BEVEC, JOHN MAZZA, COMMISSIONERS NO. 90 Office of the County Commissioners Washington, Pa., June 17, 1965 The Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Mrs. Amor Flenniken, Director of the Washington County Tax Claim Bureau, Mr. Basich of the Washington County Planning Commission and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 89, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute Mo. 89, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Resignations: Letter under date of June 15, 1965 received from Tax Claim Bureau stating that Maureen Sliman, Clerk in the Tax Claim Bureau on leave of absence, has terminated her employment with the County. Moved by Mr. Bevec, seconded by Mr. Flynn, that the resignation as submitted by Maureen Sliman, Clerk in the Tax Claim Bureau, be accepted; this action to be effective June 15, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following temporary student employees be appointed as follows; this action to be effective June 15, 1965; Katherine Icardi Tax Assessment Office Mary Lou Price Child Welfare Services Joseph Kristoff Building Grounds and Maintenance Department Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 1 MINUTE BOOK 401 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS C 1 1 Chairman read letter from the Southwestern Pennsylvania Regional Planning Commission under date of June 14, 1965, in reference to the appointment of a representa- tive to the Intergovernmental Policy Committee of the Regional Land Use and Transporta- tion Study. The Intergovernmental Policy Committee is increasing the membership of the policy committee by adding one member from each of the six counties comprising the SPRPC. Moved by Mr. Mazza, seconded by Mr. Flynn, that John P. Bevec, Washing- ton County Commissioner, be appointed as a representative to the Intergovernmental Policy Committee of the Regional Land Use and Transportation Study. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Abstain; Mr. Flynn - Yes. Motion carried. Chairman informed the Board a list of verification of contacts had been received from the Surplus Food Department, said list being composed of the names of the real estate agencies, agents, and the date each was contacted for the purpose of acquiring warehouse space urgently needed for the storage of surplus food during the months of June, July, August, and the first part of September, 1965. The need for space was also advertised three (3) times. The following places were available at the indicated rentals: McKean and Burt Bud Bartusicak Building, Wolfdale Metz Building, Washington Justin Tiano, Washington Dreamland Motel, Washington Morris Realty Agency, Brush Run $200.00 per month 50.00 per month 50.00 per month 50.00 per month 100.00 per month 100.00 per month Remarks: In checking these available places, the only suitable space that met all the necessary requirements was located at 402 1/2 West Chestnut Street, owner being Mr. Justin Tiano; warehouse space consists of 1, 000 square feet. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Commissioners of Washington County, enter into a Lease with Mr. Justin Tiano, 402 1/ 2 West Chestnut Street, Washington, Pennsylvania, for the purpose of the storage of surplus food commodi- ties for a term of three (3) months beginning the fifteenth day of June, 1965 and ending the fifteenth day of September, 1965, at the rate of $50.00 per month, in advance. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mrs. Flenniken presented deeds of the April 12, 1965, Court Sale to be signed by the Commissioners. Sales were in the amount of $5, 760. 00 with the additional cost of $25. 00 for each deed added for a total in the amount of $5, 985. 00. Mrs. Flenniken requested that the Board rescind action taken on March 25, 1963, for the approval and acceptance of RESOLUTION NO. 669, this action being necessar- 402 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Bid was on property located in the Borough of West Middletown, described as unnumbered tract, 12 acres coal, formerly owned by T. B. H. Brownlee, Attorney. Bid in the amount of $60.00 was received from John F. Wiley. Letters were mailed to the School District and West Middletown Borough - June 3, 1965, to rescind bids. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Board of County Commissioners rescind the motion that approved RESOLUTION NO. 669 dated March 25, 1963 (Minute No. 330) accepting bid in the amount of $60.00 from John F. Wiley for prop- erty situate in the Borough of West Middletown, Washington County, Pennsylvania, desc- ribed as unnumbered tract, 12 acres coal, formerly owned by T. B. H. Brownlee, Attorne-;r. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following resolution was recommended to the Board by Mrs. Flenniken, with the approval of the Tax Claim Bureau Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that RESOLUTION NO. 43, property situate in the Borough of California, Washington County, Pennsylvania, sold on January 23, 1940 and April 24, 1940 Treasurer Tax Sale (to Washington County) described as 3 Lots, 55-56-57, Dawson Heights, situate in the Borough of California, formerly East Pike Run, Washington County, Pennsylvania, formerly assessed in the name of Mrs. Ethel Larson and that the amount of $150. 00 be accepted from PATRICK MESSINA and ANGELO MESSINA. Washington County Tax Claim Bureau receiving approval and consent of taxing districts involved: California Union School District - June 9, 1965 and the Borough of California - April 20, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously, Chief Clerk brought to the attention of the Board letter under date of June 11, 1965, received from Mr. Norman Lyon, Librarian at the Citizens' Library, requesting budget allocation of $5, 000. 00, as appropriated for 1965. Moved by Mr. Bevec, seconded by Mr. Mazza, that the appropriation in the amount of $5, 000. 00 as appropriated to the Citizens' Library for the year 1965, be approved. Roll call vote, taken.--, Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board that Charles F. Schmidt, 1113 Fourth Street, Monongahela, Pennsylvania, First Ward Assessor in the City of Monongahela, MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Pennsylvania, had resigned his duties as Assessor as of May 5, 1965, due to the fact that Mr. Schmidt was no longer a resident of the First Ward. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as submitted by Charles F. Schmidt, First Ward Assessor in the City of Monongahela, Pennsylvania, be accepted; this action to be effective May 5, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented to the Board an application and petition for the appointment of Sarah Pacini, 401 Cassidy Avenue, Monongahela, Pennsylvania, as Assessor for the First Ward in the City of Monongahela, Pennsylvania. Moved by Mr. Bevec, seconded by Mr. Mazza, that Sarah Pacini, be appointed as Assessor for the First Ward in the City of Monongahela, Pennsylvania, to serve out the unexpired term of Charles Schmidt, who has resigned; this action to be effective May 5, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza expressed concern over reports received from Mr. Walter Gregory, President of the Lions Club, that the bleachers that are owned jointly by the Lions Club and Washington County were not properly cared for while in the possession of the Pony League at Washington Park. Chief Clerk stated arrangements have been made to have the bleachers returned. Chief Clerk was instructed to check the Agreement to see if the Pony League should be held responsible for any damages resulting from improper care. Mr. Mazza informed the Board that the City of Washington would be interested in purchasing thF bleachers if the County wished to sell them. Mr. Mazza also stated that a letter should be sent to Mr. Oliver N. Hormell, Solicitor to the Office of the County Controller, who is a member of the Port Authority Transit of Allegheny County, requesting Mr. Hormell to report to the Board of Commis- sioners on some of the activities of the Authority. It has been called to our attention that an error exists in Minute No. 78, dated March 25, 1965, wherein the Two (2) Mill Tax was to be earmarked for Capital Improve- ment Fund which was in error and should have been earmarked for the Sinking Fund Commission Account. Therefore, moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 78 dated March 25, 1965, be hereby corrected to read that the Two (2) Mills be earmarked for the Sinking Fund Commission Account.
