claim Bureau Sale described as 1 room bldg. 0.46 acres surf. Speers St., River, DB 722-52, situate in the Borough of Speers, Washington County, Pennsylvania, formerly assessed in the name of Wilbur D. and Loretto Steel. This prop- erty is being re -purchased by the owner in order to clear the cloud of the November 10, 1960 Tax Sale, and that the amount of $260.29 be accepted from WILBUR D. and LORETTO STEEL. Washington County Tax Claim Bureau having received approval and consent of taxing districts involved: Speers Borough School District - January 3, 1962 and Speers Borough Council - March 5, 1965. Giger, situate in Peters Township, Washington County, Pennsylvania, formerly assessed in the name of L. B. and Lotchie Neads. '' This is the present owner re -purchasing to clear the cloud of, the September 19, 1952, Tax Sale and that the amount of $185. 67 be accepted from STEVE MARTIN and VIRPIE K. MARTIN, his wife. Washington County Tax Claim Bureau having received approval and consent of the taxing districts involved: Peters Township School District - December 23, 1964 and Peters Township Road Super- visors - March 17, 1965. McIlvaine Post No. 902, American Legion, Houston, Pennsylvania - informing the Board of Commis- sioners as of April 1, 1965, the building located at No. 10 and 12 West Pike Street, Houston, Pennsylvania, will no longer be available as a free food distribution center, because negotiations for disposing the above mentioned property is being finalized now and should be complete within a week. Meeting recessed. Meeting reconvened at 11: 00 a.m., for the .purpose of opening bids for the purchasing and delivering of One only, new Burroughs or National Cash Register Bookkeeping Machine to be used by the Adult Probation Office of Washington County, Pennsylvania. A certified check in the amount of 10% of the total amount of the bid, made payable to the Washington County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Chief Clerk Debre- czeni, Purchasing Agent Kittridge, Deputy Controller Whalen, Mr. Basich of the Planning Commission, Reporter Robertson and Mr. Dave Algeo, bidder representing Burroughs Corporation. Bids submitted and read by Deputy Controller Whalen, said bids being properly advertised and submitted. Total Amount of Bid: $6, 458. 40 Name of Bidder: BURROUGHS CORPORATION Address: 887 National Road Wheeling, West Virginia Certified Check: $645.84 Mr. Flynn explained the policy adopted by the Board of Commissioners on the awarding of contracts.
