The -Board of County Commissioners met in regular session with the
following members being present: Commissioners Flynn, Bevec and Mazza. Also present
being Chief Clerk Debreczeni, Purchasing Agent Kittridge, Mr. Basich of the Washington
County Planning Commission and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 98, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 98 be
approved as read.

Motion carried unanimously.
Awarding the contract for the furnishing and delivering of coal for heating
the Washington County Courthouse, Jail, Washington County Home and Hospital for Men
and the Washington County Home for Aged Women, for the 1965-1966 season. The bids
submitted having been reviewed and tabulated by the Solicitor and Purchasing Agent.
Solicitor Capano entered the meeting.
Remarks: Chairman stated that the County adopted a policy at the last regular
meeting whereby all coal bids will be accepted on price per ton but will be 'awarded on

the basis of lowest cost per B.T.U. (dry Basis).
Mr. Mazza: What is the recommendation of the Solicitor and Purchasing Agent.
Mr._ Kittridge: Of the bids submitted for Egg Coal and Nut Coal, the Harmon Creek
Coal Corporation was the lowest bidder at price per ton of $6. 90 and B.T.U. cost of
.000514 for Egg Coal and price per ton of $6. 75 and B.T.U. cost of .000509 for Nut Coal,
Judson Wiley & Sons was the lowest bidder on Lump Coal at price per ton of $8. 50 and
B. T.U. cost of .000594. The Harmon Creek Coal Corporation did not qualify for the
Lump Coal bid, as no analysis was submitted as required.
Mr. Bevec: Were the bids lower than last year?
Mt. Kittridge: Yes, they are $. 34 less than the average cost on a B. T. U. basis
than the coal bids of last year. The B. T.U. basis was the recommendation of the Pitts-
burgh Testing Laboratory, and this basis has also been used in the past few years by mosi
of the school boards and the Washington Hospital.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
furnishing and delivering of coal for heating the Washington County Courthouse, Jail, and
the Washington County Home for Aged Women, for the 1965-1966 season, be awarded to
the HARMON CREEK COAL CORPORATION, 1608 First National Bank Building, Pittsburgh;
Pennsylvania 15222; and that the contract for the furnishing and delivering of coal for
heating the Washington County Home and Hospital for Men, for the 1965-1966 season, be
awarded to JUDSON WILEY & SONS, 404 South Main Street, Washington, Pennsylvania 15",01;
they being the lowest responsible bidders and bids being in accord with specifications.

dates be designated for field registrations for the General Election to be held on Tuesday,
November 2, 1965. Hours for field registration will be 1:00 p.m. to 5:00 p.m. and
6:00 p.m. to 9:00 p.m. Registration hours for the last three days will be Friday,
September 10, 1965 - 9:00 a.m. to 9:00 p.m., Saturday, September 11, 1965 - 9:00 a. m.
to 12:00 noon,
and final
day September 13, 1965 - 9:00 a.m. to 9:00
p.m.

