Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplication or over -
payment of real estate tax.
1. Mills, John D. and Marjorie c/o Franklin Federal Savings and Loan
Association, property being located in Canton Township. Tax in the
amount of $7.45 was paid on August 1, 1965 and payment of tax was
duplicated by them into the Sheriff's Sale held on September 3, 1965,
making a refund due in the amount of $7.45 to Franklin Federal
Savings and Loan Association, 5816 Forbes Avenue, Pittsburgh, Penn-
sylvania 15217.
2. Cain, William L. and Sonia L. c/o West End Federal Savings and
Loan Association, property being located in Canton Township. Tax
in the amount of $7.25 Net was paid by the Bank on August 1, 1965,
and payment of tax was also paid by them into the Sheriff Is Sale held
on September 3, 1965, making a refund due in the amount of $7.25
to West End Federal Savings and Loan Association, 500 South Main
Street, Pittsburgh, Pennsylvania 15220.
Roll call vote taken:
Mr. Mazza. - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.

Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Absent; Mr. Bevec - Present; Mr. Flynn - Present. -
Chairman, asked if there were any corrections, additions or omissions
to Minute No. 108, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 108
be approved as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Flynn - Yes.

be appointed as Physician to the Washington County Home and Hospital for Men; this ac
to be effective November 8, 1Q65. Dr, Large is the replacement for Dr. Samuel A.
Ruben, who recently expired.

Chief Clerk presented various .tax refunds to the Board for approval; said
refunds having been approved by the County Treasurer, the Tax Assessment Office, and
the County Solicitor.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Tax Assessment
Office be authorized to prepare the following tax refunds due to either duplication or over-
payment of real estate tax.
1. Fincham, Richard D. and Lorraine H. , of Canonsburg First Ward.
Tax in the amount of $17.95 Net was paid twice on July 21, 1965,
once by property owners and once by Bridgeville Savings and Loan
Association, making a refund due in the amount of $17, 95 to Bridge-
ville Savings and Loan Association, 508 Washington Street, Bridge-
ville, Pennsylvania 15017..
2. Thomas, Robert and Mary Ellen of South Strabane Township. Tax in
the amount of $48.21 Net was paid on August 1, 1965, and payment
was duplicated on August 30, 1965, in the amount of $50.75 Face.
Both payments were made by First Federal of Pittsburgh, making a
refund due in the amount of $50.75 to First Federal Savings and Loan
Association of Pittsburgh, South Park Office, 5259 Library Road at
Baptist, Bethel Park, Pennsylvania 15102.
3. Devos, Inc., of McDonald Borough. Tax in the amount of $464. 83
Net was paid on valuation of $34, 950. on July 27, 1965. Appeal No.
3764 dated September 30, 1965, reduced assessed valuation to $32, 25(
and tax to $428. 92 Net, making a refund due in the amount of $35. 91
to Devos, Inc., 121 Johns Avenue, McDonald, Pennsylvania.
4. Rubis, Fida of Cecil Township.

assessed valuation to $3780. and tax to $50.27 Net, making a refund
due in the amount of $4. 26 to Michael G. and Mary Jane Stefan, R. D.
1, Eighty Four, Pennsylvania.

John Yuhas, County Surveyor, presented another partial payment check in

the amount of $8, 759. 82 from the Commonwealth of Pennsylvania, in connection with its

contribution to the Chartiers Creek Flood Control Project in Canton Township, in the City
of Washington, Pennsylvania; total payments to date: $44, 085. 89. Mr. Yuhas informed the
Board that another check in the amount of $229.38 is expected to be received from the
Commonwealth which will close out the account. Total monies received will be $110.48 in
excess of the contribution originally estimated ($44, 204. 79) as due from the State. Mr.
Yuhas also reported the Plum Run Project would be finished in approximately three weeks.
Mr. Yuhas left the meeting.

RESOLUTION OF THE BOARD OF COMMISSIONERS
OF WASHINGTON APPROVING THE UNDERTAKING
OF ADDITIONAL SURVEYS AND PLANS FOR
THE CHARLEROI CENTRAL CITY

URBAN RENEWAL AREA
WHEREAS, under Title I of the Housing Act of 1949, as amended, (herein re-
ferred to as "Title I") the Housing and Home Finance Administrator is authorized to extend
financial assistance to local public agencies in the elimination and prevention of the spread
of their slums and urban blight through the planning and undertaking of urban renewal
projects; and
WHEREAS, it is desirable and in the public interest that the Redevelopment
Authority of the County of Washington make surveys and prepare plans, presently estimate(
to cost approximately $189, 210 in order to undertake and carry out an urban renewal pro-
ject of the character contemplated by Section 110 (c) of Title 1, in that area proposed as
an Urban Renewal Area, situated in the Borough of Charleroi, County of Washington, and
State of Pennsylvania, which is described in Exhibit "A" attached,
! NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF THE COUNTY OF WASHINGTON:

1. That the proposed Urban Renewal Area described above is a blighted, deteri-
orated, or deteriorating area appropriate for an urban renewal project and that the under-
taking by the Redevelopment Authority of the County of Washington of surveys and plans for
i an urban renewal project of -the character contemplated by Section 110 (c) of Title I in the
proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is needed to enable the
Redevelopment Authority of -the County of Washington to finance the planning and undertak:
of the proposed Project. ,
3. That it is cognizant, of the conditions that are imposed in the undertaking and
carrying out of urban renewal projects with Federal financial assistance under Title I,
including those relating to (a) the relocation of site occupants, .(b) the provision of local
grants-in-aid, (c) the prohibition of discrimination because of race, color, creed, or
national origin, and (d) the requirement that the locality present to the Housing and Home
Finance Administrator, as a prerequisite to approval of the application described below, a
workable program for community improvement, as set forth in Section 101 (c) of Title I,
for utilizing appropriate public and private resources to eliminate and prevent the develop-
ment or spread of slums and urban blight.
4. That it is the sense of this body (a) that a feasible method for the, relocation
of families and individuals displaced from the Urban Renewal Area, in conformity with
Title I, can be. prepared, and (b) that the local grants-in-aid can and will be provided in
an amount will not be less than one-fourth of the Net Project Cost of the Project and which
together with the Federal capital grant, will be generally equal to the difference between
Gross Project Cost and the proceeds or value of project land sold, leased, or retained for
use in accordance with the Urban Renewal Plan. '

5. That the filing of an application by the Redevelopment Authority of the
County of Washington for an advance of funds from the United States of America to enable
it to defray the cost of surveys and plans for an urban renewal project in the proposed Url
Renewal Area described above is hereby approved.

Fifth Street and the southwesterly right-of-way line of Washington Avenue; THENCE north-
easterly along the northwesterly right-of-way line of Fifth Street to":'the point of intersectio
of said right-of-way line and the northeasterly right-of-way line of McKean Avenue; THENCE,
southeasterly along the northeasterly right-of-way line of McKean Avenue to the point of inter-
section of said right-of-way line and a southeasterly side property line extended of 335

journal of proceedings of the Board of Commissioners of the County, herein

(2) That the attached resolution is a true and correct copy of the resolution as
finally adopted at a meeting of the Governing Body held on the 4th day of
November, 1965, and duly recorded in his office.
(3) That said meeting was duly convened and held in all respects in accordance
with law and to the extent required by law due and proper notice of such
meeting was given; that a legal quorum was present throughout the meeting,
and a legally sufficient number of members of the Governing Body voted in
the proper manner and for the adoption of said resolution; and all other re-
quirements and proceedings under law incident to the proper adoption or
passage of said resolution, have been duly fulfilled, carried out, and other-
wise observed.,
