BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Flynn informed the Board that at 11:00 a.m., May 13, 1965, the Architect will present sketches of the new, proposed County Home and Hospital. In discussing the conduct of election campaigns such as the use of slander, unsigned literature and pamphlets, various ads, etc., containing misleading information by political parties, the Board of County Commissioners instructed the Solicitor to consult the District Attorney and explore the possibility of an investigation of possible elec- tion fraud. Remarks: Mr. Flynn: This sort of thing has been going on for years and must be stopped. Mr. Mazza: Speaking as an officer of the Republican Party, I certainly want to concur with this, that over the years the propaganda and scandal sheets have been a dis- grace and has created such an image that Washington County has been a talked -about county in magazines. It is time some positive action was taken in this direction and that our Solicitor be advised to contact the District Attorney on this matter. I think this action is long overdue. Mr. Whalen, Deputy Controller, entered the meeting. Mr. Bevec: They had the same problem in New Castle, and got some convictions for libel. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting be adjourned. Meeting adjourned. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Sittler of the Taxpayers' Association, Mr. Basich of the Washington County Planning Commission, Reporters Robertson and Merdian. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions I� to Minute No. 84, each Commissioner having received a copy. Old Business: None Moved by Mr. Bevec, seconded by Mr. Mazza, that in accordance with the Election Code, that a Return Board consisting of twelve (12) members be appointed for the forthcoming Primary Election, May 18, 1965. Motion carried unanimously. The following invoice was submitted to the Board from G. A. Mattern and Associates, Consulting Engineers, as their engineering fee for the preliminary survey of the electrical distribution system at the Washington County Courthouse: 60 hrs. engineering and design @ $10.00 per hr. - $600.00 The above amount will be credited against the total engineering fee, not to exceed 6% of the total contract price as outlined in the agreement. Moved by Mr. Bevec, seconded by Mr. Mazza, that the invoice submitted by the G. A. Mattern and Associates, electrical engineering firm be approved for payment. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The electrical engineering firm of G. A. Mattern and Associates, Con- sulting Engineers, was recommended to the Board of County Commissioners by the West Penn Power Company to design plans and specifications for the rewiring of the Courthouse and Jail. The approximate cost to rewire both buildings will be between $250, 000 to $350, 000; work to be done in phases (one phase per year). This project will equip both buildings with full electrical operating power and eliminate hazards due to faulty wiring. Mr. Sittler: Is this to be paid out of the Capital Reserve Fund? Mr. Flynn: Yes.
