Motion carried unanimously with Mr. Umstead leaving the meeting.
Chairman informed the Board of a request that had been submitted by Mrs
Carolyn Stevens, Secretary in the County Engineer's Office, made by Roscoe Borough in
reference to their County Aid Applicatt6n which was turned down by the State Highway
Department, due to the fact that their project was not performed in accordance with the
State Highway Department's legal proceedings; the Council of Roscoe Borough wishes to
know if this amount which has been allotted to them for this year ($500. 00) can be carried
over to next year and be an addition to the amount they will be allotted in 1966.
Moved by Mr. Bevec, seconded by Mr. Flynn, that since the project
submitted by the Borough of Roscoe was disapproved by the State Highway Department,
that this allotment in the amount of Five Hundred ($500. 00) Dollars allocated for ,the year
1965 be carried over until 1966 for the Borough of Roscoe.

members being present: Commissioners Flynn and Mazza. Also present being Chief
Clerk Debreczeni, Jr., Solicitor Capano, Mr. Basich of the Washington County Planning
Commission and Reporter Robertson. Absent being Commissioner Bevec, who is repre-
senting Washington County at a Port Authority meeting in Pittsburgh, Pennsylvania.
Meeting called to order by Chairman and roll call taken:

Chairman asked if there were any corrections, additions or omissions to
Minute No. 109, each Commissioner having received a copy.

1. Lesniakowski, Chester G. and Laura of Canonsburg First Ward - 1965 Assess-
ment. Tax in the amount of $5.39 Net was paid on July 24, 1965, in the
amount of $5.39 (on Lot 69 part 67). Tax in the amount of $65.97 Net was
paid on $4960. valuation on July 26, 1965 (on house and lot 69 part 67) showilq
a duplicate payment of tax on Lot and part lot, making a refund due in the
amount of $5.39 to Chester G. and Laura Lesniakowski, 219 Smithfield Street
Canonsburg, Pennsylvania.
2. Hurley, Michael and Alberta, R. D. 1, Scenery Hill, Pennsylvania. 1962
County Tax assessment. Property being located in North Bethlehem Townshif
Tax in the amount of $12. 10 Net was paid on August 1,'- 1962. Tax Adjust-
ment No. 2094 reduced assessed vlauation to $200 occupation and $450. real
estate and tax to $7. 56 Net, making a refund due in the amount of $4. 54 to
Michael and Alberta Hurley, R. D. 1, Scenery Hill, Pennsylvania.
Following refund due to the payment of real estate tax upon Freeport Coal
assessed in error.
3. Artmore Inc., property being located in Donegal Township, assessed as 262.4
acres coal. Tax in the amount of $30.49 was paid on assessed valuation of
$2620. on July 31, 1963. Correction slip dated September 14, 1964, removed
the assessment from the records, making a refund ' due in the amount of
$30.49 to Artmore, Inc., 86 East Chestnut Street, Washington, Pennsylvania.

Chief Clerk:
At a previous meeting the Board appointed a representative as a farmer -member
to serve on the Soil Conservation Board of District Directors; a County Commissioner
must also be appointed as a member to said Board.
Moved by Mr. Mazza, seconded by Mr. Flynn, that Michael R. Flynn, Chairman
of the Board, be re -appointed as the Commissioner member of the Washington County
Soil Conservation District. This appointment being made for a one-year term, comment
January 1, 1966.

Chief Clerk read letter under date of November 13, 1965, received from the
Greene County Commissioners stating their- appreciation for the cooperation of the Wash-
ington County Commission ers in permitting the Greene County Driver Improvement School
to be held in connection with our Driver Improvement School. A check in the amount of
$200.00 was enclosed as a contribution toward the cost of operating the 1965 Driver Im-
provement School. Receipt of the contribution will be acknowledged in a letter of thanks
to the Greene County Commissioners.
In accordance with the recommendation of Mr. John F. Cromwell, Director of the
Washington County Planning Commission that Mr. Thomas Clark, Forest Land Management
Company, Morgantown, West Virginia, be retained for the purpose of appraising the value
of the marketable timber on certain tracts of land situate in Cross Creek and Hopewell in

Washington County, it is hereby moved by Mr. Mazza, seconded by Mr. Flynn, that said
Thomas Clark be retained to make such appraisements in accordance with the following
rates as
scheduled - at
the rate of six ($6.00) dollars per hour
plus expenses. As for
expenses
to be paid at
the rate of ten ($.10) cents per car mile
plus lodging and meals in
case he
is required to
stay overnight in Washington, Pennsylvania, and in the event that hi

