BEVEC, JOHN MAZZA, COMMISSIONERS 1 NO. 6 7 Office of the County Commissioners Washington, Pa., January 7, 1965 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn, Bevec and Mazza. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Sittler of the Taxpayers' Association, Mr. Umstead of the Pennsylvania Economy League and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 66, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza., that Minute No. 66 be approved as read. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 63 dated December 10, 1964, be amended to re -appropriate the following accounts as listed below: ACCOUNT NO. BEVEC„JOHN MAZZA, COMMISSIONERS At this time, members of the Washington Association of Downtown Enter- prises entered the meeting. Special Order of Business: Request from the Washington Association of Downtown Enterprises (WADE) that Washington County participate in this program (Beautification Phase #1 Program) where- by the amount of $15. 00 per front foot or the total of $3, 345. 00 be allocated to assist the program. Mr. Flynn: Providing this is permissable by law, we would be willing to do this. Under the law, according to our Solicitor, he can find no place in the law whereby we could contribute to this enterprise. Mr. Capano: Mr. Finder, Solicitor of the Tax Claim Bureau, on the basis that he feels we could participate under maintenance of grounds. However, I checked into this and I feel that streets are not a part of our obligation; the fact that this is not a City project, this is a private enterprise. Therefore, there is no authorization under the iaw. �Mr. Mucci: It is our opinion that the appearance of downtown Washington is not con- ducive to the public. We consulted with Carnegie Tech and they recommended urgently that something be done; that we, as a satellite of Pittsburgh, are way behind. We feel that the businessman of Washington will have a better chance !!! in keeping business in downtown Washington by this program and we think this is a step in the right direction. Retail business was extremely good in 1964, however, we would like to make 1965 an even better year. We think we owe it to the merchants to make it a better year. It was questioned if it could be possible for the City Council by ordinance consisting of a draft or ordinance which would put the City as one of the active movers in this project; which in turn with the approval of the Courts, could put the County in a posi- tion to participate. Mr. Capano: The Commissioners have been concerned about this project and have tried to work something out whereby the Commissioners could participate. (Mr. Mucci: This program is going to be a reality, and we are going ahead with it, if need be without the participation of the Commissioners. Mr. Flynn: We have given a copy of the Solicitor's written legal opinion to Mr. Mucci, the President of the Association. We have no alternative until something can be worked out with the City. Mr. Mucci thanked the Board for its time and consideration and left the meeting at this time. Unfinished Business: None Communications: Letter from Chartiers -Houston Joint School District - requesting permission from the Commissioners to erect a small schoolbus shelter at the intersection of the Hickory Ridge Road, 62105 and the McClane Road at a point near the County Home for the Aged. (Letter given to Solicitor with instruction to acknowledge and -prepare agreement). Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Solicitor acknowledge the letter from the Chartiers -Houston Joint School District in re: erecting a schoolbus shelter at the intersection of the Hickory Ridge Road, 62105 and the McClane Road and that an agreement be prepared. Mr. Debreczeni, Jr., Chief Clerk, read a letter of resignation from Mrs. Abbie N. Smith, expressing appreciation to the Board of Commissioners. Mrs. Smith agreed at the request of the Board to remain one year to assist the newly -appointed super- intendent and matron at the Home for Aged Women in assuming their duties. Mrs. Smith's: resignation to become effective January 5, 1965. Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation of Mrs. Abbie N. Smith, employee of the Washington County Home for Aged Women, be accepted effective January 5, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following be tran8 - ferred from the extra help payroll to the regular payroll at the Washington County Home for Aged Women; this action to be effective January 15, 1965. Helen Gottschall Dining Room Matron replacing Julia Schultz Ruth Garratt Cook replacing Helen Salamone Remarks by Mr. Mazza: I recommend to the Board since we are commencing into the new year, and since we have created increases and working many hours on re-classification, we should scrutinize if a need is really there before we make replacements. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following tax re - ;fund be made due to the overpayment of 1964 County Tax. Valley Inn Volunteer Fire Department of Carroll Township. On June 29, 1964, tax was paid in the amount of $16.93 (under protest) on property situate in Carroll Township, Washington County, Pennsylvania, described as 2 story brick house, garage, building 4.126 acres surface, total valuation $1455.00. Correction slip dated November 6, 1964, removed property to exempt property making a refund due in the amount of $16.93 payable to Valley Inn Volunteer Fire Department c/o Avery Dunlevy, Valley Inn, R. D. 2, Monongahela, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. W ___ RESOLUTION WHEREAS, the finances of Washington County are exhausted, and funds arE needed to conduct the regular and current affairs of the County, and pay all lawful expenseE until monies are available from the 1965 tax levies; it. is therefore RESOLVED, That, the Board of County Commissioners be authorized to borrow from Mellon National Bank and Trust Company and Pittsburgh National Bank, at any, time and from time to time prior to August 1, 1965, an amount or amounts not exceeding the aggregate amount of One Million Five Hundred Thousand ($1, 500, 000. 00) Dollars in anticipation of taxes to be collected for the current fiscal year, the loan(s) to be evidenced by the certificate(s) of indebtedness of the County in form acceptable to the banks, payable on or before December 31, 1965, with interest from the, date(s) thereof at a rate of 2. 34% per annum payable at quarter -annual intervals, said loan(s) and interest to be repaid from the first monies available from taxes in anticipation of which such temporary loans and interest were made, which taxes are hereby appropriated for that purpose, and that the ,Budget of the County for the current fiscal year and the taxes levied shall include and be i i sufficient to repay said loan(s) and that any two (2) of the Commissioners be and they i 1 hereby are authorized to execute and deliver in the name of the County Commissioners and the j County the certificate(s) of indebtedness which shall constitute the general ohligation(s) of the County, and that the Chief Clerk be, and he hereby is, authorized and directed to attest such certificate(s) of indebtedness and affix the County seal thereto, and further that the execution and delivery of a certificate of indebtedness so executed and attested shall be sufficient evidence of the necessity for the borrowing thereby represented at the time therec-f. The following is a copy of the Certificate of Indebtedness issued in accord- u ance with the above motion. MINUTE BOOK-;9 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Certificate of Indebtedness of Washington County, Pennsylvania $200, 000. 00 January 7, 1965 The .County of Washington in the Commonwealth of Pennsylvania., promises to pay to Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Wash- ington, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before December 31, 1965, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2.34% per annum, interest payments to be made on the firsi day of each calendar quarter throughout the year. Payment of the indebtedness, evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan -in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 7, 1965, which resolution is still in full force and effect. IN WITNESS WHEREOF, the undersigned County has caused this obligation to be executed by the County Commissioners of said County, its seal to be hereunto affixed and the same to be attested by the Chief Clerk this 7th day of January, 1965. If the Federal Government would say we could have our money, we wouldn't be in a position to pay our costs. I will not go along with any plan for a 20, 30 or 40 year bond issue to finance any project. We have set up these various funds (Capital Reserve Fund and Sinking Fund) which is sound financing, and which I think will pay off. I am very much in accord with increaseng the millage to provide capital expenditure money for major projects.
