Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Warden Feconda, Purchasing Agent Kittridge, Surveyor Yuhas, Mr. Basich of the Washington County Planning Commission, Mr. Umstead, of the Redevelopment Authority and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 90, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 90, be approved as read. Old Business: Roll call vote taken: Mr. Mazza - Yes; Mr, Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk informed the Board, in checking into the bleachers, they will be in use by a fire company in South Strabane Township during the date of July 4, 1965, after which they will be returned to the Fairgrounds, with Mr. William C. Burgoon, Fair Board Manager, making the arrangements for the transportation of the bleachers. The Washington County Fair will take place the week of August 16-21, 1965, at which time the bleachers will be in use. The County owns a two-thirds (2/3) share of the bleachers and the Lions Club owns a one-third (1 /3) share, and would like to dispose of its share. Mr. Mazza suggested that someone from the Engineers Office check the bleachers to see what they are worth. A letter was received from Mr. Joe Manfredi, General Manager of the Pennsylvania Mustangs, requesting the use of the bleachers in the Charleroi High School MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. SEVEC, JOHN MAZZA, COMMISSIONERS C Stadium for the coming Fall football season beginning the latter part of August, 1965; letter also stated they would be happy to repair and paint the bleachers if the bleachers were loaned to them. Chairman stated the request of Mr. Manfredi could be complied with, at the close of the Washington County Fair, as the Fair has first preference to the use of the bleachers, with the provisio that the bleachers are painted and repaired as stated in the letter of request received from Mr. Manfredi. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor be authorized to draw up the necessary papers with proper liability insurance coverage to permit the Pennsylvania Mustangs the use of the bleachers during the coming Fall football season. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion- carried unanimously. Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that Herman Moseley be appointed as Attendant I (Orderly) at the Washington County Home and Hospital for Men; this action to be effective June 23, 1965. Mr. Mosley is replacing James Yeager. Roll call vote taken: T*r. Mazza - Yes; Mr. Bevec - Yes; Mr, Flynn - Yes. Motion carried unanimously. Chief Clerk presented to the Board a tax refund reviewed and approved by the County Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare the following tax refund due to duplication of real estate tax. Ciaffoni, Robert, Box 307, Canonsburg, Pennsylvania in re assessment of Leech, Joseph Estate c/o Ciaffoni, Paul, property being located in Blaine 'Township. Tax for the year 1961 was paid to the County Treasurer on August 1, 1961 in the amount of $1.12 net. However, this property was erroneously liened to the Tax Claim Bureau by County Treasurer on May 7, 1962 and tax was paid to the Tax Claim Bureau on July 17, 1964 in the amount of $3.37 by receipt number 38122, making a refund due in the amount of $3. 37 to Robert Ciaffoni. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of June 22, 1965, received from Dr. J. J. Pallone, President of the Mon -Valley United Health Services, Inc., acknowledging the receipt of Washington County's check for $1, 500. 00 and expressing their thanks for the interest and cooperation in this vital community endeavor. 406 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk presented to the Board letter under date of June 23, 1965 received from Gerald D. Chambers, Supervisor of Art, Washington Public Schools, in which Mr. Chambers stated his interest in conducting an art class at the Washington Counter Homes for Aged Men and Women. The fee would be $50.00 per month for a one to two hour class in each of the Homes once a week and would require approximately $50.00 in supplies to begin the classes and a very small amount to keep it going. Mr. Chambers has been teaching an evening class one night a week at the County Jail and feels this class would be enjoyable and beneficial to the members. Moved by Mr. Bevec, seconded by Mr. Mazza, that this matter be tabled until it can be discussed with Mr. Peter Jollick, Superintendent of the Washington County Home for Men and Mr. John Showalter, Superintendent of the Washington County Home for Aged Women. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Feconda, Jail Warden, presented the new Federal Contract for the Board of Prisoners to the Board of Commissioners for approval and signature; the present contract expires at the end of June, 1965. The new contract rates for prisoners are: Overnight - $3.00 and Sentenced - $5.00. Mr. John Yuhas, County Surveyor, presented a resolution in reference to the channel of Plum Run in Midland, Chartiers Township, Washington County, Pennsylvania. tion be adopted: Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Resolu- RESOLUTION BE IT RESOLVED by the Commissioners of Washington County, Pennsyl- vania, hereinafter designated as SPONSOR; and WHEREAS, the Department of Forests and Waters of the Commonwealth of Pennsylvania, has proposed improving the channel of Plum Run in Midland, Chartiers Township, Washington County, Pennsylvania, so as to alleviate in part the damage occasioned by floods and to prevent as far as practicable the recurrence of similar flood damage; and WHEREAS, the Department of Forests and Waters will undertake, at its own cost, to performthe work aforementioned provided the SPONSOR shall, at no cost to the Department, supply all services and materials requested in the letter of proposal dated May 28, 1965, File No. S63:34, acquire and furnish all necessary easements and rights -of - way for the entire project and indemnify, protect and save free the Commonwealth of Penn- sylvania, Department of Forests and Waters, and/or its contractors and agents jointly and severally from and against any and all claims, damages, demands or actions in law or in equity resulting from any damage to property, public or private, by reason of the aforesaid work. Instructions regarding maintenance of the completed work will be furnished, upon request, by the Department of Forests and Waters. McConnell, Chief Engineer, in which the Department stated its inability to assist the Borough of California, Washington County, in its plans for Pike Run. Chief Clerk will forward this letter (a copy) to the Honorable Howard C. Bell, Mayor of California Borough. Mr. Sittler of the Taxpayers' Association entered the meeting. Mr. Umstead of the Redevelopment Authority presented a resolution to amend the resolution of June 18, 1964, approving the undertaking of surveys and plans for the McKeah Avenue (Charleroi, Pennsylvania) Urban Renewal Area and the filing of an application. tion be adopted: Moved by Mr. Bevec, seconded by Mr. Mazza, that the following Resolu- RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON AMENDING A RESOLUTION OF JUNE 18, 1964 APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR THE McKEAN AVENUE URBAN RENEWAL AREA AND FILING OF AN APPLICATION WHEREAS, section 105 (c) of Title I of the Housing Act of 1949 has been amended to require that there be a feasible method for relocating displaced in- dividuals as well as families; and WHEREAS, it is desirable and in the public interest to assist individuals in relocation, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF WASHINGTON: That paragraph 4 (four) of the aforesaid Resolution be amended by deleting from the second line the word "families" and substituting therefor "individuals and families". A certified check in the amount of 10% of the total amount of the bid, made payable to the Washington County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Chief Clerk Debreczeni, Con- troller Elish, Purchasing Agent Kittridge, Deputy Controller Whalen, Mr. Basich of the Planning Commission, Mr. Sittler of the Taxpayers' Association, Reporter Robertson and various bidders. f Bids submitted and read by Deputy Controller Whalen, said bids being properly advertised and submitted. Mr. Capano: We will make this determination in considering the bid. Mr. Flynn explained the policy adopted by the Board of Commissioners on the awarding of contracts. Deputy Controller Whalen informed the Board that the sixty (60) day short-term note investment of $100, 000. 00 in the Capital Improvement Account was due today, June 24, 1965. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to re -invest the sum of $100, 000. 00 in the Capital Improvement Account in a thirty (30) day short-term note. Mr. Whalen also stated that the 1965 taxes were coming in rapidly, net bank balance as of today, June 24, 1965, is $421, 000. 00. The Board was in agreement that a temporary loan could be repaid. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $200, 000. 00 be paid to the Pittsburgh National Bank, Washington, Pennsylvania, for repay- ment of Temporary Loan.
