Washington, Pa., January 21, 1965
Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Chief Clerk Debreczeni, Jr., Solicitor Capano, Mr. Sittler of the Taxpayers' Association,
Mr. Umstead of the Pennsylvania Economy League and Reporter Crouse.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 68, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 68 be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Mr. Nelson Morrison, Operator and Mr. Edward L. Maher, interested
citizen and friend of the Washington County Humane Society appeared before the Board of
Commissioners, and Mr. Maher acting as spokesman in behalf of Mr. Morrison pointed
out a number of problems confronting the Washington County Humane Society located on
Route 136 (formerly Route 31) near junction of Route 519 and 70 in Somerset Township,
Washington County, Pennsylvania.
t Needs of the Society:
1. Financial assistance
2. Expansion - additional shelters
3. New incinerator
Objectives:
1. Direct a set amount of money to be allocated to the Society.
2. Suggest or recommend that an exact amount of money, derived from
the dog license fees be turned over to the Society for the welfare of

the animals and shelter.
3. Individuals unemployed; brick layers and carpenters, be employed to
help Mr. Morrison to construct additional shelter.
Duties of Washington County Humane Society:
1. To provide shelter for the stray dogs within our County. Dogs from
other county are also housed.
2. A place where animals injured by automobile, etc., may be cared
for and treated.
3. A home for animals until Mr. Morrison can find them a suitable
j home.

Mr. Maher stated that during a conversation with Mr. Anthony Calvalcante,
Commissioner of Fayette County, he advised them that their Board makes contribution of
at least $1, 000. 00 each year to the Humane Society.
Mr. Maher extended an invitation to the Board members and others to visit
I the Society, to see the establishment and observe their operation.

Mr. Flynn: In other words, you are asking for an allocation for the Humane Society?
{ Mr. Maher: Yes.
Mr.
Bevec: Are

Yes, for approximately
15 years or
a little better.
Mr. Capano: How are you presently operating?
Mr. Morrison: By donations and a few inheritances.
Mr. Bevec: Number of animals processed during the year.
Mr. Morrison: Smallest amount is 200 per month,
Mr. Crouse: How large of a budget do you have to operate on?
Mr. Morrison: $7, 000. 00 to $8, 000. 00 per year.
Messrs. Crouse and Sittler inquired if aid could be obtained from -organizations such as
the United Fund.

Morrison:
No
aid has been received.
Mr.
Mazza:
Do
you charge a fee for taking care of stray and injured dogs?
Mr.
Morrison:
No,
but we suggest that they donate $2.00 or $3.00.
Mr. Bevec: What percentage of out -of -county business do you have?
Mr. Morrison: Very small during the winter.
Mr. Gillespie, Budget Director, entered the meeting.
Mr. Flynn: May I suggest that you forward a letter to the Commissioners, from your
officers, (this suggestion being made to Mr. Morrison) making request for an

priation from the County.
Mr. Mazza: Can we make an appropriation under law?
Mr. Capano: Yes. May I suggest that you appear before the Township and
Borough Associations and make a similar request. The problem of stray dogs is a large

one to the officials in Townships and Boroughs.
Mr. Morrison: I have tried that angle.
Letters of Communication:
Mr. Debreczeni, Jr.: Received a request from Mr. Protas J. Pavlak, Chief
Sealer of Weights & Measures for Washington County, requesting a letter of, invitation
from the Commissioners be mailed to the Officers and Members of the Executive Committee,
inviting the 1965 Conference (50th Anniversary of the Sealer of Weights and Measures) to
be held in the City of Washington, Pennsylvania, at the George Washington Hotel.
Mr. Flynn: We should go on record and direct a letter to the County Association
inviting them to have their conference in Washington, Pennsylvania.
Moved by Mr. Bevec, seconded by Mr. Mazza, that a letter of invitation be
mailed to the Officers and Members of the Executive Committee, Pennsylvania Association
Inspectors of Weights and Measures, inviting the 1965 Conference (50th Anniversary of the
Sealer of Weights and Measures) to be held in the City of Washington, Pennsylvania, at
the George Washington Hotel.

