In view of the fact that the I Commissioners will not be present August 26, 1965, due to the Annual Convention of County Commissioners; contract will be awarded on Thursday, September 2, 1965, at 10:00 a. m, or shortly thereafter. Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until a tabulation can be made by the Solicitor and Purchasing Agent. Old Business: Awarding the bid for the furnishing of material and service for the Tax Assessment Office, as advertised, for the year 1966. I Mr. Kittridge: I recommend the bid of the Monongahela Publishing Company. Bid is in the amount of $4050. 38 and certified check was enclosed in the amount of $425. 00 and seems to be the lowest responsible bid. Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the furnishing of supplies and service required `for the Tax Asesss ment Office (Board for the Assessment and Revision of Taxes) for the year 1966, be awarded to the MONONGAHELA 1 PUBLISHING COMPANY, Monongahela, Pennsylvania, this being the lowest responsible bid received and being in accord with our specifications. Chief Clerk: We have received check from Canton Township Board of Supervisors in the amount of $10, 000. 00 which represents the first payment of $50, 000. 00 which is the f township's share of the flood control project in connection with Chartiers Creek in the jCity of Washington and Canton Township. We were also informed that the township will tr to pay the balance next year, due to the fact that they are now collecting a wage tax. Letter received from the Washington County Humane Society, R. D. 2, Washington, Pennsylvania, signed by Rutherford T. Phillips, President; thanking the Board of Commissioners for the appropriation in the amount of $750. 00 and enclosed financial statement of the Society for its fiscal year ended February 28, 1965. Beard, Chief, regarding a study of flood damages along Pike Run Creek in California Borough and West Pike Run Township. A representative of the Depart ment will be in Washington on September 13, 1965, for the purpose of making a field re- view of the affected properties and also, requesting that the County have someone who is acquainted with the problem to assist in the review. i The following veteran's application for tax exemption was presented to the I � Board of Commissioners for consideration: ! Moved by Mr. Bevec, seconded by Mr. Mazza, that the following Agreement with the 6 Commonwealth of Pennsylvania, Department of Highways, be adopted: I THIS AGREEMENT, made and entered into this 2nd day of September, A. D. 1965, by and between the Commonwealth of Pennsylvania, acting through the Department of Highways, hereinafter called the Commonwealth, and the County of Washington, by its County Commissioners, hereinafter called the County. W I T N E S S E T H WHEREAS, the Commonwealth is making, or is about to make an improvement on Legislative Route 62214, Section lA between Stations 25+00 and 34+23. 59, and Legis- lative Route 108, between Stations 64+54 and 76+90, in South Strabane Township which will require the taking of additional property for right-of-way purposes, and the payment of damages to the owners thereof; and WHEREAS, the County, by resolution duly adopted, has refused to assume re- sponsibility for any of the property damages involved in the improvement but desires to make a contribution to said damages in order to assist in the construction of the highway, NOW, THEREFORE, IT IS AGREED by and between the parties hereto: SECTION 1. The Commonwealth will proceed to make the improvement and will assume responsibility for all property damages -incurred by reason thereof, and will pay to the property owners or others legally entitled to receive the same, when and as ascertained either by legal proceedings or by agreement with fhb owners, the full amount of property damages to which they are legally entitled. SECTION 2. Moved by Mr. Bevec, seconded by Mr. Mazza, that Edson Gaster, Investigator in the General Welfare Department, be granted a thirty-day leave of absence, i as requested; this action to be effective September 1, 1965. Chief Clerk Debreczeni reported that letters have been prepared requesting various approved county-wide organizations to select two farmers as nominees for district farmer-director of the Washington County Soil and Water Conservation District. Nominatio s m to be returned no later than October 15, 1965. Chief Clerk presented various tax refunds to the Board for approval; said refunds having been approved by the County Treasurer, Tax Assessment Office, and the County Solicitor. Mr. Flynn: In 'order for the record 'to be clarified on the 'awarding of the coal bids (Minute No. 99 dated August 19, 1965); bids were awarded to the Harmon Creek Coal Corporation for the furnishing of Nut coal and Egg coal to heat the Washington County Courthouse, Jail, and the Washington County Home and Hospital for Men; they being the lowest responsible bidder. However, the Harmon Creek Coal Corporation did not submit an analysis of Lump coal as required with its bid for the Washington County Home for Aged Women; therefore bid for the furnishing of Lump coal for heating the Washington County Home for Aged Women was awarded to Judson Wiley & Sons; they being the lowest responsible bidder, for Lump coal. Mr. Louis I. Quail, Director of the Bureau of Elections, submitted the , following report to the Board: Summary of summer work completed: We have completed