Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 94, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 94 be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. SEVEC, JOHN MAZZA, COMMISSIONERS submitted by Irene Fusco, Clerk in the Surplus Food Department, be accepted; this action to be effective July 31, 1965. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of July 17, 1965 received from R. C. Provost, Secretary of the Washington County Agricultural Fair, Inc., requesting their budget appropriation for the year 1965, in the amount of $3, 000. 00. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $3, 000 as appropriated, be approved for payment to the Washington County Agricultural Fair, Inc. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk presented two tax refunds to the Board, having been approved by the Treasurer and Chief Assessor, one of which was tabled because of the time element involved in reference to the tax adjustment, that will have to be checked. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assess- ment Office be authorized to prepare the following tax refund due to overpayment of taxes. Murray, Joseph A. and June, 242 East McMurray Road, Canonsburg, Pennsylvania, Peters Township. In re: 1964 County tax assessment - tax in the amount of $90.89 net, was paid on August 1, 1964 on assessed valuation of $7810. Tax Adjustment No. 4091 reduced assessed valuation to $5560. and tax to $64.70 Net, making a refund due in the amount of $26. 19. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read memorandum received from F. William Kittridge, Purchasing Agent, in reference to the advertisement for coal bids for the furnishing and delivering of coal for heating Courthouse, Jail, and the Washington County Home and Hospital for Men and the Home for Aged Women, for the 1965-1966 season. Special mention of Paragraph C of the Specifications was made which will be the County's - new policy on Coal Bids awarded and will assure the County of receiving the most value from their tax dollar. Paragraph C reads as follows: "All bids will be accepted on price per ton but will be awarded on the basis of lowest cost per B.T.U. (Dry Basis). Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Con- troller be authorized to advertise for bids for the furnishing and delivering of coal -for heating the Washington County Courthouse, Jail, Washington County Home and Hosp#al for [J Men and the Washington County Home for Aged Women, for the 1965-1966 Season. Remarks: Mr. Mazza: I believe that our Purchasing Agent checked with the Pittsburgh Laboratory on this. Mr. Capano: Yes, as a result, the change in the specifications. Chief Clerk presented specifications for the supplies required for the Tax Assessment Office for the year 1966 to be advertised for bids. Suggested advertising dates are August 6th, llth, and 17th, bids to be opened August 19, 1965. Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Con- troller, be authorized to advertise for bids for the furnishing and delivering of Tax Assess- ment Supplies for the year 1966 to the Tax Assessment Office of Washington County, Courthouse, Washington, Pennsylvania. Said bids to be received in the Office of the Count -a Controller until 11:00 a.m. , Daylight Saving Time, Thursday, August 19, 1965, and opened immediately thereafter in the Office of the County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Solicitor Capano presented a resolution from the Washington County Planning Commission in reference to the properties being acquired in and for the areas known as the Cross Creek Site and the Mingo Creek Site. Mr. Capano informed the Board this resolution is necessary so that the County will be exempt from the payment of the transfer tax on properties acquired in connection with Project 70. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution be adopted: RESOLUTION WHEREAS, through the Commonwealth of Pennsylvania and the United States Government certain funds are available to the Commissioners of Washington County for use in acquiring and developing land for recreational, conservation and historical pre- servation purposes, and WHEREAS, the County of Washington through the Washington County Planning Commission has already made application for allocation of these funds for the above purposes, and by resolution has taken steps to implement the program encompassed thereby, and WHEREAS, the implementation of the program will require the acquisi- tion of land, buildings, mineral and other sub -surface materials and the rights necessary in the exploitation of the same, and other appurtenances to the land, fixtures, machinery and equipment and the like, and D u E WHEREAS, the County of Washington has the power to acquire any and all of the same by eminent domain or by purchase through negotiation, UE 1 MINUTE BOOK 4W BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS r NOW, THEREFORE, be it resolved that the County Commissioners of Washington County, Pennsylvania, express their intention to acquire land, buildings, mineral and other sub -surface materials and the rights necessary in the exploitation of the same, and other appurtenances to the land, fixtures, machinery and equipment and the like in and for the areas known as the Cross Creek Site and the Mingo Creek Site by purchase through negotia- tion or condemnation through eminent domain, whichever is deemed suitable. It is further resolved that in the event that eminent domain proceedings are instituted, such proceedings may be discontinued in favor of negotiation and purchase at any time. Motion carried unanimously. New Business: Chief Clerk reported that the County has been asked by the Federal Government to participate in the United States Treasury Department Freedom Bond Drive. (purchase of U.S. Savings Bonds through payroll deduction) Mr. Debreczeni will act as General Chairman and has designated August 15 to September 1, 1965, as the time set for the Drive among county employees. A letter will be sent to the home of each employee that will contain helpful and informative literature concerning the purchase ofbonds through payroll savings. A meeting has been scheduled with the representative of the Treasury Department on August 17, 1965, at 11:00 a.m., in the Courthouse. A designated captain from each department will be requested to attend this meeting. Chief Clerk reported a "survey will be taken by the Bell Telephone Company the first part of August to determine if additional lines will be required for better telephone service. Chairman informed the Board of correspondence received from the Honorable Thomas E. Morgan, House of Representatives, Washington, D.C., in reference to the Chartiers Creek Flood Control Project; the House of Representatives will be holding hear- ings on the Flood Control Bill and no additional testimony will be necessary as had been expected previously. Mr. Mazza brought to the Board's attention that it was his belief the people are not being properly informed of the various projects on the Commissioners' Program, such as the Industrial Development, Tourist Promotion, Planning Commission, etc. Perhaps it would be informative to have the Directors of these programs attend the regular Board Meeting once a month, possibly the second Thursday of each month, to submit a progress report. Members of the Board were in agreement and the Chief Clerk was instructed to 438 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGT13N COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. Mr. Bevec reported that Mr. John Yuhas, County Surveyor, had re- ceived notification from the Department of Forests and Waters, Commonwealth of Pennsyl- vania, that bids will be opened on August 18, 1965, on the Plum Run Project. Mr. Mazza: John Yuhas should be commended; this has been worked on for about ten years. Mr. Mazza also mentioned the Plum Run Project would involve approximately one hundred (100) families. Meeting recessed. Meeting reconvened at 11:00 a. m. for the purpose of opening bids for the purchasing and delivering of Six (6) 1966 Model New Automobiles, Fords, Chevrolets, Plymouths, or Equivalent, American Made. A certified check in the amount of 10% of the total amount of the bid, made payable to the Washington County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Controller Elish, Purchasing Agent Kittridge, Deputy Controller Whalen, Mr. Basich of the Planning Commission, Reporter Robertson and various bidders. Bids submitted and read by Deputy Controller Whalen, said bids being properly advertised and submitted. Bids received for the purchasing and delivering of Six (6) 1966 Model New Automobiles, Fords, Chevrolets, Plymouths, or Equivalent, American Made. 1. Pankopf Ford Sales, Inc. Bids are opened in accordance with advertisement, at the designated date and hour, contracts awarded one week later, giving the Solicitor and Pur- chasing Agent an opportunity to review all bids received. Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until a tabulation can be made by the Solicitor and Purchasing Agent. Contract to be awarded on Thursday, August 5, 1965, at 10:00 a.m. or shortly thereafter. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously.
