Mr. Capano: With reference to the bid of Mr. Lignelli. The law requires that all bids be opened at the time set forth in the advertisement and publicly. This bid was opened by mistake due to the fact that the envelope was not properly marked. Moved by Mr. Bevec, seconded by Mr. Flynn, that all bids be tabled until a tabulation can be made by the Solicitor and the Insurance Broker. Also present being: Chief Clerk Debreczeni, Jr., Solicitor Capano, Budget Director Gillespie, Purchasing Agent Kittridge, Mr. Umstead of the Pennsylvania Economy League, Mr. Sittler of the Taxpayers' Association and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 72, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 72, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. SEVEC, JOHN MAZZA, COMMISSIONERS e Communications: None Unfinished Business: Mr. Debreczeni: On February 4, 1965, we set the date of March 4, 1965, for the opening of bids for the delivering and furnishing of One Bookkeeping Information Storage Type Machine to be used in the Adult Probation Office. Due to the fact that specifications are not prepared as of date, it is necessary to re -schedule the opening date of bids and re -advertisement to be on February 26, March 4 and March 11, 1965. Opening date: March 18, 1965. Mr. Kittridge: Reason this was not advertised is that the mechanical specifications do not agree with the job specifications. Plans have been made to meet with various companies to see if it is possible to find a piece of equipment with mechanical specifications that will meet the job requirements and therefore carry out the function of this Office. Mr. Whalen, Acting Deputy Controller, entered the meeting. Mr. Capano advised the Board that the Harris and De Zomba Insurance Agency was the lowest responsible bidder on the Fleet Insurance Contract. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for Fleet Insurance for Public Liability, Property Damage, Comprehensive A. C. V. , , Fire, Theft and Collision coverage, be awarded to the HARRIS and DE ZOMBA INSURANCE AGENCY, R: D. 1, P. O. Box 294, Washington, Pennsylvania, in the total amount of $2, 494. 00, for the year 1965. , they being the lowest responsible bidder. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Flynn: Also under unfinished business, Mr. Capano, has the Court Order on the redivision of precincts in Fallowfield Township been cleared with the Courts? (Court Order No. 529 September 1964 signed by the Court En Banc). Mr. Capano: I am checking with the Courts on this today. Mr. Flynn: In reference to Minute No. 71 dated February 4th, whereby we cancelled previous arrangement with Mr. Crumrine, Registered Engineer who had been retained by I the County for professional services. Minute states that his services with the County will I no longer be needed effective February 1, 1965; and the Minute should be amended to read that Mr. Crumrine's services will terminate effective March 1, 1965. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 71 dated February 4, 1965, be amended as follows: "Moved by Mr. ' Bevec, seconded by Mr. Mazza, that Mr. Harry B. Crumrine, be notified that effective March 1, 1965, his services with the County will no longer be needed and that a letter be forwarded to him commending him for his number of years of service with the County. Resignations: Mr. Flynn read letter of resignation from Margaret Pasula, Secretary in the Office of the Chief Clerk, to be effective March 1, 1965. Miss Pasula, who has been employed by the County of Washington for 16 years, stated that her reasons for leaving were of a personal nature and wished the Board continued success in their endeavors. Moved by Mr. Bevec, seconded by Mr. Flynn, that the resignation of Margaret Pasula, Secretary in the Office of the Chief Clerk, be accepted effective March 1, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Appointments: Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Flynn, that William H. Catlin, be appointed as Mechanic Helper at' the Washington County Garage; this action to be effective February 16, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that J. V. Murphy and William Mentzner, be appointed as Field Assessors in the Tax Assessment Office; this action to be effective February 16, 1965. Remarks: Mr. Mazza: I think that the public is entitled to know that our source of revenue is from that Department and we certainly have been lagging on the new construction ,that has been built and not picked up. I estimate hundreds of new homes, industries - new con- struction not put on the books; and the Board is heading in the right direction in putting these additional men on. Mr. Bevec: These are not new positions; they are replacements. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that James Scarton, be appointed as a Stone Mason; this action to be effective February 16, 1965. Mrs. Amor Flenniken, Director of the Tax Claim Bureau, requested that the Board amend the Minute of March 26th (Minute No. 22 dated March 26, 1964) to include 5 additional properties to be sold at Private Sale. Mrs. Flenniken stated that these additions have been received since the previous list was approved and should be j added to the list. Moved by Mr.. Bevec, seconded by Mr. Mazza, that the County Solicitor be authorized to petition the Court of Common Pleas for approval to sell at Private Sale the following described properties, for the sum or price set opposite the same, plus the costs in the case. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS Mr. Debreczeni read letter from the Department of Highways, Bureau of Municipal Services, acknowledging receipt of Liquid Fuels Tax Fund Report, and certifying Washington County for the next payment of funds. Also, stated that the County is in need of $250, 000. 00 on a take -down basis from the Pittsburgh National Bank. Moved by Mr. Bevec, seconded by Mr. Mazza, that the second install- ment of $250.000.00 be borrowed from the Pittsburgh National Bank. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The following is a copy of the Certificate of Indebtedness issued in accordance with the above motion. Certificate of Indebtedness of Washington County, Pennsylvania $250, 000. 00 February 18, 1965 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to the Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washington, Pennsylvania, Two Hundred Fifty Thousand ($250, 000. 00) Dollars, on or before December 31, 1965, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2.34% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on February 18, 1965, which resolution is still in full force and effect. SEVEC, JOHN MAZZA, COMMISSIONERS Mr. Flynn stated that the Courthouse will be closed on Monday, February 22nd, Washington's Birthday and that the Planning Commission will continue their survey of office space in the Courthouse on this date. New Business: Remarks: i Mr. Mazza: Mr. Capano, do you have anything on the school bus shelter in i Chartiers Township? i I Mr. Capano: I have received a letter from the Township and I am checking into this matter relative to the question of insurance. Mr. Mazza: Also, are we making plans for field registration. Mr. Debreczeni: Yes, we should have the dates by next week. Requests have not been too great. Mr. Flynn: We have received Court Order with reference to precinct division in South Strabane Township, telling us how the precinct will be divided. Receipt is acknow- ledged and the Board will comply with the Court Order. Also, in order to have a Community Action Program in Washington County, it is necessary that we appoint a Director to the Overall Economic Development I Program. I Mr. Bevec: We attended a meeting in Pittsburgh on this and it was recommended that this be co-ordinated to the County level and we should appoint a Director to the Office of Econbmic Opportunity. i Mr. Mazza: As far as Mr. Gillespie, our Budget Director, is concerned, the applications that he filed are superior in my opinion. Moved by Mr. Bevec, seconded by Mr. Mazza, that Charles A. Gillespie, be appointed as Director of the Washington County Overall Economic Development Program (OEDP); this action to be effective March 1, 1965. Remarks: f I Mr. i Mazza: Mr. Flynn: i Mr. Mazza: j Mr. Flynn: Would salary be paid by our Board and the Federal Government? No, it is up to the. Board of Commissioners. It is pro -rated. We would pay 10%? Yes, we have already approved Part I of this Program and this is the administrative wing of the Anti -Poverty Program.