Chief Clerk Debreczeni presented various tax refunds to the Board for
approval; said refunds having been approved by the County Treasurer, Tax Assessment
Office, and the County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare the following tax refunds, due to either duplication or over-
payment of real estate tax.
1. Dale, Raymond L. , 108 Willowdale Road, Portage, Indiana. On
June 29, 1965, Mr. Dale paid his 1965 County tax in the amount of
$20. 08 on property located in Union Township, Washington County,
Pennsylvania, described as 1 story frame house, Lots 64-66-69,
total valuation $1510.00. On July 12, 1965, tax was again paid in
the amount of $20.08 by Mr. Dale causing a duplication; therefore,
refund is due in the amount of $20. 08 to Raymond L. Dale.
2. Dzurino, George and Margaret, 442 Blaine Avenue, Canonsburg,
Pennsylvania. On July 26, 1965, Mr, and Mrs. Dzurino paid 1965
County tax in the amount of $29. 92 Net on property located in
Canonsburg Borough First Ward, Washington County, Pennsylvania,
described as 2 story frame insulated house, Lot 142, Block 1, total
valuation $2250. 00. On August 4, 1965, tax was again paid at Face
in the amount of $31.50, causing a duplication; therefore refund is
due in the amount of $31.50 to George and Margaret Dzurino.
3. Collins, Leonard R., Charleroi, Pennsylvania. On July 30, 1965,
Mr. Collins paid his 1965 County tax in the amount of $1130.50 Net
on property located in Charleroi Borough, Washington County, Penn-
sylvania, described as 3 story brick building, Lots 160-162-164 and
Lots 16-19-28, total valuation $85, 000. 00. Tax was again paid in
the amount of $1130.50 on August 1, 1965, causing a duplication;
therefore refund is due in the amount of $1130. 50 to Mr. Leonard
R. Collins, c/o Attorney Melvin Bassi, 701 McKean Avenue,
Charleroi, Pennsylvania.
4. Bostich, Jennie, 203 South Main Street, Bentleyville, Pennsylvania.
On July 9, 1965, Mrs. Bostich paid 1965 County tax in the amount of
$8.11 Net on property located in Bentleyville Borough, Washington
County, Pennsylvania, described as 2 story frame house, garage, lot
14, part lot 15, total valuation $610.00. Tax was again paid in the
amount of $8. 11 on July 28, 1965, causing a duplication; therefore,
refund is due in the amount of $8.11 to Jennie Bostich.

5. Bowers, Charles E. and Mauveline M. , R. D. 2, Claysville, Pennsyl-
vania. On July 29, 1964, Mr. and Mrs. Bowers paid 1964 County tax
in the amount of $0.76 Net on property located in Donegal Township,
Washington County, Pennsylvania, described as lots 8-9, part lot 7,
total valuation $65.00. Tax was again paid on August 1, 1964, in the
amount of $0. 76, causing a duplication; therefore, refund is due in the
amount of $0.76 to Charles E. and Mauveline M. Bowers.
6. Grant, James R. and Bonnie Jean, 412 North Avenue, Midway, Penn-
sylvania. On July 8, 1965, Mr. and Mrs. Grant paid 1965 County tax
in the amount of $21. 61 Net on property located in Midway Borough,
Washington County, Pennsylvania, described as one and one-half story
frame house, garage, part lots 34-35, total valuation $1530.00. Tax
was again paid on July 8, 1965, by the Bridgeville Savings and Loan
Association in the amount of $21.61 causing a duplication; therefore
refund is due in the amount of $21.61 to Bridgeville Savings and Loan
Association, 508 Washington Avenue, Bridgeville, Pennsylvania.
7. Stolarski, Enoch and Emma, 39 East Pitt Street, Canonsburg, Pennsyl-
vania. On June 28 and July 22, 1965, Mr. and Mrs. Stolarski. paid
1965 County tax in the amount of $34.97 Net ($30. 32 + $4.65) on prop-
erty located in Canonsburg Borough, First Ward, Washington County,
Pennsylvania, described as 2 story aluminum house, 2 lots, total valua-
tion $2630.00. Tax Adjustment No. 2750 reduced valuation to $2330.00
and tax to $ 30. 99 Net, making:7, a refund due in the amount of $ 3. 98 to
Enoch and Emma Stolarski.

Mr. Flynn: In view of the fact that the County Commissioners will be attending the
Annual Convention of the Pennsylvania State Association of County Commissioners, in
Philadelphia, Pennsylvania, during the week of August 23, 1965, necessity determines that
we cancel our next regularly scheduled meeting of August 26, 1965.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the next regularly
scheduled meeting of the Board of County Commissioners be cancelled, in order that the
Board may attend the Annual Convention of the Pennsylvania State Association of County
Commissioners, to be held in Philadelphia, Pennsylvania; and that the next regular
meeting of the Board of County Commissioners be held Thursday, September 2, 1965 at
10: 00 a. m.

Meeting reconvened at 11:00 a. m. for the purpose of opening bids for the
furnishing and delivering of Tax Assessment Supplies for the year 1966 to the Tax Assess-
ment Office of Washington County, Courthouse, Washington, Pennsylvania. A certified
check in the amount of 10% of the total amount of the bid, made payable to the Washington
County Commissioners, to accompany each bid. Following being present: Commissioners
