Crumrine, Registered Engineer. Mr. Plynn: It has been the policy in the past whereby Mr. Crumrine, Registered - Engineer, had been retained by the County for professional services for the sum of $100.0) per month. It is the opinion of the majority of the Commissioners that there is little or no reason to continue with this practice. . Mr. Crumrine's main functi©ri was in placing his seal of approval on papers. On certain contracted projects fhe County alsp hkd) to obtain services of other professional engineers. Mr. Mazza: The main reason the Commissioners retained Mr. Crumrine was due to the number of years of service he had with the County (approximately 35 years or more). There was also a need for a registered engineer, papers had to have a registered engineer's seal. Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. Harry B. Crumrine, be notified that effective February 1, 1965, his services with the County will no longer be needed and that a letter be forwarded to him commending him for his number of years of service with the County. Absent being Commissioner Mazza. Also present being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Crom- well of the Washington County Planning Commission and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Absent; Mr. Bevec Present; Mr. Flynn - Present. MINUTE BOOK 03 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chairman asked if there were any corrections, .additions or omissions to Minute No. 71, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 71, be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Chairman dispensed with the regular order of business in order to transact other special items concerning County affairs. Mr. Cromwell at this time presented Part I - Application for Project 70 Land Application Assistance Grant - Site and Development Proposals. Application for the following political subdivisions acquisition of: Site 1. Nottingham Township - Mingo Creek Site 1. Site 2. Cross Creek and Hopewell Townships - Cross Creek Site 2. Mr. Cromwell explained that this application is still considered a general application (Part I) Part II will be a detailed application. As of this date, the County has sub- mitted a letter of . intent and Title 7 to the Commonwealth of Pennsylvania in connection with Project 70. Mrs. Flenniken, Director of the Tax Claim Bureau, entered the meeting. Mr. Cromwell explained that the specific uses of the open -space areas to be acquired are mainly for park and recreation purposes. Mingo Creek Site "1" would be utilized strictly as a park for recreation. Cross Creek Site "2" will be developed in conjunction with a lake as part of a P. L. 566 program of Watershed Protection and Flood Prevention with the Soil Conservation Service. Following organizations reviewed the open space and recreation proposals: 1. The Washington County Planning Commission. 2. The Monongahela Valley Regional Planning Commission. 3. The Cross Creek Valley Regional Planning Commission. Mr. Umstead of the Pennsylvania Economy League and Mr. Quail, Director of the Election Department entered the meeting. Moved by Mr. Bevec, seconded by Mr. Flynn, that the following resolutioxi "Project 70 Land Acquisition Assistance Program" be adopted, and that the Chairman of the Board of County Commissioners be authorized to sign all legal papers. RESOLUTION WHEREAS, the Project 70 Land Acquisition and Borrowing Act No. 8 Special Session of 1964 provides that the Commonwealth of Pennsylvania will make assist- ance grants in the amount of fifty per cent of the purchase price for land to be acquired by a political subdivision, or an agency legally created thereby, for recreation, conserva- tion and historical purposes, and 3u4 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. That the Chairman of the Board of Commissioners is hereby authorized and directed to execute and file Form BCD-70-2, Application for Pro- ject 70 Land Acquisition Assistance Grant, Part I, Site and Develop- ment Proposal, with the Bureau of Community Development, Department of Commerce, as specified in said Act, and provide the information and documentation required in said application for approval of said i Bureau. Moved by Mr. Bevec, seconded by Mr. Flynn, that RESOLUTION NO. 21, for property situate in California Borough, Washington County, Pennsylvania, sold on April 25, 1940, Treasurer's Tax Sale (to Washington County) described as 14 lots, Dawson Plan, situate in the Borough of California formerly East Pike Run, Washington County, Pennsyl- vania, formerly assessed in the name of Phillip Rao, and that the amount of $420.00 be accepted from GEORGE MILLAN. Washington County Tax Claim Bureau receiving approval and consent of taxing districts involved: California Union School District - February 4, 1965 and Borough of California Council - January 14, 1965. SEVEC, JOHN