Letter received from John Cromwell, Executive Director of the Washington
County Planning Commission advising the Commissioners that Capital Improvements
Committee has been established by the Washington County Planning Commission to serve
as a subcommittee to assist in developing a capital improvements program for the County
of Washington as part of the overall comprehensive planning program. The Committee is
composed of the following:

be authorized to prepare the following refunds due to either overpayment or duplication of
real estate tax.

Marvin, Hannah S. , et al, R. D. 1, Venetia, Pennsylvania, due to
overpayment of 1964 County Tax. On August 1, 1964, tax was paid in
the amount of $13. 96 (net) on property situate in Peters Township,
Washington County, Pennsylvania, described as 20 acres surface, valua-
tion $1200. Correction slip dated January 8, 1965, removed property from
records as a duplication, making a refund due in the amount of $13. 96
to said owners.
2. United States Steel Corporation, Tax Division, 525 William Penn Place,
Pittsburgh, Pennsylvania 15230, due to overpayment of 1963 County
Tax. The following properties were paid under protest by letter dated
July 29, 1963. Tax was reduced by order of the Washington County
Board for Assessment and Revision of Taxes.

Therefore, a refund is due in the amount of $4, 916. 37 to the United
States Steel Corporation, Tax Division, 525 William Penn Place,
Pittsburg, Pennsylvania 15230.

Moved by Mr. Bevec, seconded by Mr. Mazza., that the Tax Assessment
Office, Personal Property Department, be authorized to prepare the following refunds due
to overpayment of personal property tax.
1. Gilford M. Gallagher, 36 Archer Street, Canonsburg, Pennsylvania, to
cover a portion of the 1962 Personal Property Tax paid on July 12, ' 1962. A non -interest
bearing Article of Agreement with Canon Auto Parts was erroneously filed in addition to
other taxable stock. This non -interest bearing agreement is exempt from personal prop-
erty tax. Therefore, a refund is requested based on the proportionate amount of total tax
paid in 1962; refund due in the amount of $316.65 payable to Gilford M. Gallagher.
2. Helen Garrison, R. D. 2, 'West Alexander, Pennsylvania, to cover the
1962 and 1963 Personal Property Taxes paid on August 1, 1962 and August 1, 1963,
respectively. The above mentioned taxpayer is a non-resident of Washington County, al-

though the mailing address is West Alexander, Washington County, Pennsylvania. An
affidavit has been filed claiming residence to actually be in Ohio County, West Virginia.

Returns were erroneously filed by Mrs. Garrison for 1961 and 1962 without notification of
her legal place of residence. Therefore, a refund is due in the amount of $102.00, payab'..e
to Mrs. Helen Garrison.

Moved by. Mr. Bevec, seconded by Mr. Mazza, that the Articles of Agree-
ment between Washington County and Allegheny County Workhouse and Inebriate Asylum at
Parkview, Pennsylvania, be executed; this being a semi-annual contract (commencing
January 1, 1965 and ending June 30, 1965), covering the boarding of prisoners at said
Institution.

Mr. Flynn brought to the Board's attention that Article IX of the Agree-
ment with the firm of Joseph Bontempo and Associates and Washington County, should be
amended.
Moved by Mr. Bevec, seconded by Mr. Mazza, that
WHEREAS, it has been called to the attention of the County Commissioner;5
that Article IX Title Advanced Planning Loan is not in conformity with the requirements of
the Community Facilities Administration of the Housing and Home Finance Agency of the
Federal Government and it is necessary to amend it in conformity with their requirements,

RESOLVED that the Solicitor be hereby authorized to amend Article IX
Title Advanced Planning Loan in a manner to conform with the requirements of said
Federal agencies.