New Business: New Juvenile Detention Home
Mr. Capano: For
some time the
County has
been trying
to find a suitable
place wit
going into construction
and have been
confronted
with various
difficulties such
as zoning
regulations, lack of homes being found to conform with state regulations and other; there-
fore the County is being compelled to build a Detention Home in accordance with the re-
quirements of the State. At the present time, we have a verbal agreement only for two
years with the Washington Company (and we are approaching that time) occupancy at the
present Juvenile Detention Home until such time as a new Home is available. They have
been very good and generous in allowing us occupancy.
Mr. Mazza: The present owners have been pretty generous. It's going on two years
and actually we've been worried about this situation. As our Solicitor pointed out, we had
made contacts in South Strabane Township and due to zoning ordinances, it has been ruled
out and also in the City of Washington; now to me this is an emergency, and we've got to
take action as soon as possible.
Moved by Mr. Mazza, seconded by Mr. Flynn, that the Board of Wash-
ington County Commissioners enter into an agreement with Joseph F. Bontempo and
Associates, Registered Architects, P.O. Box 111, Rochester, Pennsylvania, for the pur-
)ose of drafting plan, and construction of a new Juvenile Detention Home and that the

RESOLUTION
WHEREAS, the land and buildings whereon the Juvenile Detention Home is
situated has been sold to the Washington Company;
WHEREAS, the Board of Washington County Commissioners, for the past
several years have been attempting to purchase a suitable Home which would comply with
State regulations;
WHEREAS, the County Commissioners have been unsuccessful in their efforts
to purchase a suitable Home due to zoning regulations and no homes being found to con-
form with State regulations;
WHEREAS, a Juvenile Detention Home is a necessity and required by State
regulations; and the only solution to this problem is for Washington County to build said
Home on County -owned property;
THEREFORE, Be it resolved that the Board of County Commissioners do
hereby retain the firm of Joseph F. Bontempo and Associates, Registered Architects, to
prepare plans for a new Juvenile Detention Home and be authorized to enter into a Contr
with Joseph F. Bontempo and Associates for said services.

to an enemy who is even now killing American
fighting men in his attempt to subvert and con-
quer a brave ally, and

the overwhelming majority of the American

CITY OF MONONGAHELA, a Municipal Corporation created and existing under the laws of
the Commonwealth of Pennsylvania, hereinafter called the Party of the First Part,

of BEGINNING, Containing 2,932 Acres, more or less.
BEING a part of the same premises which was conveyed by the
Washington County Tax Claim Bureau to the City of Monongahela, the above named party
of the first part, by deed dated November 19, 1951, and recorded in the Office of the
Recorder of Deeds of Washington County, Pennsylvania, in Deed Book Vol. 812, page 240.
The City of Monongahela does hereby appoint Elizabeth Baker, the
City Clerk, to be its attorney -in -fact for it and in its name and as and for its corporate
act and deed to acknowledge this deed, before any person having authority by the laws of
the Commonwealth of Pennsylvania to take such acknowledgment, to the intent that the sa
may be duly recorded.
This deed is made by and under virtue of a resolution of the
Monongahela City Council, duly passed at a regular meeting thereof held on the
day of , 1965, a full quorum being present, authorizing and directing
the same to be made and done.
The portion of the premises hereinabove described is not being used
for public recreation purposes by the City of Monongahela, therefore, said real estate is
being conveyed to the above named grantee.

WHEREAS, the within described property was sold at a Tax Claim Bureau
Sale to the City of Monongahela on the 13th day of September, 1951, by Deed recorded
on November 19, 1951, in Deed Book Volume 813, Page 240, and
WHEREAS, the said Washington County Tax Claim Bureau, under the provi-
sions of said Acts of Assembly, was duly authorized and permitted to sell the aforesaid
i lots as aforesaid, with the approval of all taxing districts interested therein, and
WHEREAS, the City of Monongahela, Washington County, Pennsylvania, has
agreed to sell and convey the within described property to the Monongahela Lions Club, I]
for the sum of $1.00, which said conveyance is to convey the subject property and to re-
lease the restriction that the premises hereinabove described is to be used for public re-
creation purposes only, and, further, the removal of said restriction is to be made with
the approval and consent of all the Political Sub -divisions of Washington County, to wit,
Washington County, Commissioners of Washington County, Pennsylvania.
NOW, THEREFORE, Be It Resolved that the Washington County Commissioner
do hereby agree to the sale of the above described property by the City of Monongahela to
i the Monongahela Lions Club,
Inc. for the price of $1.00, whereby the property will be
conveyed to said grantee in
fee simple without any restrictions as to its use,
and free,
clear, and discharged of all
tax claims and tax judgments of this district
to the date
hereof.
