MICHAEL R. FLYNN, JOHN P. BEVEC, JOHN MAZZA, COMMISSIONERS
Mr. Flynn explained the policy adopted by the Board of Commissioners on
the awarding of contracts; bids are opened in accordance with advertisement, at the desig-
nated date and hour, contracts awarded one week later, giving the Solicitor and Purchasin
Agent an opportunity to review all bids received.
Moved by Mr. Bevec, seconded by Mr. Mazza, that all bids be tabled until a
tabulation can be made by the Solicitor and Purchasing Agent. Contract to be awarded on
Thursday, September, 9, 1965, at 10:00 a.m. , or shortly thereafter.

Motion carried unanimously.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the meeting adjourn.

Board of County Commissioners met in regular session with the following
members being present: Commissioners Bevec and Mazza. Also present being Chief

Clerk Debreczeni, Jr. , Solicitor Capano, Purchasing Agent Kittridge, Mr. Basich of the
Washington County Planning Commission and Reporter Robertson, Absent being Commis-
sioner Flynn, who is on vacation.
Meeting called to order by Acting Chairman Bevec and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr, Flynn - Absent.
Mr. Sittler of the Taxpayers' Association entered the meeting.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 100, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 100
be approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Old Business:
Awarding of bids for the printing and delivering to the Election Bureau of the
County Commissioners the necessary ballots, and election supplies required for the conduct
of the Municipal General Election to be held Tuesday, November 2, 1965, and the deliveri

of ballot boxes with election supplies to the Judges of Election for the approximately one
hundred ninety five (195) precincts. The bids submitted (one bid received in each category
having been reviewed, tabulated, and recommended to the Board by the Solicitor and
Purchasing Agent.
Moved by Mr. Mazza, seconded by Mr. ,Bevec, that the contract for the
printing and delivering of the necessary ballots to the Office of the County Commissioners
for the conduct of the Municipal General Election to be held .Tuesday, November 2, 1965,
be awarded to the MONONGAHELA PUBLISHING COMPANY, Monongahela, Pennsylvania
and the WARD PRINTING COMPANY, Washington, Pennsylvania, for the prices set forth
in their joint bid; this being the lowest responsible and only bid received and being in
accord with our specifications.

Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
furnishing and delivering to the Office of the County Commissioners, election supplies to
include computing books, tally sheets, general return sheets, envelopes, numbered lists
of voters, voters' certificates, Election Officers' Manuals, etc. , required for use at the
Municipal General Election to be held Tuesday, November 2, 1965, be awarded to the
WILLIAM G. JOHNSTON COMPANY, P. O. Box 6759, Pittsburgh, Pennsylvania 15212,
for the total sum of $2, 050. 00; this being the lowest responsible and only bid received
and being in accord with our specifications.

Mr. Mazza - Yes; Mr. Bevec - Yes.

Moved by Mr, Mazza, seconded by Mr. Bevec, that the contract for the
delivering of ballot boxes containing election supplies to the Judges of Election for the
approximately one hundred ninety-five (195) precincts of Washington County for the Muni-
cipal General Election to be held Tuesday, November 2, 1965, be awarded ,to EARL
RIGGLE, R. D.. 4, Box 230, Washington, Pennsylvania and T. M. BEDILLION, R. D. 4,
Box 217, Washington, Pennsylvania; this being a joint bid for the total• sum of $1, 200. 00.
This being the lowest responsible and only bid received and being in accord with our
specifications.

Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation as submitted by Mary
Ruth Miller, Attendant I at the Washington County Home for Aged Women, be accepted.

Appointments: None
Chief Clerk presented various tax refunds to the Board for approval; said
refunds having been approved by the County Treasurer, Tax Assessment Office, and the
County Solicitor.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplication or
f overpayment of real estate tax.
1. Phillips, Paul Delmont and Ethel Geraldine, 411 Locust Avenue, Houston,
Pennsylvania. Tax in the amount of $3. 99 was paid on June 9, 1965,
tax in the amount of $51. 07 was paid on June 29, 1965; total tax paid
$55. 06. Tax Adjustment No. 2 reduced assessed valuation to $3840. and
tax to $51. 07 Net, making a refund due in the amount of $3. 99 to Paul
Delmont and Ethel Geraldine Phillips.
2, McCreight, George W. and Martha c/o First Federal Savings and Loan
Association of Pittsburgh, South Park Office, 5259 Library Road at
Baptist, Bethel Park, Pennsylvania 15102. Tax in the amount of $47. 35
Net was paid on July 29, 1965. Tax Adjustment No. 45 reduced assessed
valuation to $3260. and tax to $43. 36 Net, making a refund due in the
amount of $3. 99 to First Federal Savings and Loan Association of Pitts-
burgh.
3. Sarracino, Fred and Sandra, R. D. 3, Box 25B, Burgettstown, Pennsyl-
vania. Tax in the amount of $58. 12 Net was paid on July 30, 1965.
Tax Adjustment No. 49 reduced assessed valuation to $4030. and tax to
$53. 60, making a refund due in the amount of $4. 52 to Fred and Sandra
Sarracino.
4. Sedlak, Andrew T. and Anna Mae, Josephine Street, Slovan, Pennsylvania
Tax in the amount of $0. 66 was paid on June 11, 1965 and tax in the
amount of $57. 39 was paid on July 21, 1965, total tax paid $58. 05. Tax
Adjustment No. Z550 reduced assessed valuation to $3885. and tax to
$51.6-7 Net, making a refund due in the amount of $6. 38 to Andrew T. I
and Anna Mae Sedlak,