MAZZA, COMMISSIONERS -glib! Mr. Flynn: It is my understanding Mr. Quail, that your office has received a Court Order on the redivision of precincts in Fallowfield Township. Mr. Quail: Yes. We received a Court Order No. 529 September 1964 signed by the Court En Banc. Precincts in Fallowfield Township are to be divided. ( Mr. Capano: Mr. Quail, does this require a field survey to be conducted? ; jMr. Quail: Yes. I don't think it can be done by using a street list to determine the proper boundary lines. Mr. Capano: Does the Order give the number of voters in the precincts? Mr. Flynn: Yes. Mr. Capano: Is there an effective date in this Court Order? Can you make a survey with the staff you now have ? Mr. Quail: This survey cannot be made at the present time with my present staff for the following reasons. Petitions will be given out Monday, first day to circulate being Tuesday, February 16, 1965. There is also a new system for absentee ballots. We have only 19 days to work with the printer in order to have all ballots printed not later than May 4th. April 15th, last day, if possible for the Courts to render decisions in cases involving 3 3 objections to nomination and to use of the party name as filed by political bodies, in the I Office of the Secretary of the Commonwealth or County Board of Elections. On the i effective date for redivision of precincts; I think Mr. Capano can answer that question. Mr. Flynn: Impossibility for this survey to be made for the Primary Election. i Mr. Quail: Yes. Soon we will be receiving a Court Order on the redivision of South r Strabane Township. Judge Curran is working on the opinion now. Mr. Bevec: Can we delay this work until the summer program goes into effect? Mr. Flynn: We will acknowledge receipt of the Court Order now and we shall comply i with the Order. i Mr. Capano: It's impossible to get the survey made before the Primary Election. I will make a request that the Courts amend the Order until the General Election. i Mr. Bevec: Does the Order state that the redivision be made before the Primary Election? Mr. Capano: Effective immediately. Our request to the Courts was for the redivision i of only one precinct, that being Precinct No. 5. They have divided all precincts. Mr. Quail: I'd like to mention at this time that it will be necessary to begin work on the annexation in Midway Borough. Approximately 50 families involved in this annexation. On June 19, 1964, tax was paid in the amount of $24.97 on property situate in North Bethlehem Township, Washington County, Pennsylvania, described as 2 story frame house, garage, Lot 86 total assessment $2145.00. Tax Adjustment No. 2925 reduced the valuation to $1845.00 and tax to $21.47 (net) making a refund due in the amount of $3.50. Check made payable to Mrs. Frances Heimer, Scenery Hill, Pennsylvania. 2. Jones & Laughlin Steel Corporation, 3 Gateway Center, Pittsburgh 30, Pennsylvania. On July 8, 1964, tax was paid in the amount of $1686.6.8 (net) on assessed valuation of $144, 935. 00; property situate in East Bethlehem Township, Washington County, Pennsylvania. Correction slip dated January 22, 1965, reduced the valuation to $133, 775. 00 and tax to $1, 556.80 (net) making a refund due in the amount of $129. 88 to said owners. Pipik of Box 96, Dunlevy, Pennsylvania, be appointed as Tax Assessor to fill the vacancy in the Office of Tax Assessor for Dunlevy Borough due to the resignation of Robert L. Rossi. Roll call vote_ taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. Mr. Debreczeni reported that a check in the amount of $14, 000. 00 covering payment for County Institutional land sold to the Washington Company was received and has been deposited in the General Fund with the County Treasurer. Certificate of expenses of delegates attending the 43rd Annual Convention of the Pennsylvania State Association of Township Supervisors presented to the Board for payment. Total amount requested: $343.00. Breakdown: Expenses for three delegates for four days: $324. 00 ($24. 00 for miscellaneous expenses included in this amount); traveling expenses: $19.00 - total $343.00. Mr. Flynn questioned the amount of $24.00 miscellaneous, if the Commis- sioners are obligated to pay miscellaneous expenses and asked Mr. Capano to check the law. Mr. Capano ruled that the Commissioners, according to the Code (Second Class Township Code), are required to pay only the rate of $25.00 per day for each delegate and traveling expenses. Moved by Mr. Bevec, seconded by Mr. Flynn, that the Controller be auth- orized to prepare a voucher in the amount of $319.00 payable to the Washington County Association of Township Supervisors, for expenses incurred in attending the 43rd Annual Convention of the Pennsylvania State Association of Township Supervisors, held in Pitts- burgh, Pennsylvania on January 31st, February 1st, 2nd and 3rd, 1965.
