Absent being Commissioner Flynn, who was in Washington, D. C. , to attend the hearing scheduled April 21st concerning the Chartiers Creek Flood Control Program. Also present being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Basich of the Washington County Planning Commission, Reporter Robertson and Mr. Charles E. Bradshaw, citizen. Meeting called to order by Acting Chairman Bevec and roll call taken: u Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Absent. Chairman asked if there were any corrections, additions or omissions to Minute No. 81, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 81, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Unfinished Business: None Appointments: Moved by Mr. Mazza, seconded by Mr. Bevec, that Patsy L. Arena be appointed as an Investigator to fill the vacancy in the Adult Probation Office, created by the resignation of Robert A. Ballentyne; this action to be effective April 19, 1965. Motion carried unanimously. Leave of Absence: Moved by Mr. Mazza, seconded by Mr. Bevec, that• Dushan J. Nicksick, Bridge Engineer of the Washington County Bridge Department, be granted a leave of absence from his present duties for a period of sixty days; this action to be effective April 30, 1965. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following employ- ees be re-classified with pay rate increased accordingly: 1. Michael Nackoul - from Laborer at $2.15 per hour to Truck Driver at $2.28 per hour; this action to be effective April 1, 1965. 2. Metro Petrosky - from Laborer at $2. 15 per hour to Carpenter at $2.39 per hour; this action to be effective April 5, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk read letter received from Fred Grout, District Quartermaster of the Pvt. James Perry Post No. 191, Canonsburg, Pennsylvania, requesting appropriation in the amount of $300. 00 to help defray expenses for the V.F.W. Loyalty Day Parade which will be held in Canonsburg, Pennsylvania on May 1, 1965 at 2:00 p.m. This program will be participated in by all the Veterans of Foreign Wars Posts in Washington County which includes: Charleroi, Canonsburg No. 191, Midway, McDonald, Washington, Donora, Monongahela, Canonsburg 2026, Atlasburg, Slovan, Vestaburg, Burgettstown, Bulger, Lawrence, Strabane, McMurray, Daisytown and Washington (Lincoln Hill) Posts. Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $300.00 be contributed towards the observance of Loyalty Day which will be celebrated on May 1965 at Canonsburg, Pennsylvania, to help defray expenses. Lot 13 300 Chartiers Township 17-16-396 DB 898- 2400 100% a ., WHEREAS, the State Veterans Commission, after investigation, has determined the above named persons, from the standpoint of need, to be entitled to exemption under the pro- visions of the 1961 Amendment to Article IX, Section 1, of the Constitution of Pennsylvania, and WHEREAS, the Washington County Chief Assessor has made investigation and determined that the above named met the requirements set by this Board and are eligible for tax exemption for the properties indicated as being assessed in their names, Bevec, NOW, THEREFORE, upon motion of Mr. Mazza, seconded by Mr. Be v the following, inI accordance with the provisions of the Amendment to the Constitution recited aforesaid, are hereby exempt from the County Taxes assessed against them for the property indicated opposite their names, to the extent of percentage indicated. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assess- ment Office be authorized to prepare tax refund for the following due to duplication on real estate tax. Donald and Mildred Satina, Box 525, Bentleyville_, Pennsylvania - Tax in the amount of $39.40 Net was paid on July 30, 1964, by Frank Satina. Pay- ment of tax in the amount of $39.40 Net was dup- licated on July 31, 1964, by Donald & Mildred Satina. Therefore, a refund is duo them in the amount of $39.40. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. A letter was received from the Washington County Planning Commission requesting the adoption of a resolution appointing said commission as a co-ordinating agency for the Appalachia Program. Moved by Mr. Mazza, seconded by Mr. Bevec, that this resolution be tabled until a full Board is present. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Chief Clerk read a letter from the Pennsylvania Association of County Homes re - changing the name of our County institutions other than' County Home', using the term of 'resident', instead of inmate and other similar changes. Moved by Mr. Mazza, seconded by Mr. Bevec, that this matter be tabled until a full Board is present. Roll call vote taken: Mr, Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Mr. Bradshaw: The United Dairy Farmers, organized in seven counties of South- western Pennsylvania, are making an honest and comparative true fight on behalf of the economy and conditions of the dairy faamers of southwestern Pennsylvania. On this part, we have applied for permission and will be the only farm group to testify before the Joint Conservation Senate House Investigating Committee. We also have an appointment scheduled in Washington, D. C. , with the United States Department of Agriculture, at their request. On March the 15th, we filed with the President of the United States, a brief at their re- quest on conditions and true conditions of the dairy farmers of southwestern Pennsylvania, and the President of the United States has agreed to meet with the officers of this organiza- tion. We would like to have from the County Commissioners of Washington County, as every county commissioner board is being asked for, a letter as to the conditions you find them to be with the County of Washington in regard to the dairy farmers in particular. Mr. Flynn recently made a talk before the investigating committee on this fine act and some of the statements that he made in that address will apply to the conditions of agriculture here in Washington County. We would like this Board to give us such a letter and that letter will be presented to both the Pennsylvania Senate House Investigating Committee and to the Department of Agriculture in Washington, D. C. as part of our testimony before both of those groups. We are particularly interested in the effect of the County economy due to the lack of the justifiable returns to the dairy farmer, we are interested in the honest taxation the farmers pay in Washington County, we are interested in the value of the products produced by the farmer, we are interested in land use, we are interested in the number of people involved in Washington County, we are interested in true conditions of the farms. If you would be interested in seeing any of these letters that have been pre- sented by business concerns, by others in the seven counties, we would be very glad to
