BEVEC, JOHN MAZZA, COMMISSIONERS 1 NO. 97 Office of the County Commissioners Washington, Pa., August 5, .1965 The Board of County Commissioners met in regular session with the follow- ing members being present: Commissioners Flynn, Bevec and Mazza. Also present being Solicitor Capano, Chief Clerk Debreczeni, Jr., Purchasing Agent Kittridge, County Survey- or Yuhas, Mr. Basich of the Washington County Planning Commission, Mr. Sittler of the Taxpayers' Association, Reporter Robertson and bidder. Meeting called to order by Chairman and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 96, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 96 be approved as read. Old Business: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Awarding the bid for the purchasing and delivering of Six (6) New 1966 Model Automobiles, American Made, Fords, Chevrolets, Plymouths, or Equivalent. The bids submitted having been reviewed and tabulated by the Solicitor and Purchasing Agent. Moved by Mr. Mazza, seconded by Mr. Bevec, upon the recommendation of the Solicitor and Purchasing Agent, that the contract for the purchasing and delivering of Six (6) New 1966 Model Automobiles, be awarded to PANKOPF FORD SALES, INC., 41 East Maiden Street, Washington, Pennsylvania, in the amount of $12, 489. 88; this being the lowest responsible bid received and being in accord with our specifications. Appointments: Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following men be appointed at the Washington County Home and Hospital for Men. Walter Earl Kinch Attendant I effective July 30, 1965 (replacement) William Gibson Attendant I effective July 29, 1965 (replacement) Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. i 440 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS Chief Clerk presented correspondence from the following, requesting budget appropriations as allocated for the year 1965. 1. Washington County Humane Society - under date of August 2, 1965 signed by Mr. Nelson L. Morrison, Manager. 2. West Alexander Agricultural Association - Free Fair to be held September 8 through 11, 1965 - under date of July 28, 1965, signed by Mrs. John F. McMurray, Secretary. 3. Washington County Historical Society - under date of August 2, 1965, signed by Florence S. McIlvaine, Secretary -Treasurer. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $750.00 to the Washington County Humane Society; the sum of $700.00 to the West Alexander Agricul- tural ,Association; the sum of $800.00 to the Washington County Historical Society, as appropriated for the year 1965, be approved for payment. Remarks: Mr. Mazza:. We have the money in. the Budget. We -should have an itemized list of ex- penditures from the Historical Society showing how the appropriation has been expended, according to the County Code. Roll call vote taken; Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of July 27, 1965, received from the Canton Township Board of Supervisors, signed by Mrs.. Ada L. Prigg, Secretary, in reply to the letter sent to the Supervisors from the Washington County Commissioners in refer- ence to the payment of their share of the Chartiers Creek Flood Control Project; a matter of long standing. Letter stated the Supervisors expect to pay $10, 000. 00 to the County of Washington in the Fall from the Earned Income Tax received; .next year, they hope to be able to increase the payment and would be very grateful to receive the sum of $3, 000. 00 - as County Aid from the Liquid. Fuels -N- Fund as they have planned to resurface Township Route 390. The Board was in agreement that County Aid in the amount of $3, 000. 00, allocated for the year 1965 to Canton Township, be withheld until such time as arrange- ments are made with the County Commissioners for the payment of Canton Township's share of the Flood Control Project, as this is the fifth (5th) year they have not paid their commitment. New Business: Advertising for bids for elections supplies, ballots, etc., for the Municipal Election to be held November 2, 1965. Suggested advertising dates: August 13th, 19th and 27th, bids to be opened September 2, 1965. E I,1 . ................... .... ,---..,..�,. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Controller be authorized to advertise for bids for the printing and delivering to the Election Depart- ment of the County Commissioners the necessary ballots, and election supplies required for the conduct of the Municipal Election to be held on Tuesday, November 2, 1965, and the delivering of the ballot boxes with election supplies to the Judges of Election for the approximately one hundred ninety-five (195) precincts. Said bids to be received in the Office of the County Controller until 11:00 a.m., Daylight Saving Time, Thursday, September 2, 1965, and opened immediately thereafter in the presence of the County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. The Board discussed increasing the rates at the Washington County Home and Hospital for Men and the Home for Aged Women, necessary because of increased costs (operation and maintenance) and at the present time, the rates are exceptionally low; the last rate increase was established in 1957. Present rates are $75.00 per month for ambulatory patients; $150.00 per month for hospital cases; computed per diem average rate per inmate per day in 1964 was $5.99. Taken into consideration by the Board was the fact that some inmates are indigent, an increase would not affect these inmates because they are kept free of cost, some inmates receive some sort of pension or social security, some inmates receive aid which would assure the County of reimbursement from the State in the amount of one-half (1/2) such as MAA (Medical Aid for the Aged). Rates charged in Beaver County were mentioned since the costs of both counties are comparable. In Beaver County, the rate is $8. 00 per day for hospital cases, but the Board made note they have a new hospital in that county. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following rates r be established for inmates in the Washington County Homes for Men and Women: $200.00 per month - Non -Ambulatory Patients; $150.00 per month - For Ambulatory Inmates, furthermore, that an allowance of $5.00 monthly be allowed for incidentals for personal items for each inmate with the exception of the working patients, which incidental allow - antes would be determined by the Superintendent of each Home; this action to be effective September 1, 1965. Remarks: Mr. Mazza: Another reason for the increase is to protect ourselves. Reference was made to several cases wheretw upon the expiration of an inmate, the family was the beneficiary of a very good insurance policy. SEVEC, JOHN MAZZA, COMMISSIONERS was the possibility of a decrease in indigents, because under the present Government, they are being taken care of. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. I 3 Mr. John Yuhas, County Surveyor, presented a check to the Board in the amount of $35, 326. 07, which represents the Commonwealth's share of Partial Billing No. 14, reimbursement for the construction of the Woodland Avenue and Wallace Lane Bridges over Chartiers Creek. Check was received from the Department of Forests and Waters, Water and Power Resources Board. Mr. Flynn: This has been pending since 1961. I personally want to commend Mr. Yuhas on this, as it required quite a bit of research. Mr. Sittler: Was this included in this year's budget as receipts. Mr. Flynn: No, this has been outstanding since 1961. Mr. Capano: In conjunction with this, there was a fee for special counsel, was this paid ? Mr. Flynn: Yes, Mr. John Wiley was paid. (Minute No. 89 dated June 10, 1965). Mr. Yuhas informed the Board the check submitted was partial billing; approximately $9, 599. 84 is the balance to expect to receive. Meeting recessed. Meeting reconvened at 11:00 a.m., for the purpose of opening bids for, s the Retubing and Repair of Two (2) Steam Boilers that produce heat for the Washing- ton County Courthouse, Jail, and various County buildings, Washington, Pennsylvania. A certified check in the amount of 10% of the total amount of the bid, made payable to the Washington County Commissioners to accompany each bid. Following being present: Commissioners Flynn, Bevec and Mazza, Solicitor Capano, Controller Elish, Purchasing Agent Kittridge, Deputy Controller Whalen, Mr. Basich of the Planning Commission, Reporter Robertson and various bidders.
