The Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Flynn, Bevec and Mazza. Also present:
Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Mr. Basich of the Washington
County Planning Commission and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 88, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 88, be
approved as read.

Motion carried unanimously.
Chief Clerk read letter under date of June 7, 1965, received from the
Amanati & Tucci Insurance Agency informing the Chief Clerk and Mrs. Amor Flenniken,
Director of the Tax Claim Bureau, that the Comprehensive General Liability Policy of
Washington County as written, does not provide coverage for any accident that might occur
on property taken over by the County as the agent for the collection of Delinquent Taxes.
Letter referred to Solicitor Capano to rule if the County has a legal liability as the acting
agent.
Chief Clerk also reported that bids had been advertised for the Steel Rein-
forcement Work at the Washington County Jail, to be opened June 24, 1965.
Mr. John F. Wiley, Attorney at Law, in letter under date of May 19, 1965,
submitted the following bill for legal services that have now been completed in connection
with the Chartiers Creek Flood Control Project as special County Solicitor, now that funds
have been approved by the Commonwealth of Pennsylvania as to their contribution to the
Chartiers Creek Flood Control Project in excess of the original estimate.
For: Legal services rendered in furnishing various Certificates, Abstracts of Title, De-
tailed Appraisals, Plots, Certificates of Title, Receipt for Payments and Certificate of
Completion in connection with the Chartiers Creek Flood Control Project as affected the
Henry Majewski, Zeman-Patsch Bros., and R. C. Beatty properties, including two days
spent at Harrisburg, Pennsylvania, and one and one-half days spent on the grounds here
at Washington, Pennsylvania, and including all other legal services rendered in connection
with same,-------------------------- $1,475.00, plus costs advanced,

Mr. Mazza commented on the work involved and the many thousands of
dollars Mr. Wiley saved the County.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the bill submitted in
the amount of $1, 520. 68 by Mr. John_ F. Wiley, Attorney at Law, for legal services
rendered that have now been completed in connection with the Chartiers Creek Flood
Control Project, be approved for payment and with the payment of this bill, Mr. Wiley
will be paid in full.

Letter received from Mr. Douglas J. Bowman, Superintendent of Schools,
requesting a meeting with the Board of County Commissioners for the purpose of discussing
the need of Vocational Training Schools and Community Colleges in Washington County.
Chief Clerk instructed to make arrangements with Mr. Bowman for a
{ meeting with the County Commissioners.
Letter under date of June 8, 1965, was received from the Catholic Social
Service Executive Director, Mrs. Carmella C. Irwin, stating that the Catholic Social
Service Board on May 24th, voted to accept the Purchase of Service Agreement; also,
requested a copy of "Payments for Children in Foster Care", for a better understanding
of billing procedure. Letter referred to Mrs. Katherine Linder, Director of Child Welfare
Services.

on their jobs.

Mr. Kittridge, Purchasing Agent, submitted specifications for six auto-
mobiles to replace those that are now leased from the Donora Motor Company of Donora,
Pennsylvania. The leases expire October 1, 1965 and the reason for advertising at this
early date is to make it possible for the dealers to be able to deliver vehicles that will
live up to the specifications advertised.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller
be authorized to advertise for bids for six (6) 1965 Model New Cars, American Made -
Fords, Chevrolets, Plymouths, or Equivalent. Said bids to be received by the County
Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m.,
Daylight Saving Time, Thursday, July 1, 1965 and opened immediately therafter in the
Office of the County Commissioners.

The following correspondence was brought to the attention of the Board
by the Chief Clerk:
Letter received from the Mon Valley United Health Services, Inc., under
date of June 7, 1965, signed by J. J. Pallone, President, requesting the sum of $1, 500. 00
that was allocated by Washington County (Minute No. 76 dated March 11, 1965) to institute
the Homemaking Service Program in the Mon -Valley Area. This is a joint venture with

Westmoreland County contributing in the amount of $1, 500. 00 also. The Commonwealth of
Pennsylvania, Department of Public Welfare, Office for the Aging, will match the total of
both allocations.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the payment in the
j amount of $1, 500. 00, Washington County's allocation to the Mon -Valley United Health
Services, Inc., be approved.

Letter received from Mr. Clyde Rohland, Secretary of the Chiefs and
Assistant Chiefs Association of Southwestern Pennsylvania, under date of June 7, 1965,
j requesting their appropriation (budget) to defray expenses of the Southwestern Pennsylvania
Training Institute of Firemen, which will be held at California State College, California,
Pennsylvania, on August 30, 31 and September 1, 3, 1965.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $200. 00
as appropriated, be approved for payment to defray expenses of the Southwestern Pennsyl-
vania Training Institute of Firemen, which will be held at California State College,
California, Pennsylvania on August 30, 31 and September 1, 3, 1965.

Letter received from Mr. Joseph Mouyard, Clerk of Courts, under date
of June 2, 1965, requesting that the County Commissioners give proper authorization to
the County Treasurer to return the sum of $25.00 to the Clerk of Courts Office, who will

remit to the
Department
of Revenue due
to the fact that on February
21, 1964,
the
Court,

Sweet, P. J. ,
ordered Steve Pochiba to pay
a $25. 00
fine
to the County Treasurer in the case at No. 350 February Term 1964, being a violation of
Section 18 of the Pennsylvania Dog Law; defendant paid his costs as evidenced by County
Treasurer Receipt No. 14. In the official settlement of the audit of the accounts of the
Clerk of Courts, made by the Department of Revenue, it is indicated that this fine should
have been paid to the Commonwealth.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County
Treasurer be authorized to return the sum of $25.00 to the Clerk of Courts Office; fine
paid by Steve Pochiba in the case at No. 350 February Term 1964, being a violation of
Section 18 of the Pennsylvania Dog Law, County Treasurer Receipt No. 14, that should
have been paid to the Commonwealth.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the governmental
resolution Assurance of Compliance with the Department of Defense and Office of Civil
Defense Regulations under Title VI of the Civil Rights Act of 1964, be adopted. (copy of
Assurance of Compliance on file in the Office of the Chief Clerk).

Motion carried unanimously.
Chief Clerk was informed by the Board that the Courthouse will be closed
from 12:00 noon, Saturday, June 12, 1965 until 9:00 a.m., Tuesday, June 15, 1965, in
observance of Flag Day, June 14, 1965.
Mr. Mazza: To Mr. Flynn as a member of the Legislative Committee of the State
Association of County Commissioners:
Mr. Chairman, we should try to have an amendment to the County Code
pertaining to a Legal Department. Now when I say Legal Department, you take for instanc=
our Solicitor is the only one that can make an appointment, now with the amount of attorne-.-s
that we have - one for every row office which totals approximately 10 or 12 attorneys, and
under the law we are only permitted one County Solicitor and one for the Tax Claim, that's
two (2). I believe we have attorneys equivalent to the Attorney General of Pennsylvania.
I think that what we should do is to review that law and have our Solicitor review it and
see if it makes sense and if it does, Mr. Chairman, you should make some sort of reco-
mmendation to the Association on having that Act amended.
Mr. Flynn: I will comply with your request.
The storage of office records was discussed and the Chief Clerk was
instructed to send letters to each row office requesting that each official be present with
their solicitor and not a deputy, or employee from that office for the purpose of discussing
the disposition of all necessary records pertaining to that office and the storing of office
records.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting be
adjourned.
