BEVEC, JOHN MAZZA, COMMISSIONERS NO. 102 Office of the County Commissioners Washington, Pa. , September 16, 1965 Board of County Commissioners met in• regular session in-the Public Meeting Room of the Courthouse (due to the renovation taking place in the regular meeting room of the Washington County Commissioners) with the following members being present: Commissioners Bevec and Mazza. Also present being Chief Clerk Debreczeni, Jr. , Solicitor Capano, Mr. Basich of the Washington County Planning Commission and Reporter Robertson. Absent being Commissioner Flynn, who is on vacation. Meeting called to order by Acting Chairman Bevec and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Absent. Chairman asked if there were any corrections, additions or omissions to Minute No. 101, each Commissioner having received a copy. Moved by Mr. Mazza, seconded by Mr. Bevec, that .Minute No. 101 be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously.. Old Business: Mr. Mazza inquired of Solicitor Capano as to what progress had been made on the signing of the Airport lease. Mr. Capano replied he had just received the plan to get the necessary description for insertion and that the lease would probably be ready next week. Chief Clerk read letter of resignation submitted by Christine Marcantonio, Clerk in the Tax Assessment Office. Moved by Mr. Mazza, seconded by Mr. Bevec, that the resignation as submitted by Christine Marcantonio, Clerk in the Tax Assessment Office, be accepted; this action to be effective September 17,. 1965. Roll call vote taken: Mr. Mazza - Yes; Mr._ Bevec - Yes. Motion carried unanimously. Chief Clerk presented two tax refunds to the Board for approval; said re- funds having been approved by the County Treasurers Tax Assessment Office, and the County Solicitor. 1. Cianelli, Nick, North Strabane Township, 320 Thornwood Drive, Canonsburg, Pennsylvania. Tax in the amount of $24. 60 was paid on July 31, 1965. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS valuation to $1550, and tax to $20. 61 Net, making a refund due in the amount of $3. 99 to Nick Cianelli. 2. Altmans, Inc. , Canonsburg Sect Ward, c/o Attorney Frank Roney, 63 South Main Street, Washington, Pennsylvania. Tax in the amount of $39. 90 was paid on June 30, 1965, and payment was duplicated on July 7, 1965, making a refund due in the amount of $396 90 to Altmans, Inc. , c/o Attorney Frank Roney. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare the above tax refunds due to either duplication or over- payment of real estate tax. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. 1 Motion carried unanimously. Chief Clerk read letter received from the Washington County Historical Society, under date of September 14, 1965, signed by Florence S. McIlvaine, Secretary- Treasurer, expressing sincere thanks for the 1965 appropriation in the amount of $800. 00 ` that was allocated by Washington County. Letter stated this appropriation has always been placed in the Society's general fund and not in a particular account. Therefore, the Society is unable to comply with request for an itemized accounting showing the manner in which the money was expended. Letter mentioned two items for the year 1964 which I seemed to warrant the use of the 1964 appropriation: general repairs to LeMoyne House $308. 54 and the insurance for the same year in all its phases totaled $352. 05 for a total of $660. 59. Recently, it was necessary to paint the exterior woodwork of LeMoyne House; the 1965 appropriation enabled the prompt payment of the bill in the amount of $900. 00. Members of the Board of Commissioners were in agreement that this was an acceptable accounting of expenditures. Chief Clerk informed the Board that Mrs. Louis Baker of Beallsville, had requested permission to fly the 4-H Club Flag with the United States Flag in front of the Courthouse during National 4-H Club Week which begins September 25, 1965 and ends October 2, 1965. Chief Clerk was instructed to check with the various United States Service Departments to see if this procedure is proper; if so, permission will be granted. j Chief Clerk presented the revised application for County Aid resubmitted by Peters Township for the necessary signatures. Moved by Mr. Mazza, seconded by Mr. Bevec, that the revised application resubmitted by Peters Township, be approved; contingent on approval by the Department of Highways. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. 4`70 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS --got- Letter under date of September 11, 1965, was received from the Washington County Association of Township Officials (supervisors), signed by Jospph S. Vlcek, Secre- tary-treasurer, requesting their appropriation for the year .1965 1 for their annual convention in the amount of $150. 00. The sum of $100. 