Washington, Pa., January 28, 1965
Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Flynn, Bevec and Mazza. Also present being,
Chief Clerk Debreczeni, Jr., Mr. Umstead of the Pennsylvania Economy League, Mr.
Gillespie, Budget Director; Mrs. Flenniken, Director of the Washington County Tax Claim
Bureau and Reporter Crouse.

Meeting called to order by Chairman and roll call taken:

Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 69, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 69, be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Unfinished Business:
Mr. Flynn made inquiry as to the lighting of the Speers Bridge (Inter-
state Route 70 across the Monongahela River.
Mr. Debreczeni advised the Board that he has contacted Westmoreland
j County Commissioners and they are to notify the Office of the Chief Clerk as to what
position they will take concerning the lighting expenses of said bridge.
Communications:
1. Letter under date of January 14, 1965, addressed to Charles A.
Gillespie, Project Director, Washington County, received informing
the Commissioners that a copy of our applications for a Federal
Grant under Title I-B of the Economic Opportunity Act of 1964 had
been received. Letter signed by Peter F. McNeish, Assistant
Director, Division of Economic Development.
2. Letter under date of January 18, 1965, addressed to Charles A.
Gillespie, Project Director, Washington County, received - Wash-
ington County's prelimintTry proposal for a work -training program
under Title t-B of the Economic Opportunity Act of 1964 received by
the United States Department of Labor, Office of the Manpower
Administrator and assigned the following number NYC Proposal No.
02-101-40. Letter signed by Jack Howard, Director, Neighborhood
Youth Corps.
Resignations: None
Appointments:
Moved by Mr. Bevec, seconded by Mr. Mazza, that Mary Ann Russell,
be appointed as a Ro6gistered Nurse at the Washington County Home for Aged Women; this

action to be effective January 18, 1965.

Mr. Sittler of the Taxpayers' Association entered the meeting.
New Business:
Mr. Debreczeni: The Bridge Department has advised my office that they are in need
of One (1) Portable, Diesel Powered Air Compressor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller
be authorized to advertise for the furnishing and delivering to the Washington County
Garage, Cherry Avenue, Washington, Pennsylvania, One (1) Portable, Diesel Powered Air
Compressor. Bids to be received by the County Controller in his Office in the Courthouse,
Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday, February
18, 1965, and opened immediately thereafter in the Office of the County Commissioners.
Remarks:
Mr. Mazza: Approximately what will the machine cost?
Mr. Debreczeni: $3, 000. 00 - bids being advertised with a trade-in allowance.
Mr. Flynn: Recommend that the Controller be notified to advertise immediately in
order that the bids may be opened on the 18th and contract awarded on the 25th of
February, 1965.

Motion carried unanimously.
Mrs. Flenniken, Director of the Tax Claim Bureau,. submitted _a detailed
report covering collections, liens, exonerations and adjustments for the year 'Of, 1963.
Mrs. Flenniken explained that a total of $128.60 is to be exonerated -
in real estate only, nothing in personal property.- Following exonerations as appear on
page 5 of the report were explained to the Board by Mrs. Flenniken.

Mrs. Flenniken pointed out that the Treasurer failed to make these collections, also failed
to lien them in the Tax Claim Bureau, but that Mr. Marino is making an attempt to collect
all those exonerations with the exception of those liened in care of the Tax Claim Bureau,

namely; Item Nos. 122, 219, 220 and 292.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the report be
accepted and that the County Controller be authorized to exonerate the County Treasurer,
Russell Marino, for the total amount of $123. 60, as per his letter dated January 27, 1965.

Motion carried unanimously.
Mr. Flynn complimented Mrs. Flenniken on the completion of this
report. Legally all data should be received by the Tax Claim Bureau by August loth no
later than October loth; Mrs. Flenniken received the necessary information and figures on
January 21st. As you can see this required working evenings in order to have such a de-
tailed report completed by today, January 28th.
Mr. Capano, County Solicitor, entered the meeting.

19, for property situate in Smith Township, Washington County, Pennsylvania, sold at 1928
Treasurer's Tax Sale, to Washington County, described as Lots 115-116, Potts Plan, situ-
ate in Smith Township, Washington County, Pennsylvania, formerly assessed in the name o'
John Holysko, and the amount of $100. 00 is accepted from Bodgon and Anna Vuksanovich.
Washington County Tax Claim Bureau receiving approval and consent of taxing districts
involved: Smith Township School District - November 20, 1964 and Smith Township Road
Supervisors - November 12, 1964.

Mr. Flynn: In accordance with Section 1762 (the naming of depository for County
funds) and in conjunction with the County Treasurer, a special meeting was held on January 21,
1965, at which time it was regularly moved and seconded that the First National Bank of

Fredericktown be considered an additional depository for County funds. Roll call vote
taken and motion was passed unanimously. Those present at this special meeting were:
Commissioners Flynn, Bevec, Mazza and Treasurer Marino. Also present: Ming Deputy
Controller F. D. Whalen representing Mr-. Elish and County Solicitor Capano. Voting on
the motion were: Commissioners Flynn, Bevec, Mazza and Treasurer Marino, members
of the Board.
Mr. Whalen, Acting Deputy Controller, entered the meeting.
Following report and recommendations of Budget Director Gillespie pre-
sented to the Board. Subject of report: Transfer of Funds and Balances.
"Washington County ended its fiscal year with a total cash balance of
$255, 950. 71. We must deduct from this amount the following:
Treasurer's Cash on Hand $ 5,816.56
Outstanding Warrants 28, 948. 01
Accounts Payable 20, 000. 00
Bank Interest . - 1,410.00
Total $56, 174.57
The total cash balance of $255, 950. 71 minus $56, 174. 57 leaves a net
balance of $199, 776. 14 composed of -the following:
General Fund Cash Balance: $170, 728. 55
Funding & Improvement Account: 25,878. 19
Sinking Fund Account 3,115.40
Total $199, 776. 14
It is recommended that the net cash balance be transferred as follows:
1. From the General Fund Cash Balance $125, 000. 00 to the Capital
Reserve Fund.
2. From the General Fund Cash Balance $45, 782. 55 to the Sinking Fund
Commission.
3. From the Funding & Improvement Fund $25, 878. 19 to the Sinking
Fund Commission.
4. From the Sinking Fund Account $3, 115.40 to the Sinking Fund
Commission.
This will result in a total of $125, 000. 00 transferred to the Capital
Reserve Fund and $74, 776. 14 to the Sinking Fund Commission."
It was pointed out by Mr. Flynn that the "Capital -Reserve Fund and the
Sinking Fund Commission" were created during the month of December, 1964.
Mr. Mazza: Item No. 3 -- Is this money from a bond issue?
Mr. Gillespie: Yes. The Barn and Juvenile Detention Home Bond Issue.
Moved by Mr. Bevec, seconded by Mr. Mazza, that these transfers be
made and that an investment be made in short-term notes.
