BEVEC, JOHN MAZZA, COMMISSIONERS NO. 74 Office of the County Commissioners Washington, Pa., February 25j 1965 Board of County Commissioners met in regular session with the following members being present: Commissioners Flynn and Mazza. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Budget Director Gillespie, Deputy Controller Whalen, Mr. Sittler of the Taxpayers' Association and Reporters Crouse and Bob Robertson. I Absent being Commissioner Bevec. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 73, each Commissioner having received a copy. Mr. Mazza: There should be a correction to Minute No. 73, page 4 on the roll call i vote on William Catlin, a new employee. I voted No on this motion. Moved by Mr. Mazza, seconded by Mr. Flynn, that Minute No. 73, be amended as follows: "Moved by Mr. Bevec, seconded by Mr. Flynn, that William H. Catlin, be appointed as a Mechanic Helper at the Washington County Garage; this action to be effective February 16, 1965. " Roll call vote taken: Mr. Mazza - No; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried. " Roll call vote taken: w F Mr. Mazza - Yes; Mr. Flynn - Yes. Communications: Motion carried unanimously. 1. Letter from School District of the City of Washington, Pennsylvania, under date of February 18, 1965, in regard to Surplus Food Distribution at the Eighth Ward School Building. Letter notifying Washington County that immediate arrangements be made to vacate use of basement room in the Eighth Ward School Building for the distribution of surplus food as of April 1, 1965. Mr. Tiano, Director of the Surplus Food Department to be instructed to contact School Board. 2. Letter received from Peter Elish, County Controller, under date of February 19, 1965, notifying Board of Commissioners that Mr. F. D. Whalen has been appointed as Deputy County Controller and is authorized to do and perform all acts and duties that the Controller would officially perform at his (Mr. Elish'S)' direction. Appointed as of February 1, 1965, to replace Mr. Bernard M. Bu'ketich who re- signed his position effective January 31, 1965. Unfinished Business: Mr. Capano: Due to some complications, the bids for the air compressor should be H 1 re -advertised. We have gone over them and the problem mainly has to do with an error in the specifications. MINUTE BOOK 32i BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Mazza, seconded by Mr. Flynn, that all bids for the furnishing and delivering of One (1) Portable Diesel Powered Air Compressor to be used by the Washington County Garage, be rejected; and the County Controller be authorized to re -advertise bids. Said bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday-, March 18, 1965, and opened immediately thereafter in the Office of the County Commis- sioners. Remarks: Mr. Mazza: Is it necessary to give reasons the bids have been rejected? Mr. Capano: We reserve the right to reject bids. Our specifications are wide enough in scope so everyone has an opportunity to come in within the community. Mr. Whalen: What is your pleasure with regard to returning the certified checks? Mr. Flynn: Letters to be sent to bidders notifying them all bids were rejected and certified checks to be returned. New Business: Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Louis I. Quail, Director of . the Election Bureau, entered the meeting. Moved by Mr. Mazza, seconded by Mr. Flynn, that the County Controller be authorized to advertise for the printing and delivering to the Election Department of the County Commissioners the necessary ballots, and election supplies, required for the conduct of the General Primary Election to be held Tuesday, May 18, 1965, and the delivering of ballot boxes with election supplies to the Judges of Election for the one hundred ninety five (195) precincts. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday, March 11, 1965, and publicly opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. E. M. Lheureau, Jr., Chief Assessor, entered the meeting. Moved by Nor. Mazza, seconded by Mr. Flynn, that the County Controller be authorized to advertise for the printing and delivering to the Office of the County Treasurer the necessary 1965 Tax Notices and Receipts. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday, March 11, 1965 and publicly opened immediately thereafter in the Office of the County Commissioners. Moved by Mr. Mazza, seconded by Mr. Flynn, that the Wage Agree- ment between the County of Washington, Pennsylvania, and Local Union No. 642, AFSCME AFL-CIO, Bridge and Road Employees, Washington County, commencing March 1, 1965 to'. March 1, 1966, be adopted as negotiated. (Copy of Agreement on file in the Office of the, i Chief Clerk). Roll call vote taken: i Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Flynn, that the following Agreement between the Commonwealth of Pennsylvania, Department of Highways and the � County of Washington, in connection with the improvement of Route 247, Section 19, locally known as Cemetery Hill, project located in the City of Monongahela, be approved. WITNESSETH: WHEREAS, the Commonwealth is making, or is about to make an improvement on Legislative Route 247, Section 19, Washington County, Carroll Township, and Monongahela City between Stations 227+17. 00 to 282+63. 06 Bk. , which will require the taking of additional property for right-of-way purposes, and the payment of damages to the owners thereof, and WHEREAS, the County, by resolution duly adopted, has refused to assume responsibility for any of the property damages involved in the improvement but desires to make a contribution to said damages in order to assist in the construction of the highway, NOW, THEREFORE, IT IS AGREED by and between the parties hereto: SECTION 1. The Commonwealth will proceed to make the improvemen and will assume responsibility for all property damages incurred by reason thereof, and will pay to the property owners or others legally entitled to receive the same, when and as ascertained either by legal proceedings or by agreement with the owners, the full amount of property damages to which they are legally entitled. - SECTION 2. The County of Washington shall pay to the Commonwealth the sum of One Hundred Thousand ($100, 000. 