The Board of County Commissioners met in regular session with the follow-
ing members being present: Commissioners Bevec and Mazza. Also present being:
Chief Clerk Debreczeni, Jr. , Solicitor Capano, Mr. Basich of the Washington County
Planning Commission, Mr. Sittler of the Taxpayers' Association and Reporter Robertson.
Absent being Commissioner Flynn.
Meeting called to order by Acting Chairman Bevec and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Absent.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 104, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 104 be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Old Business:
Awarding the bid for the new service entrance and electrical distribution

system for the Washington County Courthouse. The bids submitted having been reviewed

and tabulated by the Solicitor and Purchasing Agent.
Mr. Capano: The lowest and responsible bid advantageous to the interest of the County
,is Baldwin Electric Company for the sum of $29, 870. 00, and we recommend that this bid
be accepted. <
Mr. Bevec: They are responsible and also a local bidder.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract for the
new service entrance and electrical distribution system for the Washington County Court-
house be awarded to the Baldwin Electric Company, 398 West Chestnut Street, Washington,
Pennsylvania, for the total sum of $29, 870. 00; this being the lowest responsible bid and

being in accord with the specifications of the electrical engineer, G. A. Mattern.
Remarks:
Mr. Bevec: There will be a performance bond provided?
Mr. Capano: The bond they filed now will be substituted with the performance bond
in accordance with the specifications of the electrical engineer.
Mr. Mazza: I believe the engineer had estimated approximate cost at $44, 000. 00.
Mr. Sittler: How much do you have budgeted?
Mr. Bevec: This is coming out of Capital Improvement. The new electrical distri-
bution system is the result of the fire earlier this year; necessary to equip the Courthous
with electrical power to eliminate possible hazards resulting from faulty wiring and prepare
for air conditioning and heating if desired.
Mr, Sittler: This is just the main wiring.
Mr. Capano: Yes, this is the first phase, this is for future planning.

Appointment:
Moved by Mr. Mazza, seconded by Mr. Bevec, that Albert Sape be appointed as
a Stationary Fireman at the Washington County Home for Aged Women; this action to be
effective October 1, 1965. Mr. Sape is a replacement.

Chief Clerk presented various tax refunds to the Board for approval; said refund
having been approved by the County Treasurer, Tax Assessment Office, and County
Solicitor.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office
be authorized to prepare the following tax refunds, due to either duplication or overpay-
ment of real estate tax.
1, Elliott, Richard and Lucy of New Eagle Borough. Tax was paid on June 30,
1965, by Mr. Elliott and payment was duplicated on August 1, 1965 by the
Franklin Federal Savings and Loan of Pittsburgh, Pennsylvania, making a
refund due in the amount of $21. 94 to the Franklin Federal Savings and Loa
Association, 5816 Forbes Avenue, Pittsburgh, Pennsylvania 15217.
2. McBee, Lloyd A. and Edith of Smith Township. Tax in the amount of $51. 0
was paid on August 1, 1965. Tax Adjustment No. 1587 reduced assessed
valuation to $3350. and tax to $44. 55 Net, making a refund due in the amou
of $6. 52 to the Franklin Federal Savings and Loan Association, 5816 Forbes
Avenue, Pittsburgh, Pennsylvania 15217.
3. Harvey, Charles P. and Ruth of North Strabane Township. Tax in the amount
of $6. 58 Net was paid on July 7, 1965, and payment was duplicated on
August 26, 1965, in the amount of $6. 93 Face by First Federal Savings and

Baptist Road, Bethel Park, Pennsylvania 15102.
Mr. John Showalter, Superintendent of the Washington County Home for
Aged Women, entered the meeting.
4. Swaney, Ralph and Ethel, Box 175, Allenport, Pennsylvania 15412. Tax
in the amount of $43. 03 was paid. on June 22, 1965. Tax Adjustment No
848 reduced assessed valuation to $2235. and tax to $29. 73, making a
refund due in the amount of $13. 30 to Ralph and Ethel Swaney.

Mr. Mazza - Yes; Mr. Bevec - Yes.
Motion carried unanimously.
Chief Clerk read letter under date of October 2, 1965, received from Mr.
Charles L. Weaver, Secretary of the Washington County Firemen's Association, Inc. ,
requesting their budget allocation for the year 1965 in the amount of $300. 00. Letter also
stated National Fire Prevention Week is being observed the week of October 3rd through
October 9th. During that week, the County association again has asked the individual
companies in the County to conduct essay contests in the sixth, seventh, and eighth grades
of both public and parochial schools.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the appropriation for
the year 1965 to the Washington County Firemen's Association, Inc. , in the amount of
$300. 00, be approved for payment.

Letter was received from Charles N. Miller, Assistant County Agricultural
Agent, under date of October 1, 1965, expressing Mr. Miller's thanks on behalf of all
the 4-H Club members in Washington County for the arrangements that were made for the
4-H Flag to be flown at the Courthouse during National 4-H Club Week.

Chief Clerk read letter under date of September 21, 1965, received from Mr. ;
Henry M. Pennline, Secretary of the Carroll Township Road District, Board of Supervisors
requesting expenses incurred while attending the 43rd Annual State Convention of Township
Supervisors as a delegate from the Washington County Association; total expenses being in
the amount of $30. 00.

Mr. Debreczeni: Yes.
Mr. Mazza: Do you find this to be in order?
Mr. Debreczeni: Yes, this has been checked and is due Mr. Pennline.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $30. 00 be
paid to Mr. Henry M. Pennline, 120 Taylor Run Road, Monongahela, Pennsylvania, for

coming Municipal General Election to be held Tuesday, November 2, 1965 and that Thurs-
day, October 14, 1965 at 11:00 a. m. , be designated as the date for final approval and/or
hearings on the changes, if any.