00 was received last year with the under- standing that the additional $25. 00 would be added on to this year's appropriation ($125. 00) for a total of $150. 00. Moved by Mr. Mazza, seconded by Mr. Bevec, that the appropriation for the year 1965 in the amount of $150. 00 to the Washington County Association of Township Officials (supervisors), be approved for payment. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following report submitted by the Grand Jury be accepted and made a part of the record. Office of District Attorney Washington County, Pennsylvania Washington, Pennsylvania Harold V. Fergus, September 13, 1965 District Attorney TO THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON COUNTY, PENNA. General The Grand Jury has considered all of the cases presented to it. It concurs with the recommendations of previous Grand Juries that the Grand Jury be scheduled to sit for five days rather than four. The Grand Jury toured the County Home for Women and the Washington County Jail. The recommendations of the Grand Jury are: County Home for Women The Grand Jury understands that the County Home for Women has been greatly improved in the past two years. It seems to be a comfortable, cheerful place and the residents seem to be receiving excellent care. The food was excellent and in substantial quantity. The Grand Jury feels that the building is an old one and should be regarded as a potential hazard because of its age. The Grand Jury recommends that is space is available, sepa- rate closets should be provided for the inmates. Presently many of the residents have to keep their personal belongings around their beds. The Grand Jury also recommends that there be more toilet facilities, at the present time there is only one toilet for each floor. Finally, the Grand Jury recommends that more space be provided in the future for the County and in this recommendation understands that a new building is scheduled to be built and heartily recommends that this new building be proceeded with as fast as possible. County Jail The Grand Jury concurs with the recommendations made by previous Grand Juries. We join with those Grand Juries in commending Warden Feconda for doing a fine job with the facilities available to him. However, we have the following recommendations to make: Better ventilation should be provided for the prisoners. In addition, the recreation and exercise space at present is severely limited and consideration should be given for pro- viding more and better space in the futurg. The Grand Jury feels that prisoners cannot' be properly rehabilitated with the rehabilitation facilities that are presently available. BEVEC, JOHN MAZZA, COMMISSIONERS The Grand Jury wishes to state that it was highlay impressed by the members of the Pennsylvania State Police who appeared before it. They were uniformly able, dedicated, and presented testimony that was obviously truthful and unbiased. All of them demonstra- ted competence and a workmanlike approach to their duties. Pennsylvania can be proud of such a fine force. Miscellaneous The Grand Jury feels, especially the ladies, that the restroom facilities for the public on the second floor of the Courthouse, which are the only ones available to the members oft e Grand Jury leave something to be desired. They seem to be too small in the fittings and facilities seem to be very drab. The Grand Jury recommends that some renovation be made in the restrooms of the Courthouse on the second floor. New Business: Deputy Controller Whalen entered the meeting at this time to report the following: He is working on the projection of the balances in the various departmental accounts for the year; currently $600, 000 General Fund money is invested in Short-Term Treasury Bills, $200, 000 of this matures September 16, 1965. Mr. Bevec: Should we re-invest that? Mr. Whalen: I am working on this. $400, 000 matures October 14, 1965; in the Sinking Fund Account we have $200, 000 invested; $100, 000 matures October 14, 1965 and $100, 000 matures November 25, 1965. We have just invested $50, 000 in the Capital Reserve Account on a 60-Day basis; exclusive of this $50, 000 our earnings to date on Short-Term investments are $6, 848. 61. Current investments amount to $850, 000 of the General Fund monies in three different accounts. There is $55, 000 invested in Treasury Bills in the Retirement Fund, this matures September 16, 1965. i Mr. Mazza: All of our Notes are paid off? Mr. Whalen: All Notes are paid. All bonded indebtedness is paid up to date. Of course, your Sinking Fund Account is self-supporting; all bonded indebtedness whether it is retirement obligation or interest is paid out of this fund. A short discussion pertaining to anticipated revenue and departmental expendi- tures for the remainder of the year from a budgetary standpoint was held; revenues are exceeding budget expectations.