00) Dollars, said sum to be paid as follows: Twenty-five Thousand ($25, 000. 00) Dollars to be paid September 1, 1965; Twenty-five Thousand ($25, 000. 00) Dollars to be paid September 1, 1966; Twenty-five Thousand ($25, 000. 00) Dollars to be paid September 1, 1967; Twenty-five Thousand ($25, 000. 00) Dollars to be paid September 1, 1968, in the settlement of property damages in connection with the aforesaid improvement. SECTION 3. The estimated amount of property damages in connection with the proposed improvement is Six Hundred Twenty-nine Thousand Four Hundred ($629, 400. OC) Dollars. Mr. John Nipaver of the Borough of Speers entered the meeting in regard to the lighting of the .Speers Bridge (Route 70-S) located partly in Washington County and partly in Westmoreland County. BEVEC, JOHN MAZZA, COMMISSIONERS 1 fatality occurred, resulted on this bridge. Mr. Debreczeni informed the Board that he had discussed the matter with the Chief Clerk of Westmoreland County and they request that we obtain a plan of lighting for the Speers Bridge. Chief Clerk instructed to submit lighting plans to Westmoreland County in compliance with their request. Mr. Nipaver stated that the Borough Engineer (Speers Borough) also had sub- mitted a plan to Westmoreland County. Mr. Debreczeni: We have been informed, by the West Penn Power Company that it will require 21 Mercury Vapor Lamps of 20,000 lumens each. The lighting cost would be $84.00 per year per lamp or a total of $1764.00 per year. Since this is an inter -county bridge, the cost to Washington County would be $882.00 per year, contingent upon approval of the joint venture by Westmoreland County. Mr. Nipaver left the meeting at this time. Mr. Lheureau: I have a request for refund from the Jones & Laughlin Steel Corporation which was made on January 26, 1965, due to overpayment on 1961, 1962, and 1963 County Taxes. By reason of Court Order dated July 23, 1963, the following property assessment were paid under protest. West Bethlehem Township Net Tax Overpaid $918.59 East Bethlehem Township Net Tax Overpaid $488.26 Centerville Borough Net Tax Overpaid $107.80 Deemston Borough Net Tax Overpaid $ 65.38 North Bethlehem Township Net Tax Overpaid $190.48 Beallsville Borough Net Tax Overpaid $198.06 Total Net Tax Overpaid $1968. 57 Remarks: Mr. Flynn: In view of the fact that this is by Court Order, refund must be made. Moved by Mr. Mazza, seconded by Mr. Flynn, that we comply with the Court Order, and that the Tax Assessment Office be authorized to prepare a refund in the total amount of $1, 968. 57 to the Jones & Laughlin Steel Corporation, Gateway Center Building 3, 401 Liberty Avenue, Pittsburgh 30, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. William Kittridge, Purchasing Agent, entered the meeting. Mr. Whalen: Mr. Debreczeni and I have completed all transfers to accounts and we would like to recommend that you adopt the necessary resolutions in order to make a 30-day investment in Government notes in the Sinking Fund Commission in the amount of $ 50, 000. 00 and in the Capital Reserve Fund in the amount of $100, 000. 00. BEVEC, JOHN MAZZA, COMMISSIONERS with the County Controller, be authorized to invest the sum of Fifty Thousand ($50, 000. 00) Dollars in Thirty -Day Treasury Notes from the Sinking Fund Commission and the sum of One Hundred Thousand ($100, 000. 00) Dollars in Thirty -Day Treasury Notes from the Capital Reserve Fund. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Whalen: An invoice dated January 6, 1965, was received from the Polaski News Service, 316 West Main Street, Monongahela, Pennsylvania, for merchandise purchased in I September, 1963, in the total amount of $46.65. There is no evidence that this merchandise was received. This is an operation which occurred prior to your term as Commissioners. Mr. Flynn: Mr. Mazza: I suggest that the matter be tabled pending further inquiry. There has been a delay on their part. Moved by Mr. Mazza, seconded by Mr. Flynn, that the invoice received from the Polaski News Service in the total amount of $46.65 be tabled, until furthet„ inquiry. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Flynn, that the following Proclamation, be adopted: WEIGHTS AND MEASURES WEEK PROCLAMATION WHEREAS, March 2, 1965, will mark the 166th anniversary of the first enactment by the Congress of the United States of a Weights and Measures Enforcement as a public service, and WHEREAS, the Commonwealth of Pennsylvania has recognized the importance of standard weights and measures enforcement by establishing its own Bureau of Standard Weights and Measures in the Department of Internal Affairs in 1911, and WHEREAS, the County of Washington has maintained a local program of weights and measures, and WHEREAS, our local officials are continuing to perform their duty of inspecting all weighing and measuring devices within the limits of this juris- diction to insure "fair play" in all commercial transactions for the protection of all citizens of the County of Washington, whether they be buyers or sellers, and WHEREAS, March 1 through March 7, 1965, will be observed nationally as "Weights and Measures Week", NOW, THEREFORE, I, Michael R. Flynn, Chairman of the Board of County Commissioners; of Washington County, do hereby proclaim the week of March 1 to March 7, 1965 as WEIGHTS AND MEASURES WEEK I and I request the citizens of Washington County to recognize the very valuable contribution which state and local weights and measures officials are making to the welfare of our community.
