SEVEC, JOHN MAZZA, COMMISSIONERS _.v,._._-.- . -- -"- --=i� Moved by Mr. Bevec, and seconded by Mr. Mazza, that in accordance with the provisions of the Act of Assembly, dated June 17, 1913, P. L. 507, as amended, that a four (4) mill tax be levied upon all taxable items authorized in said Act, for General County purposes. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza had a letter under date of March 22, 1965, received from Pennsylvania Junior Republic Association pertaining to hospital insurance. Letter was given to Mr. Gillespie, Budget Director, to make a study of the cost to the County that we are paying for children in institutions. Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting be adjourned. Meeting adjourned. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr. and Mr. Basich of the Washington County Planning Commission. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 78, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 78, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk: Mr. Debreczeni received from the General Services Administration, { Space Management Division, the Offer to Lease Space to the United States Government, for signature. Rental space is located on the second floor (front) of the Washington County Annex, 76 West Cherry Avenue, Washington, Pennsylvania, at an annual rental of $780. 00 or $65.00 per month. Starting date of lease - March 1, 1965; expiration date of lease - February 29, 1968. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Washington County Commissioners enter into an Agreement with the General Services Administration, Space Management Division, to lease space located at 76 West Cherry Avenue, second floor (front) of the Washington County Annex, at an annual rental of $780. 00 or $65. 00 per montrL; : starting date of lease - March 1, 1965, and that Chairman of the Board, Michael R. Certificate of Indebtedness issued in accordance with the above motion. Certificate of Indebtedness of Washington County, Pennsylvania $200, 000. 00 April 1, 1965 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to Mellon National Bank and Trust Company, or order, at its Office at 40 South Main Street, Washington, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before December 31, 1965, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2.34% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipa- tion of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to tLe authorization contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 7, 1965, which resolution is still in full force and effect. WHEREAS, the county planning commission has reported to the Pennsylvania Highway Commission that this highway is first in the highway needs of the county. THEREFORE, be it moved that the Washington County Commissioners urge the Governor of the Commonwealth of Pennsylvania to give top priority to the proposed Monon- gahela Valley Expressway as part of the Appalachia Program for Pennsylvania. Clark stating a hearing has been scheduled for April 21, 1965, on the proposed Chartiers Creek Flood Control Project. Meeting recessed. Meeting reconvened at 11:00 a.m., for the purpose of opening bids for the purchasing and delivering of Seven (7) New 1965 Model Automobiles, American Made - Fords, Chevrolets, Plymouths or equivalent and the purchasing and delivering of One (1) New 1965 American Made Van -Type Truck, One -Half Ton Capacity - Falcon Station Bus, Chevy Van, or Dodge Sportsman. A certified check in the amount of 10% of the total amorznt of the bid, made payable to the Washington County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Chief Clerk Debreczeni, Jr., Purchasing Agent Kittridge, Controller Elish, Deputy Controller Whalen, Mr. Basich of the Planning Commission and various bidders.
