Mr. Flynn:
The Commissioners could establish in the Budget a particular part of the
real estate millage, the income from which would go into -the Sinking Fund to be saved for
major capital projects.
In order to enlighten Mr. Sittler, we adopted resolutions at our last

meeting creating a Capital Reserve Fund and a Sinking Fund.

! Mr. Bevec: This thing has been discussed for some time. I am not very much for a

long-range bond program. The assets and ability to pay are here and a bond issue is a
lot to anticipate; many of these programs may even start in 1966, they are still in the
I
planning stage.

Mr. Whalen: I talked with the County Controller, Peter Elish, and he commented that
E this program is a great step forward and he endorses this action wholeheartedly.
Mr. Gillespie, Budget Secretary, entered the meeting.
Mr. Debreczeni stated that the official minutes of the County have all
been brought up to date.
Mr. Flynn commended Mr. Debreczeni on the official minutes.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
I Chief Clerk Debreczeni, Jr., Budget Secretary Gillespie, Mr. Umstead of the Pennsyl-
vania Economy League and Reporter Crouse.
Meeting called to order by Chairman and roll call taken:

to Minute No. 67, each Commissioner having received a copy.

Moved by Mr. Bevec, seconded by Mr. Mazza, that Rose Bianco be
appointed as a Kitchen Aide at the - Washington County Home and Hospital for Men replacing
Leona Sprowls; this action to be effective January 12, 1965.

New Business:
Letter from West Penn Power Company advising rate reduction for fluor-
escent street lights (type of lights used on the Donora-Webster• Bridge). Rate reduction
:.becomes effective with the February 1965 billing. Following lamps have been reduced:
1, 10, 000 lumen lamp from $80. 00 to $75. 00 per year.
2. 21, 000 lumen lamp from $120. 00 to $110. 00 per year.
Mr. Flynn asked that this letter be held in abeyance.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Lease between
Washington County Commissioners and Commonwealth of Pennsylvania, (Department of
Property and Supplies), for the renting of the following: "space consisting of approximately
2300 square feet in hangars situate at the Washington County Airport, Washington, Penn-
sylvania, for use of Company B, 28th Aviation BattaliI 28th Infantry Division, Pennsyl-
vania Army National Guard, Department of Military Affairs" for the term of two years
beginning November 1, 1964, at the annual rental of Three thousand six hundred dollars
($3, 600), payable in equal monthly installments of Three hundred dollars ($300), including
electricity and water, be approved.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for', the furnishing of Fleet Insurance in a reliable and approved
insurance company for public liability, property damage, comprehensive A. C. V. , fire,
theft and collision coverage on trucks, automobiles and road -building machinery owned and
operated by Washington County. Bids to be received by the County Controller in his Office
in the Courthouse, Washington, Pennsylvania, until 11: 00 a.m., Eastern Standard Time,
Thursday, February 11, 1965, and opened immediately thereafter in the Office of the
County Commissioners. Notice to bidders to be advertised on January 22nd, 29th abd
February 8th, 1965.

Following information concerning the cost of lighting the Speers Bridge carrying
Interstate Route 70 across the Monongahela River was reviewed.
The West Penn Power Company advised Mr. Gillespie that it will require 21
Mercury Vapor Lamps of 40,000 lumens each to light said bridge at a cost of $84. 00 per
year per lamp or a total of $1, 764. 00 per year.
Due to the fact that this is an inter -county bridge, Washington County's share
would be $882.00 per year contingent on approval of the joint venture by Westmoreland
County.
Chief Clerk instructed to contact Westmoreland County officials about partici-
pating in said lighting costs.
Mr. Bevec suggested that the West Penn Power Company also be contacted about the lighting

Ion the approaches to the bridge.
Mr. Mazza inquired if costs of maintenance of this bridge could be made out of the Liquid
Fuels Fund.
Mr. Gillespie: Yes, maintenance costs would'be handled in the same manner as
the costs for the Donora-Webster Bridge.
Moved by Mr. Mazza, seconded by Mr. Bevec, that
WHEREAS, it is no longer possible to travel from any location in the County

to the Courthouse by railroad or street railway, it is necessary to amend the official
mileage chart now being used and the following be adopted: I
NOW, THEREFORE, be it resolved by the Board of County Commissioners of
Washington County as follows:
The official mileage chart dated -March 6, 1931, be amended by striking out
I the mileage between the City of Washington and all other points in the County other than
those distances designated as highway mileage.
Remarks:
Mr. Mazza: Many of the jurors were being` paid on railway mileage and for this
reason the change is being made.

Mr.Bevec: At the present time, the amount being paid for traveling expense for

members of the election boards, viewers, and other county employees using their personal
cars is .08� per mile which is an insufficient amount. State employees receive .10� per

Moved by Mr. Bevec, seconded by Mr. Mazza, that effective February 1,
1965, any person (member of election boards, viewers, and county employees) using their
personal car, in connection with County business, be paid the sum of . 10� per mile for
traveling expenses.
Remarks by Mr. Mazza:
I've noticed that the County Code or law is not consistent. Jurors have been
receiving .08� per mile.

Reporter Merdian and Acting Deputy Controller Whalen entered the meeting.
At this time, Mr. Flynn asked the' Board to adopt a resolution with reference
to the Courthouse switchboard, whereby the number of personal toll calls would be limited.
Mr. Bevec inquired if the present switchboard was sufficient to handle the
number of calls being made in and out of the building. Suggested that the Bell Telephone
Company be invited to make a survey, in order to determine if our switchboard is adequate
in size, to handle the amount of calls being received and made.

WHEREAS, the capacity of the County Switchboard, although limited,' is
sufficient for the normal transaction of County business, and
WHEREAS, we have been receiving complaints from citizens that they are
unable to transact business with County offices because of inability to make telephone
contact due to busy signals;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commis-
sioners of Washington County as follows:
1. That the switchboard operators inquire as to the nature of the call and
place only calls relating to official County business.
2. That employees refrain from making local calls, other than those of a
definite emergency nature.

Letter received from Acting Deputy ' Controller Whalen advising the
Commissioners that an additional Burroughs machine is needed in the Office of the Con-
troller in order to regulate and maintain their work on a current daily basis.
The Controller's Office has two (2) Burroughs machines, one machine
used solely for accounting work, posting all disbursements to the proper budget accounts.
This is a full-time operation and must be maintained on a current daily basis. Other
machine is a combination unit for check writing and payroll work.
Since all payments are made by check, the Controller's Office cannot
maintain their work on a current daily basis with on ly two machines in operation.

Mr. Mazza: With reference to the Industrial Development Authority in Washington
County. I am not completely satisfied with the -progress that has been made in the past
two years. In making this statement, I'm not being critical of Mr. McAmbley. It is my
opinion that many different projects have been initiated. The Urban Renewal Program has
consumed much of his time. Perhaps, it may be necessary to appoint additional members

to the Industrial Development Board, also to consider appointing more capable persons to
assist Mr. McAmbley.
Mr. Bevec: Presently, the Industrial Development- Authority members are serving
in a dual capacity. Industrial Development and Urban Renewal have been combined.
Mr. Flynn: It is my opinion that Mr. McAmbley should be operating with two
separate boards. Mr. McAmbley and staff are coping daily with many problems. The
