BEVEC, JOHN MAZZA, COMMISSIONERS entered against properties removed or taken by the State Highway Department in the Third Ward of Canonsburg, Pennsylvania. Deputy Controller Whalen entered the meeting. New Business: Mr. Capano: The Court has handed down a new decision on the division of precincts in Somerset Township. It will be impossible to comply with the Order between now and the Primary Election. I am awaiting an answer from the Judge. Mr. Flynn: As required by law, the Budget must be on public display for a period of twenty (20) days prior to final adoption; date for final adoption being March 31, 1965. Budget will be on display (proposed tentative budget) in the Office of the Chief Clerk to the County Commissioners, beginning March 5, 1965, at 12:00 noon. It was brought to the attention of the Board by Deputy Controller Whalen of the resignation submitted by Donald Wise, employee of the Washington County I Planning Commission, effective April 30, 1965. Also present being Chief Clerk Debreczeni, Jr., Solicitor Capano, Budget Director Gillespie, Mr. Sittler of the Taxpayers' Association and Reporter Crouse. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 75, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 75, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. BEVEC, JOHN MAZZA, COMMISSIONERS Communications: None Unfinished Business: Mr. Flynn inquired if anything had been done about razing the buildings in East Bethlehem Township. Chief Clerk Debreczeni replied that this matter is being worked on now. Chief Clerk Debreczeni submitted an agreement with the West Penn Power Company to provide lighting for the bridge that spans the Monongahela River between the Borough of Speers, Washington County and Rostraver Township, Westmoreland County. Both counties would share the annual cost. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commissioners be authorized to enter into an agreement with the West Penn Power Company to provide proper lighting for the Speers Bridge. (Copy of Agreement on file in the Office of the Chief Clerk). Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk Debreczeni read letter under date of January 5, 1965, from the West Penn Power Company stating a rate reduction, and the lighting could be improved at the Donora-Webster Bridge at no additional cost. Moved by Mr. Bevec, seconded by Mr. Mazza, that we enter into this contract with the West Penn Power Company to improve the lighting at the Donora- Webster Bridge. (Copy of contract in file 'in the Office of the Chief Clerk). Roll call vote taken: Mr. Mazza - - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk Debreczeni read letter under date of March 8, 1965, requesting a sixty-day leave of absence for Alfred Rasel, Stationary Fireman at the Washington County Home for Aged Women, effective March 15, 1965. Request will be held in abeyance until a further check is made into this. Mr. Cornelius Stafford, representing the Redevelopment Authority of the County of Washington, entered the meeting and presented to the Board for action a Resolution concerning Urban Renewal Area in the Borough of Canonsburg, Pennsylvania. SEVEC, JOHN MAZZA, COMMISSIONERS RESOLUTION RESOLUTION OF THE REDEVELOPMENT AUTHORITY OF THE COUNTY OF WASHINGTON APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR THE CANONSBURG C. N. R. P. PROJECT #1 URBAN RENEWAL AREA IN THE BOROUGH OF CANONSBURG AND THE FILING OF AN APPLICATION 1 WHEREAS, under Title I of the Housing Act of 1949, as amended (herein ! referred to as Title I), the Housing and Home Finance Administrator is authorized to Iextend financial assistance to local public agencies in the elimination and prevention of the s spread of their slums and urban blight through the planning and undertaking of urban ' renewal projects; and i E WHEREAS, it is desirable and in the public interest that the Redevelopment j Authority of the County of Washington make surveys and prepare plans, presently estimateiz. to cost approximately $149, 591 in order to undertake and carry out an urban renewal pro- ject of the character contemplated by Section 110 (c) of Title I, in that area proposed as an Urban Renewal Area, situated in the Borough of Canonsburg, County of Washington, and State of Pennsylvania, which is described in Exhibit "A" attached; and WHEREAS, the objectives of the Urban Renewal Plan cannot be achieved through rehabilitation of the Project Area; and WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of the Housing and Home Finance Agency effectuating that Title, provide that no person shall, f! on the ground of race, color or national origin, be excluded from participation in, be I denied the benefits of, or be subjected to discrimination in the undertaking and carrying ou: ! of urban renewal projects assisted under Title I of the Housing Act of 1949, as amended. f i a NOW THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT AUTH- ORITY OF THE COUNTY OF WASHINGTON fi 1. That the proposed Urban Renewal Area described above is a blighted, deteriorated, or deteriorating area appropriate for an urban renewal project, that the development of such Area for predominantly non- residential uses is necessary for the proper development of the community, and that the undertaking by the Redevelopment Authority of the County of Washington of surveys and plans for an urban renewal project of the character contemplated by Section 110 (c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the Redevelopment Authority of the County of Washington to finance the planning and undertaking of the proposed Project. 