FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that the G. A. Mattern and Associates, 225 South Maple Avenue, Greensburg, Pennsylvania (electrical engineering firm), be retained for the purpose of preparing plans and specifications for the first phase of an electrical distribution system at the Washington County Courthouse and Jail. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Mr. Mazza: The Washington County Commissioners conferred with the West Penn Power Company who recommended the firm of G. A. Mattern and Associates, and final plans and specifications will be subject to West Penn Power Company approval. Chairman read letter received from the Pittsburgh Steel Company commenting on the efficient manner in which cases are reviewed and conducted by the Tax I Assessment Office. Moved by Mr. Bevec, seconded by Mr. Mazza, that this meeting be adjourned. Meeting adjourned. Basich and Cromwell of the Washington County Planning Commission, Mr. Sittler of the Taxpayers' Association, Mr. Joseph Judish, Mr. Jerome Denis and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 85, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Anne E. Sura, be appointed as a Clerk I in the Office of the Budget Director; this action to be effective May 10, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mildred Hamilton, be appointed as a member of the Return Board for the Municipal Primary Election, May 18, 1965. Mildred Hamilton is replacing Mary Minger who was appointed as a member of the Return Board (Minute No. 85 dated May 13, 1965), but was unable to serve due to previous commitments. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of April 26, 1965, was received from the Directors of the Washington County Soil and. Water Conservation District, requesting the Board to declare May 23-30 as Soil Stewardship Week. The task of stewardship of today's resource3 for tomorrow's needs is to be the subject of special religious observances during the week of May 23rd through May 30th, in Washington County. Soil Stewardship Week is an event stemming from the traditional church celebration of Rogation Days; days devoted to thanks to the Creator for the blessings of the fields. The Washington County Soil and Water Conservation District, a local agency responsible for encouraging sound conservation practices in country and town, is sponsoring these observances. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution be adopted: RESOLUTION NOW, THEREFORE, THE WASHINGTON COUNTY COMMISSIONERS do proclaim the week of May 23-30 as SOIL STEWARDSHIP WEEK in Washington County and respectfully request all churches and citizens to place emphasis during this week on our responsibilities as stewards of the land. The following is a copy of the Certificate of Indebtedness issued in I accordance with the above motion. Certificate of Indebtedness of Washington County, Pennsylvania $150, 000. 00 May 20, 1965 The County of Washington in the Commonwealth of Pennsylvania, promi, es to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Wash- ington, Pennsylvania, One Hundred Fifty Thousand ($150, 000. 00) Dollars, on or before December 31, 1965, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2. 34% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipa- tion of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on May 20, 1965, which resolution is still in full force and effect. BEVEC, JOHN MAZZA, COMMISSIONERS Appointment: Moved by Mr. Bevec, seconded by Mr. Mazza, that Jerome Denis, be appointed as a Design Planner on the staff of the Washington County Planning Commission; this action to be effective May 18, 1965. Mr. Denis is replacing Mr. Donald Wise, who resigned. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Cromwell presented to the Board for its consideration and approval, an agreement between the Washington County Planning Commission, Board of County Commissioners and the Soil Conservation Service, United States Department of Agriculture,, concerning the acceleration of the soil survey in Washington County to meet the needs of the rapidly developing economy; such acceleration would be possible through additional field work and revised publication and testing priorities, the Soil Conservation Service has determined. Through cooperative effort of the Planning Commission, the Commissioners and the Soil Conservation Service the soil survey of Washington County can be accelerated. The professional analysis of the soil would be very beneficial for agriculture and construc- tion purposes, and once completed would not have to be up -dated. The agreement covers the soil survey of approximately 352, 000=� acres representing approximately 64% of Wash- ington County, Pennsylvania. (*548, 480 acres total less 13,480 completed less 183,000 acres covered by 701 agreement). The Planning Commission through the Commissioners will make available the sum of $7, 500. 00 to accelerate the necessary technical field work, interpretive information and a published report; make available this amount to the Soil Conservation Service over a period of two (2) years according to the following schedule: Three thousand seven hundred and fifty dollars ($3, 750. 00) on or before November 22, 1965. Three thousand seven hundred and fifty dollars ($3, 750. 00) on or before November 22, 1966. The Soil Conservation Service will contribute the actual cost of performing the work described, less seven thousand five hundred dollars ($7, 500. 00). This cost to the service (Soil Conservation Service) is estimated to be $102, 044. 00. The Service will provide; soil scientists to perform the soil survey as necessary, results of the investigations and sur- veys, soils interpretations, necessary personnel, supervision, equipment, supplies and other incidentals necessary to complete the work. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County Commissioners, County of Washington, Pennsylvania, enter into an Agreement with the Washington County Planning Commission and the Soil Conservation Service, United States Department of Agriculture to accelerate the soil survey of Washington County, Pennsylvania,
