signed by the County Commissioners, a candidate, after five (5) days has the privilege to
petition the Courts for the opening of any ballot boxes; there have been no disturbances.
Mr. Quail recommended to the. Board of Commissioners that the guards continue their
guard duty until a final certification has been made.
The Board of County Commissioners complimented the Return Board on
its excellent work.
Mr. Bevec stated that there are approximately five (5) precincts that
could be divided to improve the set-up of the Boards, perhaps this work could be started

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present

being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Purchas-
ing Agent Kittridge, Mr. Basich of the Washington County Planning Commission and
Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 87, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 87, be
approved as read.

Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Chief Clerk reported that Mrs. Katherine Linder, Director of the Child
Welfare Services, had been contacted as instructed (Minute No. 87 dated May 27, 1965)

concerning their department budget. Mrs. Linder informed the Chief Clerk that it would
be possible to pay the $100 camp expenses from their budget.
Mrs. Amor Flenniken, Director of the Tax Claim Bureau, entered
the meeting.
The following resolutions were recommended to the Board by Mrs._
Flenniken, with the approval of the Tax Claim Solicitor.

Moved by Mrs Bevec, seconded by Mr. Mazza, that RESOLUTION NO.
40, property situate in the Borough of Elco, Washington County, Pennsylvania, sold on
January 23rd and April 25th, 1940 Treasurer Sale (to Washington County) described as Lot
- Corwin Plan adj. Mitchell and Downer property, situate in the Borough of Elco, Washing-
ton County, Pennsylvania, formerly assessed in the name of William Herbertson, and that

the amount of $50.00 be accepted from the DEPARTMENT OF THE ARMY, UNITED STATES
GOVERNMENT. Washington County Tax Claim Bureau receiving approval and consent of

taxing districts involved: Elco School District - May 5, 1965 and Elco Borough - April
13, 1965.
Mrs. Flenniken presented the resolution in which the property was
located in Cross Creek Township and that was put aside (Minute No. 80 dated April 8, 1963)
because there was the possibility it might be in the Cross Creek Redevelopment Area.
Property in question, was formerly, assessed to W. L. Winnett and is now the property of
the Tax Claim Bureau, consisting of 8.456 acres of land adj. H. S. Lee and recorded in

The Board was in agreement that because- of the mineral rights on this
property, the bid price is somewhat questionable considering the acreage involved. This
matter will need further inquiry and study.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the resolution in
which the property is located in Cross Creek Township, formerly assessed to W. L.
Winnett and is now the property of the Tax Claim Bureau consisting of 8.456 acres of land
adj, to H. S. Lee and recorded in deed book 1010, page 525; code number 21-15 be tabled

41, for property situate in Amwell Township, Washington .County, Pennsylvania, sold on
November 12, 1964 Tax Claim Bureau Sale, described. as 1 story frame house,- lot 19 and
unnumbered lot, DB 542-284, situate in Amwell Township, Washington County, Pennsylvania,
formerly assessed in the name of Mary Carpenter, and that the amount of $130.00 be
accepted from JOHN SOLOMON, ATTORNEY FOR ARTHUR GARNER. Washington County
Tax Claim Bureau receiving approval and consent of taxing districts involved: Amwell
Township School District - April 24, 1965 and Amwell Township Road Supervisors -
May 27, 1965.
Mr. Bevec: When these properties come up for sale, does the field man go out
and check them?
Mrs. Flenniken: Yes, he does.
A short discussion was held as to whether the Comprehensive General
Liability Policy of Washington County would cover any accident that might occur on prop-
erty taken over by the County as the agent for the collection of delinquent taxes. Mrs.
Flenniken and the Chief Clerk believe these properties are covered by the insurance, but
will check with Amanati and Tucci Insurance Agency.
Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO.
42, for property situate in Cecil Township, Washington County, Pennsylvania, sold on
November 12, 1964 Tax Claim Bureau Sale described as Lot 8, Antil Bros. Plan % DB
420-356, situate in Cecil Township, Washington County, Pennsylvania, formerly owned by
Angelo and Samuel Regini c/o Tax Claim Bureau, and that the amount of $50.00 be accepted
from JOSEPH KALAN & CLARA KALAN, his wife. Washington County Tax Claim Bureau
receiving approval and consent of taxing districts involved.: Canon -McMillan School District
- April 14, 1965 and Cecil Township Road Supervisors - May 14, 1965.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Clara Milan, Clerk
I in the Tax Claim Bureau, be granted a leave of absence from her present duties for a
period of sixty (60) days; this action to be effective June 14, 1965.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously with Mrs. Flenniken leaving the meeting.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
in conjunction with the Purchasing Agent, be authorized to advertise for bids for the steel

reinforcement work to be done at the Washington County Jail. Said bids to be received by the
County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m.,
Daylight Saving Time, Thursday, June 24, 1965, and opened immediately thereafter in the
Office of the County Commissioners.

Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Kittridge informed the Board that the plans for the Jail had been
! made on the amount of gross weight to be supported (60,000 pounds) and the plans have
3 been approved by the State. Specifications will read that before starting any repair work,
the general contractor shall inspect the premises and submit a preliminary drawing showing
4 the size of members to be used and the forces involved. This drawing will be prepared by
and bear the seal of a registered professional Civil Engineer licensed to practice in the
State of Pennsylvania.
Chief Clerk informed the Board that the Amanati & Tucci Insurance
Agency reported the sum of $1, 295. 00 was paid for windstorm loss damages. Total damage
was in the amount of $1, 395. 00 with $100. 00 deductible.
Mr. Flynn: The Board of County Commissioners want to go on record commending
' the manner in which the Return Board conducted themselves during the tabulation and
compilation for the Official Record, the votes cast in the Municipal Primary Election held
May 18, 1965. We wish to express our special thanks to Attorney Edward Sciamanna for
his time relinquished at financial sacrifice from his regular duties as an attorney to serve
in the capacity as Chairman of the Return Board and the efficient manner in which the
Board handled themselves; the people owe him a debt of gratitude.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting
be adjourned.
