BEVEC, JOHN MAZZA, COMMISSIONERS the Aging, will be asked to match the total of the allocations ($3000.00) to inaugurate the program for the fiscal year, January 1, 1965 through December 31, 1965. Moved by Mr. Bevec, seconded by Mr. Mazza, that Washington County allocate the sum of $1, 500. 00 to institute the Homemaking Program in the Mon -Valley Area. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. i i Motion carried unanimously. Mr. Mazza: I think it is a disgrace about our street lists. I would like to recom- mend to our Board that a study be made of our purges, people who have moved or died; these lists should be brought up to date. This is something we should think about because people are disturbed about this. In checking some of the street lists, 50% of the names should not have been on the list. Mr. Capano replied that the law states a person has two years in which not to vote before they are purged, but some correction is needed to up -date the present street lists. Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting be adjourned. Meeting adjourned. Chairman asked if there were any corrections, additions or omissions to Minute No. 76, each Commissioner having received a copy. Communications: None Unfinished Business: Awarding of bids for Election Supplies and Tax Notices and Receipts. The bids submitted having been reviewed and tabulated by the Solicitor and Purchasing Agent. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the printing and delivering of the necessary ballots to the Office of the Election Department of the County Commissioners for the conduct of the Municipal Primary Election to be held Tuesday, May 18, 1965, be awarded to the MONONGAHELA PUBLISHING COMPANY, INC., Monongahela, Pennsylvania and the WARD PRINTING COMPANY, Washington, Pennsylvania; for the prices set forth in their joint bid, this being the lowest responsible bid received and being in accord with our specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn = Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the delivering of ballot boxes containing election supplies to the Judges of Election for the approximately one hundred ninety-five (195) precincts of Washington County for the Municipal Primary Election to be held Tuesday, May 18, 1965, be awarded to EARL RIGGLE, R. D. 4, Box 230, Washington, Pennsylvania and T. M. BEDILLION, R. D. 4, Box 217, Washington, Pennsylvania; this being a joint bid for the total sum of $1, 000. 00 and this being the lowest responsible and only bid received. Bid being in accord with our specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the furnishing and delivering of election supplies to include computing books, tally sheets, etc. , to the Office of the Election Department of the County Commissioners required for use by the Election Officers at the Municipal Primary Election to be held Tuesday, May 18, 1965, be awarded to the WILLIAM G. JOHNSTON COMPANY, P. O. Box 6759, Pittsburgh, Penn- sylvania 15212, for the total sum of $2, 050. 00; this being the lowest responsible and only bid received. Bid being in accord with our specifications. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. BEVEC, JOHN MAZZA, COMMISSIONERS COMPANY, 35 East Pine Avenue, Washington, Pennsylvania and the BADZIK PRINTING SERVICE, 401 Thompson Avenue, Donora, Pennsylvania, be awarded the contract for the printing and delivering of the required number of 1965 Tax Notices and Receipts, as per specifications, in the total amount of $1, 980. 00; joint bid being the lowest responsible bid received. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Remarks: Mr. Mazza: I would like to check with the Solicitor on the Chartiers Bus Shelter. Mr. Capano: I will have to check further into this. Mr. Bevec inquired about the new precincts and was informed by Mr. Capano that he had not received an answer yet, but would check with the Courts again today (March 18, 1965). John F. Cromwell, Executive Director of the Washington County Planning Commission entered the meeting. Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael Basich, be appointed as a Research Assistant with the Washington County Planning Commission; this action to be effective March 15, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that William Danley, be appointed as a Planning Technician with the Washington County Planning Commission; this action to be effective March 15, 1965. Mr. Danley is replacing Mr. James Brown. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that Eleanor Popeck be employed as a Clerk in the Prothonotary's Office; this action to be effective March 15, 1965. Eleanor Popeck replaces Eleanor Lutes, who resigned. