BEVEC, JOHN MAZZA, COMMISSIONERS NO. 65 Office of the County Commissioners Washington, Pa., December 24, 1964 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn and Bevec. Also present being: Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Acting Deputy Controller Whalen, Mr. Sittler of the Taxpayers' Association and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Absent; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 64, each Commissioner having received a copy. 64 be approved. Motion by Mr. Bevec, seconded by Mr. Flynn, that Minute No. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Unfinished Business: None Communications: Following presented by Mr. Debreczeni, Jr. 1. Commonwealth of Pennsylvania, Governor's Office, Harrisburg, Pennsylvania:. Reply to our letter of December 14th advising the Governor of the appoint- ment of Commissioners Michael R. Flynn and John Mazza as ex officio members of the Washington County Board of Assistance. 2. Southwestern Pennsylvania Regional Planning Commission - Thank you letter on the reappointment of Mr. A. B. Kenney to the Commission. 3. Washington County Minor Judiciary and Constables Association - Thank you letter for cooperation received in the use of the Courthouse for meetings and schools held by the Association during the past year. New Business: Mr. Flynn: I'm in receipt of a check from the Pratt Oil Company dated December 21, 1964, in the amount of $13. 01 for overpayment (9 / 1 / 64), Motion by Mr. Bevec, seconded by Mr. Flynn, that the payment to Koch Plumbing and Heating Company in the amount of $251.91 be cancelled, and that the Controller's Office mark Voucher No. 4500 dated December 15, 1964, in said amount void, due to the fact that on December 3, 1964, Mr. Koch signed a release and accepted a check in the amount of $2, 406. 26 in full payment of the balance and thereby releasing the County of Washington from any further claims. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Mr. Whalen, Acting Deputy Controller, reported that all checks had been released for the jurors and no more payments to be made for the balance of the year. MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. 6EVEC.:JOHN MAZZA, COMMISSIONERS Cash on hand $227, 830. 00. Mr. John Cromwell, Director of the Washington County Planning Commission entered the meeting and explained the Open -Space Land Resolution. Request for Mingo Creek Site in the amount of $138, 000. 00; for the Cross Creek Site - $126, 000. 00. Washington County is eligible for 30% due to the fact that it is a member of the Southwestern Pennsylvania Regional Planning Commission. Motion by Mr. Bevec, seconded by Mr. Flynn, that we adopt the following resolution subject to the approval of the County Solicitor: RESOLUTION OF APPLICANT AUTHORIZING FILING OF APPLICATION FOR GRANT TO ACQUIRE OPEN -SPACE LAND WHEREAS Title VII of the Housing Act of 1961 provides for the making of grants by the Housing and Home Finance Administrator to States and local public bodies to lassist them in the acquisition of permanent interests in land for open -space purposes where such acquisition is deemed essential to the proper long-range development and welfare of urban areas in accordance with plans for the allocation of land to such purposes; and WHEREAS the Board of Commissioners, Washington County, Pennsylvania, desires to acquire title in fee simple to certain land known as Mingo Creek Site and the Cross Creek Site, which land in accordance with the Proposed Recreation Sites in Washing- ton County, Pennsylvania adopted by the Washington County Planning Commission, is to be held and used for permanent open -space land as large regional parks; and WHEREAS it is estimated that the total consideration to be paid for the accpi- �ition of said interest(s) will be $880, 828; i i NOW, THEREFORE, BE IT RESOLVED BY THE Board of Commissioners, Washington County, Pennsylvania, AS FOLLOWS: II 1. That an application be made to the Housing and Home Finance Agency for a grant in an amount authorized by Title VII of the Housing Act of 1961, which amount is presently estimated to be $264, 248, and that the Board of Commissioners, Washington County, Pennsylvania, will pay the balance of -the consideration for the acquisition of such interests and the total of all related costs from other funds available to it. 2. That the Chairman of the Board of Commissioners, Washington County, Pennsylvania, is hereby authorized and directed to execute and to file such application with the Housing and Home Finance Agency, to provide additional information and to furnish such documents as may be required by said Agency, to execute such contracts as are required b-N said Agency, and to act as the authorized correspondent of the Board of Commissioners, Washington County, Pennsylvania. 3. That the proposed acquisition is -in accordance with the Proposed Recreation Sites in Washington County, Pennsylvania, adopted by the Board of Commissioners, Wash- ington County, Pennsylvania, for the preservation of permanent open -space land, and that, should said grant be made, the Board of Commissioners, Washington County, Pennsylvania, will retain said land for the use(s) designated in said application and approved by the Housing and Home Finance Agency. CERTIFICATE OF RECORDING OFFICER The undersigned hereby certifies that: 1. He is the duly qualified and acting Chairman of the Board of Commissioners, Washington County, Pennsylvania, of the Board of Commissioners, Washing- ton County, Pennsylvania, (herein called the "Applicant"), and the keeper of its records. 2. The attached resolution -is a true and -correct copy of the resolution as finally adopted at a meeting of the Applicant held on the day of , 1964, and duly recorded in his office.
