County - farms showing the true conditions of the dairy industry in Washington County,
we would be very glad to show you that as well.
Mr. Bradshaw also stated - we are not fighting the Milk Commission,
any dairies, any consumer groups, we are fighting a positive fight for one purpose, for
justifiable returns to the dairy farmer.
Mr. Bevec suggested that Mr. Bradshaw send a letter to the Chairman
of the Board stating the various points he was interested in.

following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Basich of the Washington
County Planning Commission, Mr. Sittler of the Taxpayers' Association, Deputy Controller
Whalen and Reporter Robertson.

Moved by Mr. Mazza, seconded by Mr. Bevec, that Michael R. Flynn, '
Chairman of the Board, be authorized to enter into an Agreement with the United States
Department of Agriculture acting by and through the Soil Conservation Service of the
United States Department of Agriculture for additional space - 1300 square feet comprising
two (2) rooms on the first floor of the County Building, 67 West Cherry Avenue, Washing-
ton, Pennsylvania. The space may be occupied by the Service beginning May 1, 1965.

this action to be effective May 1, 1965. Mr. Haffner is taking the place of Mr. Dushan
Nicksick who is on leave of absence.

Resolution be adopted:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
RESOLUTION
WHEREAS, the Washington County Commissioners contemplate the construction
a New Washington County Home and Hospital and have entered into Agreements for preparing
plans and specifications and filed an application for Federal Project Funds; and
WHEREAS, the Washington County Commissioners contemplate locating in a
section therein or building the Washington County Civil Defense and to establish an Emer-
gency Operating Center for use of said Civil Defense;
THEREFORE, IT IS HEREBY RESOLVED AND AGREED that the Washington
County Commissioners adopt the following Resolution:
1. To submit a Project Application for Architect -Engineer Fees
to cover initial plans for said Emergency Operating Center;
and that the initial estimated cost of $202, 730. 00 for the final
plans and construction of the Emergency Operating Center be
approved as a part of said application. The Architect fees to
I be based on the total estimated cost at the rate of 8.5%.
2. That contractual agreement for architect -Engineer services will
not be authorized until Federal approval of matching funds has
has been approved.
3. To make use of the available spaces in the Emergency Operating
Center which are not being used for daily operations by Wash-
ington County Civil Defense. . To make completely available to
Washington County Civil Defense, for emergency operation, in
time of emergency, the spaces allocated to other agencies, in
their normal daily operations. To assign and utilize spaces by
offices which will work with and for Civil Defense in the event
of emergency, without any need of evacuating such offices.

Mrs. Amor Flenniken, Director of the Tax Claim Bureau, entered the
meeting.
Mrs. Flenniken reported to the Board, the buildings that were creating a
health hazard in East Bethlehem Township (See Minute No. 75 dated March 4, 1965) had
not been razed because the resolution received from the township was incorrect; Attorney
Kenneth Yablonski is to secure a corrected resolution.. Attorney Yablonski entered the
meeting at this time with the corrected resolution.

ship be authorized to dismantle these buildings.

Mrs. Flenniken: I f a private bid is not received on a property that has been sold to
Tax Claim Bureau, as Trustee (November 12, 1964) we must process same for a Free
and Clear Sale, within a period of a year, (November 12, 1965). This Free and Clear
Sale is a public sale. It will be sold to the highest bidder. The Washington County
Commissioners open the bidding by offering $1.00 above the Upset Price.
Mr. Sittler: Does the Road and School District receive their pro rata charge
on this?
Mrs. Flenniken: Yes, we distribute all monies, paying the liens in priority, (year).

Mr. Whalen reported:
$100, 000 re -invested for the Capital Reserve Fund for sixty (60) days
due June 24, 1965 at 3.87 for that period of time; Samuel Jemison has been appointed as
a Bookkeeper in the Controller's Office replacing John Podboy; this action to be effective
April 26, 1965; net bank balance as of April 29, 1965 - $77, 491. 18, Treasurer's cash
balance - $5, 816. 56 for a total in the amount of $83, 307. 74; all payrolls for the month
of April have been charged off; all bills are being paid on a current basis; the Controller's
Office will try to keep the Commissioners fully informed as to the Budget condition.
Mr. Whalen was complimented by the Board for the work being done
on such a current basis.