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS Letter received from Grant Furlong, Sheriff, under date of March 17, 1965, informing the Board that effective 12:00 midnight, the appointment of William B. Hill would be rescinded as Chief Deputy Sheriff, or any form of employee of Washington County, Pennsylvania. / deputy sheriff, Letter was received from William W. McCarrell under date of March 6, 1965, requesting a leave of absence from his duties at the Washington County Home and Hospital for Men, until May 20, 1965. Moved by Mr. Bevec, seconded by Mr. Flynn, that William W. McCarrel:., employee of the Washington County Home and Hospital for Men, be granted an indefinite leave of absence; this action to be effective March 18, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter received from Kathrene Petrilak, employee in the Office of the County Controller under date of March 11, 1965, informing the Board that her resignation will be effective April 31, 1965. Mrs. Petrilak expressed her gratitude for the pleasant association with those in the Courthouse. Letter received from Maureen Sliman under date of March 17, 1965, requesting an indefinite leave of absence, to be effective April 16, 1965. Mrs. Sliman is employed in the Tax Claim Bureau. Moved by Mr. Bevec, seconded by Mr. Mazza, that Maureen Sliman, Clerk in the Tax Claim Bureau, be granted a sixty (60) day leave of absence; this action to be effective April 16, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. New Business: Moved by Mr. Bevec, seconded by Mr. Mazza, that the Bureau of Electio:�s Office, County of Washington, Pennsylvania, remain open on the following days in order to accommodate those persons wishing to register to vote. Purchasing Agent Kittridge submitted a proposal to advertise for seven new cars and one truck; these vehicles to replace the vehicles that are now on lease, since the lease expires beginning May 15th to June llth of 1965. Various questions were directed to Mr. Kittridge at which time he replied that leasing is only feasible because of tax deductions. Mr. Kittridge stated that we now pay $100.00 per month in rentals; we would save a minimum of $17, 000 Net Gain over the next two-year period. Mr. Kittridge had also checked with the Automobile Association. Mr. Flynn: Mr. Kittridge has made a thorough study of this. Mr. Kittridge: If bids are advertised immediately, the bidders would have five (5) weeks in which to comply. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Con- troller be authorized to advertise for Seven (7) New Cars, 1965 Models - Fords, Chevrolets, Plymouths, or Equivalent, American Made, and One (1) New Van -Type Truck, American Made, One -Half Ton Capacity. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11: 00 a.m., Eastern Standard Time, Thursday, April 1, 1965, and opened immediately thereafter in the Office of the County Commissioners. Remarks: Mr. Mazza: I want the Board and Press to know that I am going to continue to scrutinize items purchased by departments as to economy, and cutting down such as the example of the purchasing of our cars, and now if only, and this is a general statement, the heads of other departments will do the same and scrutinize the purchases and their employees. I know we could cut our Budget approximately $100, 000 or $150, 000; we certainly could put this County on a sound basis. Mr. Kittridge, you are to be commended on this move. Mr. Mazza reported that he had attended the Southwestern Pennsylvania Regional Planning Commission (SWPRPC) meeting in Pittsburgh, and had a copy of the , adoption of the Resolution of the Execution of the Proposed Urban Planning Grant contract to give to Mr. Cromwell to review. Mr. Mazza recommended to the Board that Mr. Cromwell attend the meetings with him. During a discussion of. the programs under the Southwestern Pennsylvania Regional Planning Commission, it was suggested that a resolution be adopted and directed to the Governor and the Secretary of Highways, urging them to properly inform the Wash- ington County Planning Commission as to the Highway Programming. Moved by Mr. Bevec, seconded by Mr. Mazza, that John F. Cromwell, Executive Director of the Washington County Planning Commission, prepare a Resolution to be directed to the Governor and the Secretary of Highways urging upon them that they C C give proper consideration to the efforts of the Planning Commission with respect to the Highway Relocation and Highway Programming in Washington County. Mr. Cromwell reported on the hearing concerning the Harmon Creek Watershed Project held in Washington, D.C., on March 17, 1965, before the Conservation and Credit Subcommittee of the House Committee on Agriculture. This Project was submitted two years ago by a representative of the Soil Conservation Service who presented the technical aspects. There was no local representation at the time and the ratio of Federal and local participation at that time was too far out of line. No action was taken and the matter was tabled. A sizeable group of local representatives attended the hearing; the hearing went well. Mr. Cromwell left the meeting at this time. Deputy Controller Whalen and various bidders entered the meeting for the purpose of opening bids for a Bookkeeping Machine to be used by the Adult Probation Office and an Air Compressor (re -advertised) to be used by the Washington County Bf-i.dge• Department.
