The advantages of the Food Stamp Program when extended to Washington C

were discussed (approximate estimated cost and county cost -see Minute No. 98 dated
August 12, 1965; county position and approximate starting date of the Program - se

j Minute No. 103 dated September 23, 1965) and mentioned was the fact that it is a great
i
program; the county would only be contributing to the administration costs; other counties
that have this program are Fayette, Allegheny, Greene, Somerset, and Clearfield.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following resolution
be adopted:
RESOLUTION
! We, the Board of Commissioners of Washington County, have by resolution expressed
.!the desire that the Food Stamp Program be extended to this, county. We shall appropriate
money and shall pay quarterly from county funds, the amounts certified to us as being
obligations to the Department of Public Welfare for 30% of the total non -Federal share of i
the cost of administration of the Food Stamp Program for the county during the fiscal year
1965-1966, for 40% of the amount expended during the fiscal year 1966-1967, and for 50%
of the amount expended during the fiscal year 1967-1968 and thereafter,

Chairman read correspondence from Mr. Eugene P. Foley, Assistant
Secretary and Director of Economic Development, United States Department of Commerce,
Washington, D. C. 20203, under date of November 13, 1965, in reference to the recently
enacted Public Works and Economic Development Act of 1965 (Public Law 89-136) which
provides that areas designated as redevelopment areas under the Area Redevelopment Act
or before March 1, 1965, will remain eligible for participation under the new EDA Progr
at least until an, annual review of eligibility is completed in the late spring of 1966. Wash-
ington County, Pennsylvania, is initially qualified for designation as a redevelopment area
under the new Act. Before any area may be designated, however, it must request such
designation and have approved an Overall Economic Development Program (OEDP). In the
case of areas that were designated under the Area Redevelopment Act, an OEDP approved
under that program may be re -approved to permit early designation of the area under the
new Act. Mr. Foley asked that the Department of Commerce be advised as to whether
the area desires to be designated to participate in the new program; our- letter should
indicate the name of the organization established (or being established) to undertake
economic development planning for the area, provide a brief account of recent activities
and progress under the area's OEDP, and the names of community or area organizations
supporting the designation request.
Letter under date of November 24, 1965, signed by Michael R. Flynn,
Chairman of the Board of Washington County Commissioners and Keery McAmbley,
Chairman of the OEDP Committee, was forwarded to Mr, Eugene P. Foley stating Wash-
ington County wishes to exercise its eligibility for participation in provisions of the Public
Works and Economic Development Act of 1965.
Mr. Mazza: I would like to make a recommendation to you as Chairman of the Board,
that what we should try to do is re -arrange meetings; after all, we are doing a treme
amount of work and
meeting with a
tremendous amount of groups
of people, and outside
our official meetings
the public has
no knowledge of our activities
and I'd like to recom-
mend to you that when the various organizations request a meeting, that they come in on
regular meeting day so that we can get proper coverage with the exception of our executive
sessions. But I certainly would like to see you instruct the Chief Clerk or have the people
get in touch with the Chief Clerk to channel the meetings here on Thursday, because our
meetings have been too routine and I don't think that the people are really getting a full
picture of what this Board is doing.
