Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Courthouse be closed at 4:00 p.m., Friday, July 2, 1965 and remain closed until 9:00 a.m., Tuesday, July 6, 1965, in observance of Independence Day. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting adjourn. Meeting adjourned. Also present: Solicitor Capano, Budget Director Gillespie, Purchasing Agent Kittridge, Mr. Basich of the Planning Commission and Mr. Crouse of the Observer Publishing Company. Meeting called to order by Chairman and roll call taken: Chairman asked if there were any corrections, additions or omissions to Minute No. 92, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 92 be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: It was brought to the attention of the Board that none of the bidders could ,supply the 1965 models as advertised, in reference to the purchasing and delivering of Six r (6) New 1965 Model Cars. k i 1 1 MINUTE BOOK 421 BOARD OF COUNTY COMMISSIONERS -WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Purchasing Agent Kittridge informed the Board of the following reasons: First, no dealer is in a position to be able to guarantee delivery of the 1965 Models be- cause the manufacturers cancel productions; Second, no dealer is in a position to guarantee the delivery of the 1966 Models on October 1, 1965, this happens because the manufacturers shut the assembly lines down, , earlier on the 1965 Models in readiness for the 1966 Models, and being so as no bidder could guarantee living up to the specifications one hundred per cent, it was decided to re -advertise for 1966 Models. Chairman stated that this has been discussed with the Solicitor, we are within our rights; since we did advertise for 1965 Models, we have no alternative but to reject all bids. Mr. Kittridge: If bids are re -advertised, the delivery date will be extended to November 1, 1965, and something will be worked out on vehicles for use during the expiration date of the lease (October 1, 1965) and the delivery date of the new vehicles. Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids for the purchasing and delivering of Six (6) 1965 Model New Cars, Fords, Chevrolets, Plymouths, or Equivalent, American Made; be rejected. Remarks: Mr. Mazza: I seconded the motion based on the recommendation of the Purchasing Agent and County Solicitor. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to re -advertise for the purchasing and delivering of Six (6) New 1966 Model Cars, Fords, Chevrolets, Plymouths, or Equivalent, American Made. Said bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Daylight Saving Time, Thursday, July 29, 1965, and opened immediately thereafter in the Office of the County Commissioners. Remarks: Mr. Mazza: This will complete our fleet? Mr. Kittridge: Yes, this completes it. Mr. Kittridge also stated in reference to the leased automobiles, that various incidentals such as replacements, mileage, etc., had increased the original con- tract cost. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Yeager be appointed as a Temporary Employee at the Washington County Home for Aged Women; this action to be effective July 8, 1965. Roll call vote taken: OP Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following Temporary Employees (Students) be appointed as follows; this action to be effective July 6, 1965. Tax Claim Bureau Jo Ann Gural replacing Sharon Lee Naylor; effective July 7, 1965. Tax Assessment Office Election Bureau Bridge Department Pamela Podboy replacing Karen Tilton who was transferred to the Prothonotary's Office. Deberah Jo Paige replacing Linda Lee Holbert White, Jr. replacing Lawrence J. Despot Frederick J. Florjancic, Jr. Washington County Home for Aged Women Resignation: James Buchanan, effective July 8, 1965 Jacob Edward Sedmak Joseph D'Orazio Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as submitted by Janice Molinaro, Clerk in the. Tax Claim Bureau, be accepted; this action to be effective July 16, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assess- ment Office be authorized to prepare the following tax refund due to overpayment of taxes. LaCarte, John J., 4 Fifth Street, Charleroi, Penn- sylvania in re: 1964 Real Estate Tax paid by John J. and Emma T. LaCarte, 4 Fifth Street, Charleroi, Pennsylvania; said refund to be paid on assessment of $6, 000 on a 2 story tile building (c) A-1 plate. BEVEC, JOHN MAZZA, COMMISSIONERS moved this building which was assessed in error for 1964. Request was made in 1964 to have this building removed as it has been demolished in 1963. Refund is based on the $6, 000 assessment - $73. 50 less 3.68 discount - $69.82, making a refund due in the amount of $69.82 to John J. LaCarte, 4 Fifth Street, Charleroi, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chairman informed the Board of a written request submitted by Mrs. Amor Flenniken, Director of the Tax Claim Bureau, in reference to a resolution being adopted by the County Commissioners to cancel the following Tax Sale of 1918, inasmuch as the assessment to Elizabeth Jones Estate, Midway Borough, for the years 1915, 1916 and 1917 Taxes was an improper assessment; also submitted and attached was a copy of the Title Search and Chain of Conveyance. Mrs. Flenniken, Director of the Tax Claim Bureau, entered the meeting and reviewed this request with Solicitor Capano. Moved by Mr. Bevec, seconded by Mr. Mazza, that a Resolution be adopted to cancel the Tax Sale of 1918, and that the Tax Claim Bureau be authorized to cancel Treasurer's Tax Sale of Elizabeth Jones Estate - 1918 (1915-1916-1917 Taxes) Midway Borough, Washington County, Pennsylvania, due to an improper assessment, and that the Tax Claim Bureau, the Assessment Office, and the Office of the Prothonotary are hereby directed to mark their records accordingly. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously with Mrs. Flenniken leaving the meeting. Meeting recessed. Meeting reconvened at 11:00 a.m., for the purpose of opening bids for the Retubing and Repair of Two (2) Steam Boilers that produce heat for the Washington County Courthouse, Jail, and various County buildings, Washington, Pennsylvania. A certified check in the amount of 10% of the total amount of the bid, made payable to the Washington' County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Purchasing Agent Kittridge, Deputy Controller Whalen, Mr. Basich of the Planning Commission and Mr. Coleman, bidder. Bids submitted and read by Deputy Controller Whalen, said bids being properly advertised and submitted. Bids received for the Retubing and Repair of Two (2) Steam Boilers are as follows: 423