all of the field work in redistricting,the following election districts: Somerset Township, South Strabane Township 4th Precinct, and Fallowfield Township. These were the election districts that were originally divided by the County Board of E Elections, objections filed, and finally the Court's division of the election districts. BEVEC, JOHN MAZZA, COMMISSIONERS Fallowfield 2 496 democrats 73 republicans 3 other Fallowfield 3 557 democrats 90 republicans 1 other Fallowfield 4 423 democrats 201 republicans 5 other total - 2625 electors Also, in talking with Judge McCune about appointing election officers for the coming November election because of vacancies, the Court will fill the vacancies and wants our assistance in circulating petitions to fill the vacancies. In Fallowfield Township, some of the election officers nominated do not reside in the precinct for which they were nominated Judge McCune would like Mr. Capano to check the law on this and make a recommendation. The consolidation of Washington First Ward Second Precinct and Washington First Ward, First Precinct is complete with the exception of posting some notices; reason for the con- solidation i`s because of the housing project going up in practically the entire area of the Second Precinct. i There are two field projects to complete before the election. Houston Borough has annexe a part of Chartiers Township; there are just a few families involved and it should not take much time. There have been some complaints that a few people in Smith Township have been voting ou of their proper voting places which will be checked and corrected by Mr. Muscaro and Mr Quail Remarks: i i Mr. Debreczeni: We are having Department Heads come before the Board to report on the past summer work with the extra help and how far they are advanced. i Mr. Quail: We have completed the work we began with two townships and one precinc� that was redistricted. We have completed the field work in these areas. Mr. Flynn: Has the Court approved these ? Mr. Quail: Ybt. _ Chairman thanked Mr. Quail for the summary report of the Election Bureau and instructed the Solicitor to comply with the request in regard to persons not residing in the precinct for which they were nominated and to make a recommendation. Mr. Mazza: I request that there be field registration in Hanover Township in the First Legislative District and also in Bentleyville Borough. Mr. Quail: This must be advertised ten days in advance. Mr. Mazza: There is a deadline we must meet and we must comply with the law. i Mr. Flynn: This will be under the same schedule. Moved by Mr. Mazza, seconded by Mr. Bevec, that voter field registrations be authorized for Hanover Township and Bentleyville Borough, providing arrangements can be made in accordance with the law between now and the registration deadline of September 13, 1965. BEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that the Courthouse be closed Friday, September 3, 1965, at 4:00 p. m. and remain closed until Tuesday, Sept- ember 7, 1965, at 9:00 a. m. , in observance of the Labor Day holiday. Mr. Capano: We have reached an agreement with Tri-State Aviation, Inc. , as to term I of the lease for construction of a new hangar at the Washington County Airport, and it is necessary that we adopt a resolution at this time; lease will be subject to the approval of the Court. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Resolu- tion be adopted: RESOLUTION WHEREAS, Washington County owns and operates a public, general aviation facilities known as the Washington County Airport; and WHEREAS, the Tri-State Aviation, Incorporated, of Washington, Penn- sylvania, desires to lease from the Washington County Airport, a tract of land com- prising an area of 20, 000 square feet, to construct a new hangar and operate aviation facilities, at the Airport, for a term of 20 years with the privilege of re-newing the lease for an additional 10 years on the same terms and conditions, WHEREAS, Tri-State Aviation, Incorporated, has offered to pay rental at the rate of six cents ($0. 06) per square foot per year or a rental of $100. 00 per month during the term; and WHEREAS, the Board of County Commissioners, after a careful study of Airport operations in other counties, believe the offer of Tri-State Aviation, Incorporated, to be advantageous to the future greater development of the Airport facilities and the rental in keeping with the general standards and rates of Airport rental; THEREFORE, BE IT RESOLVED by the Board of County Commissioners to lease and grant to the Tri-State Aviation, Incorporated, a tract of land comprising an area of 20, 000 square feet, to be staked out by the County Surveyor, for a term of 20 years with the renewal privilege of 10 additional years, at a rental of six cents ($0. 06) per square feet per year and hereby authorizes the County Solicitor to prepare leases, conformity to the general standards and regulations of county-owned Airports; and BE IT FURTHER RESOLVED, that the Board of County Commissioners be authorized to execute the said lease, subject to the approval by the Court of the said lease. Mattern and Associates, Electrical Engineers of Greensburg, Pennsylvania, to make a study of the electrical service and distribution system and to make recommenda- tions, and to prepare plans and specifications for an electrical system that would take adequate care of the present and future needs of the County.
