Also present: Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Basich of the Washington County Planning Commission and Reporter Robertson. i Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 83, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 83, be approved as read. Old Business: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented to the Board, tax refunds which were reviewed and approved by the Solicitor. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Tax Assessment Office be authorized to prepare the following tax refunds due to overpayment of real estate tax. 1. McCormick, William J. & Janet M. , property being located in Bentleyville Borough, 917 North Main Street, Bentleyville, Pennsylvania. Tax in the amount of $36.83 Net was paid on assessed valuation of $3165, On August 1, 1964. Correction slip dated 3/18/65 transferred brick building to Harchar, thereby reducing assessed valuation to $2115 and net tax to $24.61, making a refund due in the amount of $12.22. 2. Pittsburgh Steel Company, property being located in Allenport Borough, Box 72, Pittsburgh, Pennsylvania. Tax in the amount of $35, 957. 90 Net was paid on assessed valuation of $3, 089, 830. on August 1, 1964. Correction slip dated 2 / 16 / 65 reduced assessed valuation to $2, 917; 530. and net tax to $33, 952. 75, making a refund due in the amount of $2, 00,1,.15. 3. Stuvek, Stanley J. & Helen M. , property being located in Centerville Borough, R. D. 2, Brownsville, Pennsylvania. Tax in the amount of $55.34 Net was paid on assessed valuation of $4755. on July 29, 1964. Correction slip dated 12/14/64 reduced assessed valuation to $4580. anc. tax to $53.30 Net, making a refund due in the amount of $2.04. 1 1 4. Re -assessment of G. E. Moved by Mr. Bevec, seconded by Mr. Flynn, that the changes in polling places (changes of place or rental) which were tentatively approved on April 29, 1965, (Minute No. 83) and having received no objections to date, be finally approved today. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointments: Moved by Mr. Bevec, seconded by Mr. Flynn, that Anthony Aglio, be appointed as a Caseworker I with the Child Welfare Services on a provisional basis; this action to be effective May 3, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Flynn, that Albert John Triscik, be appointed as a Stationary Fireman in the Boiler Room; this action to be effective May 3, 1965. Mr. Triscik is replacing Manuel Garcia. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of April 22, 1965, received from the West Penn Power Company in re: an Agreement to add to the present Street Light Contract for the Lane -Bane Bridge, located in Brownsville, Pennsylvania, due to the recent rate re- duction which does not allow outrages. There are 9 - 2000 CP Mercury Vapor Street Lights on the Bridge. The price before the rate reduction was $90.00 per light and the new rate is $84.00 per light or a saving of $6.00 per light, making a saving of $54.00 per year. 378 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEYEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that the Agreement between West Penn Power Company and Washington County (Lane -Bane Bridge) be approved and attached to the present Street Light Contract for the Lane -Bane Bridge, Brownsville, Penn- sylvania. New Business: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn read letter under date of April 22, 1965, from Mayor Charles L. Ihlenfeld, City of Wheeling, West Virginia, advising the Board that a Charter had been received incorporating the Watershed informal group as the "Wheeling Creek Watershed 11 Corporation" and requesting two names from Washington County to serve in the capacity of a Director and a Trustee. Moved by Mr. Mazza, seconded by Mr. Bevec, that Mr. John Cromwell, Director of the Washington County Planning Commission, and Mr. Michael R. Flynn, Chairman of the Board of County Commissioners, serve in the capacities of Director and Trustee, respectively. Roll call vote taken: Mr. Mazza - Yes; Mr, Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following report submitted by the Grand Jury, be accepted and made a part of the record. Office of the District Attorney Washington County, Pennsylvania 1 Washington, Pennsylvania Harold V. Fergus District Attorney April 30, 1965 TO THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY, PENNSYLVANIA: General: The Grand Jury has considered all of the cases presented to it. It continues the recom- mendation of previous Grand Juries that the Grand Jury be scheduled to sit for five days rather than four. The Grand Jury toured the County Home for Women, the Courthouse Dome record storage space, and the County Jail. The recommendations of the Grand Jury are: County Home for Women: The Grand Jury understands that the County Home for Women has been improved immensely in the past year and a half. It seems to be a cheerful, comfortable place and the inmates seem to be well cared for. The food was excellent and in substantial quantity. The Grand Jury does feel that the main staircase should have treads put on the steps as a safety measure. The Grand Jury also recommends that if space is available, separate cupboards should be provided for the inmates. BEVEC, JOHN MAZZA, COMMISSIONERS the inmates are keeping their personal belongings on chairs beside their beds or in suit- cases under their beds. It was observed that the front steps need some maintenance. It is suggested that fire drills be held and that the fire -fighting equipment be checked regularly. The Grand Jury has been informed that the building is an old one and should be regarded as a potential hazard because of its age. County Jail: The Grand Jury adopts the recommendations made by the previous Grand Juries this year. We join with those Grand Juries in commending Warden Feconda for doing a fine job with the facilities available to him. We recommend that the repairs which Warden Feconda stated were urgently needed be made, particularly those dealing with the rusting; of the cell blocks. We also feel that a recreation area is a necessity for the prisoners and that there should be some exterior exercise area. We agree with previous Grand Juries that better ventilation should be provided. Courthouse Dome Record Storage Space: The storage space under the dome for the records is certainly inadequate and we under- stand that it presents numerous hazards. We have been informed that the weight of the storage records is a strain on the supporting floor and that the open storage -is a fire hazard. We feel that these records, which are important legal documents that are referregl to by lawyers and interested citizens should be stored in a better place. We also recommend that microfilming these records be considered as a way of reducing storage space and safe- guarding the records. Proceedings: The Grand Jury wishes to state that it was highly impressed by the members of the Penn- sylvania State Police who appeared before it. They were uniformly able, dedicated, and presented testimony that was obviously truthful and unbiased. All of them demonstrated competence and a workmanlike approach to their duties. Pennsylvania can be proud of such a fine force. Respectfully submitted, James Palfrey, Foreman of the May Term 1965 Grand Jury / s / The ladies of the Grand Jury state that the restroom facilities available for the public on the second floor of the Courthouse, which are the only ones available to the Grand Jury, are iia very poor shape. They feel that the equipment, lack of locks and general poor conditions of the facilities reflects unfavorable on the County. / s / Mrs, Mary Delestienne Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn read a letter under date of April 27, 1965, received from the Federal Aviation Agency, in which reference was made to the operation of the Washington County Airport, Washington, Pennsylvania. Letter stated that as requested copies of documents relating to the rendering of aeronautical services had been furnished and having reviewed these documents found some of the leases satisfactory but also found some of them objectionable. Briefly, Tri-State Aviation, Inc., exercises a degree of control over the airport, which is not consistent with Federal requirements, and might tend to discourage additional prospective aeronautical operators. A copy of the comments and recommendation, is on file in the Office of the Chief Clerk. The Solicitor was instructed to make a study of this.