3. That it is cognizant of the conditions that are imposed in the under- taking and carrying out of urban renewal projects with Federal financial i assistance under Title I, including those relating to (a) the relocation of site occupants; (b) the provision of local grants-in-aid; (c) the pro- hibition of discrimination because of race, color, creed, or national origin; and (d) the requirement that the locality present to the Housing and Home Finance Administrator, as a prerequisite to approval of the application described below, a workable program for community im- provement, as set forth in Section 101 (c) of Title I, for utilizing appropriate public and private resources to eliminate and prevent devel- opment or spread of slums and urban blight. 4. That it is the sense of this body (a) that a feasible method for the re- location of families dispIaced: from the Urban Renewal area, in con- formity with the requirements of Title I, can be prepared, and (b) that local grants-in-aid can and will be provided in an amount which will be k not less than one-fourth of the Net Project Cost of the Project and which, together with the Federal Capital Grant, will be generally equal to the difference between Gross Project Cost and the proceeds or value of project land sold, leased, or retained for use in accordance with the urban renewal plan. 5. BEVEC, JOHN MAZZA, COMMISSIONERS America in an amount presently estimated to be approximately $149, 591 for surveys and plans for an urban renewal project in the proposed Urban Renewal Area described above is hereby approved, and that the Executive Director is hereby authorized and directed to execute and file such application with the Housing and Home Finance Administrator, to provide such additional information and to furnish such documents as may be required by the Administrator, and to act as the authorized representative of the Redevelopment Authority of the County of Washington. 6. That the United States of America and the Housing and Home Finance Administrator be, and they hereby are, assured of full compliance by the Redevelopment Authority of the County of Washington with regulations of the Housing and Home Finance Agency effectuating Title VI of the Civil Rights Act of 1964. Remarks: Mr. Sittler: How is the County involved in this? Mr. Bevec: The County is the sponsor. Mr. Gillespie: This program will receive preference under the Economic Opportunity Act Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Stafford reported a large percentage of land acquisition had been completed in a very short time and a substantial amount of interest has been shown. Mr. Stafford left the meeting at this time. Purchasing Agent Kittridge entdred the meeting. New Business: Mr. Bevec: I think this is the proper time to be concerned about Civil Defense Headquarters in our new County Home. In any new construction by Counties, whether it is a Courthouse or County Home throughout the State, most have Civil Defense Head- quarters in that particular building and since we have been asked to vacate the present Civil Defense Headquarters in the, Third Ward School, with matching funds available on a 50-50 basis, we should go into the matter of providing the Civil Defense Headquarters in our new County Home. Moved by Mr. Bevec, seconded by Mr. Mazza, that the present plans for the new Washington County Home have space set aside and prepared for a Civil Defense Center. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that Joseph F. Bontempo & Associates, presently engaged as the architects to prepare plans for the new County Home be authorized to include necessary plans and space for a County Civil Defense Center. Mr. Bevec stated that a study has already been made and the cost will be about $80, 000. 50% will be matched by the Federal Government. Mr. Mazza: Was the Detention Home discussed? Were there any plans on that? Mr. Bevec; We are looking into that now to see about a cost estimate. Mr. Kittridge: The County is the sole owner of the cars listed below that have no value and have been stored at the Fairgrounds previous to January 6, 1964, because of their deplorable condition. A letter was received from Martin's Sanitation Service stating they would remove garbage and trash at the Washington County Home and Hospital for Men at a cost of $75.00 per month. Since a contract would be involved, this is a matter for the Solicitor to study and recommend. Solicitor Capano was instructed to study and offer recommendation. I Since there is a problem in Allegheny County as to a place to dump garbage, that County has been thinking of going to other Counties; perhaps there should be an ordinance to protect our County. ' Moved by Mr. Bevec, seconded by Mr. Mazza, that the Solicitor be instructed to check into the possibility of preparing such an ordinance. Mr. Whalen reported the new Liquid Fuels Tax Fund checks had been received whereby a transfer will be necessary to the new depository, First National Bank of Fredericktown. Moved by Mr. Mazza, seconded by Mr, Bevec, that Mr. Whalen, Deputy Controller, and Mr. Debreczeni, Jr., Chief Clerk, be authorized to transfer the Liquid Fuels Account from the Pittsburgh National Bank, Washington, Pennsylvania to the MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. The following is a copy of the Certificate of Indebtedness issued in accordance with the above motion. Certificate of Indebtedness Of Washington County, Pennsylvania $200, 000. 00 March 12, 1965 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Mellon National Bank and Trust Company, or order, at its Office at 40 South Main Street, Washington, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars on or before December 31, 1965, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2.34% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January_7a 1965, which resolution is still in full force and effect.
