Mr. Flynn explained the policy adopted by the Board of Commissioners on

the awarding of contracts. Bids are opened in accordance with advertisement at the
designated date and hour; contract awarded one week later, giving the Solicitor and Pur-
chasing Agent an opportunity to review all bids received.
Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until
a tabulation can be made by the Solicitor and Purchasing Agent. Contract to be awarded
on Thursday, August 12, 1965, at 10:00 a.m. , or shortly thereafter.

The Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also
present being: Solicitor Capano, Chief Clerk Debreczeni, Jr., Purchasing Agent Kittredge,'
Mr. Basich of the Planning Commission, Mr. Sittler of the Taxpayers' Association and
Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 97, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 97 be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Old Business:
Mr. Mazza inquired of Solicitor Capano if the lease agreement with Tri-

State Aviation had been completed, to which Mr. Capano replied the papers were prepared
but the terms of the lease must first be discussed with the Commissioners.
Awarding the bid for the Retubing and Repair of Two (2) Steam
Boilers that produce heat for the Washington County Courthouse, Jail, and various County
buildings. The bids submitted having been reviewed and tabulated by the Solicitor and
Purchasing Agent.
Moved by Mr. Mazza, seconded by Mr. Bevec, upon the recom-
mendation of the County Solicitor and Purchasing Agent, that the contract for the Retubing
and Repair of Two (2) Steam Boilers that produce heat for the Washington County Court-
house,

this action to be effective October 1, 1965.

Chief Clerk received the following correspondence from:
(a) John F. Wiley, Esq. , Attorney at Law, under date of August 5, 1965, in re:
the recent payment of $35, 326. 07 received from the Commonwealth of Pennsylvania in
connection with its contribution to the Chartiers Creek Flood Control Project in Canton
Township, in the City of Washington, Pennsylvania. Mr. Wiley made mention of the fact
that this payment according to his notes was in excess of the original contribution estimates.
as due from the State and having worked for many months with the Department at Harris-
burg, in his opinion, this is an outstanding achievement on the part of Mr. John Yuhas,
County Surveyor, in securing this payment; Mr. Yuhas should be highly complimented by
everyone in connection therewith. (Legal services were rendered by Mr. Wiley in
connection with the Chartiers Creek Flood Control Project).
Mr. John Yuhas was commended by the Board of Commissioners for his work
involved in securing the payment received from the Commonwealth, at their regular meeting
held August 5, 1965.
(b) Commonwealth of Pennsylvania, Department of Public Welfare, Harrisburg,
Pennsylvania, signed by Arlin M. Adams, under date of August 4, 1965, in re: Updating
their records of counties that have requested participation in the Food Stamp Program.
Our letter under date of October 8, 1964, confirmed our interest and desire to be part of
the program. Written assurance that County government will share in the costs of
administration is one of the standards necessary for selection. Approximate estimated
costs would be $43, 600 per year. Washington County's share would be approximately
$21, 800. Chief Clerk was instructed to draft a letter to Mr. Adams stating that the

County is still interested in the Food Stamp Program and would pay their share of the
costs of administration.
Mr. Bevec remarked that there seemed to be a great decrease in the
present estimated costs from the original estimated costs.
(c) Washington Sportsmen's Association, signed by David W. Moore,
Secretary,
under date of August 4, 1965, in re:
Request that a meeting
be held
between
the County
Commissioners and Representatives of
the Association for the
purpose
of dis-
cussing the purchase of a parcel of ground behind the Arden Fairgrounds by said
Association. Chief Clerk was instructed to forward this letter to Mr. John Yuhas,
County Surveyor, so that Mr. Yuhas might arrange a meeting to include himself, the
Commissioners, and Representatives of the Association sometime after Labor Day.
New Business:
Letter received from the Washington County Soil and Water Conserva-
tion District, signed by Mr. William L. Hutchinson, Secretary, under date of August 10,
1965, received by the County Controller's Office, requesting the sum of $500.00 from their
Budget appropriation for the year 1965.

Meeting recessed.
Meeting reconvened at 11:00 a.m. for the purpose of opening bids for the
furnishing and delivering of coal for heating the Washington County Courthouse, Jail,
Washington County Home and Hospital for Men, and the Washington County Home for Aged
Women, for the 1965-1966 season. A certified check in the amount of 10% of the total
amount of the bid, made payable to the Washington County Commissioners, to accompany
each bid. Following being present: Commissioners Flynn, Bevec and Mazza. Also
present being: Solicitor Capano, Purchasing Agent Kittridge, Budget Director Gillespie,
Deputy Controller Whalen, Mr. Basich of the Planning Commission, Reporter Robertson,
Bidders: Mr. Wiley representing Judson Wiley & Sons; Mr. Clark representing the
Harmon Creek Coal Corporation.
Bids submitted and read by Deputy Controller Whalen, said bids being
properly advertised and submitted.
