Office of the County Commissioners
Washington, Pa. , September 23, 1965
Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Chief Clerk Debreczeni, Jr. , Solicitor Capano, Controller Elish, Mr. Basich of the Wash-
ington County Planning Commission, Mr. Sittler of the Taxpayers' Association and Report-
er Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 102, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 102
be approved as read.
Roll call vote taken:
Mr,, Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Old Business:
Locating a place to house the County-owned fire truck at the Washington
County Airport was discussed briefly; a suitable housing place is still being sought.
Appointment:
Moved by Mr. Bevec, seconded by Mr. Mazza, that George Semian be
appointed as a Stationary Fireman in the Boiler Room; this action to be effective
September 13, 1965. Mr. Semian is replacing Manuel Garcia.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Chief Clerk presented the following written requests for budget allocations
received from the following:
(a) Law Library Committee, under date of September 22, 1965, signed
by John C. Pettit, Secretary - $4, 000. 00.
(b) Washington-Greene County Tourist Promotion Agency, under date of
September 16, 1965 - signed by Harry R. Sutherland, Jr. , Executive
Director - 1965 Fourth Quarter Allocation - $3, 344. 00.
(c) Southwestern Pennsylvania Regional Planning Commission, under date
of September 21, 1965, signed by S. J. Irvine, Jr. , Chairman -
Third and Final Payment, $4, 300. 00. (The County's 1965 proportionate
share was $11, 446. 50).

Moved by Mr. Bevec, seconded by Mr. Mazza, that the following Budget
Appropriations for the year 1965 be approved for payment.
Law Library $4, 000. 00
Washington-Greene County
Tourist Promotion Agency $3, 344. 00
Southwestern Pennsylvania
Regional Planning Commission $4, 300. 00

Chief Clerk submitted to the Board a Report on Audit of the Liquid Fuels Tax
Fund administered by the Commissioners of Washington County for the period January 1,
1964 to December 31, 1964, received from the Auditor General's Office for review. Said
report recommended that the Liquid Fuels Tax Fund reimburse the overpayment received
from the General Fund in the amount of $43. 50 (voucher has been prepared) and also state
that the Fund would have increased materially had the provisions of Act No. 43 approved
May 6, 1959 been followed which provides for temporary investment of special funds in
interest bearing accounts or United States Treasury short-term securities. The Board made
note that money from other accounts such as the General Fund, Sinking Fund, Etc. , has
been invested in this manner; however, this will not be done with the Liquid Fuels Tax
Fund at the present because of various commitments to the State Department, county aid
grants to the various municipalities, completion of various projects, etc. Perhaps the
first of the year is probably the best time to make such investments from the Liquid Fuel

Tax Fund.
Reference was made to a recent newspaper article, the information having been !
submitted by the County Controller, stating the possibility that the County would have a
large financial surplus for the year 1965. Mr. Elish replied that the figures had been
determined as of the date that the article appeared. In the discussion that followed, it
was learned (Deputy Controller Whalen entered the meeting) that articles of this nature are
sometimes misinterpreted by the general public who immediately, upon reading, think they
is over-taxation or this is the time to request a grant of some kind, often unaware that
out of any financial surplus, funds must be provided for such long range projection planning
as-the proposed new County Home and Hospital, Chartiers Creek Flood Control, Wheeling
Creek Watershed, etc. We must be more specific in the future whenever articles relating
to the financial situation of the County are released for publication.
Mr. Capano informed the Board that the Airport Lease was ready for signature
and the filing of the petition is in Court.

Mr. Bevec inquired about the precinct divisions and was informed by Mr.
Capano they are finished but the Judge of Election Boards must be appointed for the comingr
election; working on Fallowfield.
In view of the fact that the companies that were awarded the contracts for
furnishing and delivering the coal to heat the Courthouse, Jail, and Washington County
Homes for Men and Women for the 1965-1966 season, are responsible companies (Judson
Wiley & Sons and the Harmon Creek Coal Corporation) and the contracts will not be
finalized until possibly next April or May, the Controller's Office recommended to the
Board that the certified checks (4) submitted in the. amount of 10% of the total amount of
the bid - $1, 451. 00 by each company, be returned to the successful bidders.
Mr. Flynn: Has this been a practice in the past?

Mr. Elish: No; we always retained them.
Mr. Mazza: Are you sure we are not setting a precedent?
Mr. Capano: There is only one disadvantage, and that is, if it does not come up to the
contract requirements; but with this type of contract where you pay on a current basis,
you still have recourse, you are not actually losing anything..
Moved by Mr. Mazza, seconded by Mr. Bevec, that the certified checks
submitted by Judson Wiley & Sons and the Harmon Creek Coal Corporation, successful
bidders for the furnishing and delivering of coal for the 1965-1966 season be returned;
said companies being responsible and in accordance with recommendation made by the
Controller's Office.

Mr. Sittler: What is the status of Canton Township's position in reference to their shay
of the Chartiers Creek Flood Control Project.
Mr. Flynn: They did pay the County $10, 000. 00 recently; they still owe $40, 000. 00.
Mr. Sittler: What is the status of the Food Stamp Program?
Mr. Flynn: Huntingdon County is in first position, Washington County is in second
position. Should Huntingdon County turn the program down for any reason, Washington
County will be in first position and the program will start no later than February of

next year; otherwise, the program will start in May or June of next year - cost to the
County - $23, 000, 00.
Mr. Sittler: What are you spending now per year?
Mr. Flynn: In the Controller's Report: 1963 - $92, 518. 58; 1964 - $70, 753. 33; up to
this point for this year between $50, 000 to $60, 000.
