BEVEC, JOHN MAZZA, COMMISSIONERS 1 1 Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously with Mr. Umstead leaving the meeting. Chairman informed the Board of a request that had been submitted by Mrs Carolyn Stevens, Secretary in the County Engineer's Office, made by Roscoe Borough in reference to their County Aid Applicatt6n which was turned down by the State Highway Department, due to the fact that their project was not performed in accordance with the State Highway Department's legal proceedings; the Council of Roscoe Borough wishes to know if this amount which has been allotted to them for this year ($500. 00) can be carried over to next year and be an addition to the amount they will be allotted in 1966. Moved by Mr. Bevec, seconded by Mr. Flynn, that since the project submitted by the Borough of Roscoe was disapproved by the State Highway Department, that this allotment in the amount of Five Hundred ($500. 00) Dollars allocated for ,the year 1965 be carried over until 1966 for the Borough of Roscoe. Tax in the amount of $65.97 Net was paid on $4960. valuation on July 26, 1965 (on house and lot 69 part 67) showilq a duplicate payment of tax on Lot and part lot, making a refund due in the amount of $5.39 to Chester G. and Laura Lesniakowski, 219 Smithfield Street Canonsburg, Pennsylvania. 2. D. 1, Scenery Hill, Pennsylvania. Following refund due to the payment of real estate tax upon Freeport Coal assessed in error. 3. Artmore Inc., property being located in Donegal Township, assessed as 262.4 acres coal. Tax in the amount of $30.49 was paid on assessed valuation of $2620. on July 31, 1963. Correction slip dated September 14, 1964, removed the assessment from the records, making a refund ' due in the amount of $30.49 to Artmore, Inc., 86 East Chestnut Street, Washington, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk: At a previous meeting the Board appointed a representative as a farmer -member to serve on the Soil Conservation Board of District Directors; a County Commissioner must also be appointed as a member to said Board. Moved by Mr. Mazza, seconded by Mr. Flynn, that Michael R. Flynn, Chairman of the Board, be re -appointed as the Commissioner member of the Washington County Soil Conservation District. This appointment being made for a one-year term, comment January 1, 1966. Roll call vote taken: Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Chief Clerk read letter under date of November 13, 1965, received from the Greene County Commissioners stating their- appreciation for the cooperation of the Wash- ington County Commission ers in permitting the Greene County Driver Improvement School to be held in connection with our Driver Improvement School. A check in the amount of $200.00 was enclosed as a contribution toward the cost of operating the 1965 Driver Im- provement School. Receipt of the contribution will be acknowledged in a letter of thanks to the Greene County Commissioners. In accordance with the recommendation of Mr. John F. Cromwell, Director of the Washington County Planning Commission that Mr. Thomas Clark, Forest Land Management Company, Morgantown, West Virginia, be retained for the purpose of appraising the value of the marketable timber on certain tracts of land situate in Cross Creek and Hopewell in 502 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA ,MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Washington County, it is hereby moved by Mr. Mazza, seconded by Mr. Flynn, that said Thomas Clark be retained to make such appraisements in accordance with the following rates as scheduled - at the rate of six ($6.00) dollars per hour plus expenses. As for expenses to be paid at the rate of ten ($.10) cents per car mile plus lodging and meals in case he is required to stay overnight in Washington, Pennsylvania, and in the event that hi services are needed to appear in Court on behalf of Washington County, that he be paid at the rate of $50.00 per day, or any part thereof plus expenses. Schraff, Assistant Director of the Washington County Planning Commission, be accepted; this action to be effective January 15, 1965. New Business: New Juvenile Detention Home Mr. Capano: For some time the County has been trying to find a suitable place wit going into construction and have been confronted with various difficulties such as zoning regulations, lack of homes being found to conform with state regulations and other; there- fore the County is being compelled to build a Detention Home in accordance with the re- quirements of the State. At the present time, we have a verbal agreement only for two years with the Washington Company (and we are approaching that time) occupancy at the present Juvenile Detention Home until such time as a new Home is available. They have been very good and generous in allowing us occupancy. Mr. Mazza: The present owners have been pretty generous. It's going on two years and actually we've been worried about this situation. As our Solicitor pointed out, we had made contacts in South Strabane Township and due to zoning ordinances, it has been ruled out and also in the City of Washington; now to me this is an emergency, and we've got to take action as soon as possible. Moved by Mr. Mazza, seconded by Mr. Flynn, that the Board of Wash- ington County Commissioners enter into an agreement with Joseph F. Bontempo and Associates, Registered Architects, P.O. Box 111, Rochester, Pennsylvania, for the pur- )ose of drafting plan, and construction of a new Juvenile Detention Home and that the L 1 following resolution be adopted and made a part of the minutes. i MINUTE BOOK 53 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS1 Fj RESOLUTION WHEREAS, the land and buildings whereon the Juvenile Detention Home is situated has been sold to the Washington Company; WHEREAS, the Board of Washington County Commissioners, for the past several years have been attempting to purchase a suitable Home which would comply with State regulations; WHEREAS, the County Commissioners have been unsuccessful in their efforts to purchase a suitable Home due to zoning regulations and no homes being found to con- form with State regulations; WHEREAS, a Juvenile Detention Home is a necessity and required by State regulations; and the only solution to this problem is for Washington County to build said Home on County -owned property; THEREFORE, Be it resolved that the Board of County Commissioners do hereby retain the firm of Joseph F. Bontempo and Associates, Registered Architects, to prepare plans for a new Juvenile Detention Home and be authorized to enter into a Contr with Joseph F. Bontempo and Associates for said services. Remarks: Mr. Robertson: Where will the new Detention Home be located? Mr. Flynn: The same tract of land where the proposed new County Home and Hospital will be located.
