Mr. Flynn: They are going to think we are not doing anything.
Mr. Mazza: That's right, and they are entitled to know and the only way they are going
to know is to request these people to come before our official- meeting with their request
or whatever business they have.

I have one
more recommendation to make, we are starting our preliminary
I budget hearings on Monday and I think our Board should start and notify the various
offices that as far as our Board is concerned, that we are definitely going to scrutinize
everything and do everything that .we possibly can to, put economy into effect in high gear
because our aim is to hold this millage the same and start thinking about reducing the

millage in the future. I think all the row offices should be notified to give everyone an
opportunity to activate themselves, now they have been in office long c*h6 kgh to know where
,
I they can cut expenditures and cut down on employees and I think this is very important
as far as our Budget is concerned for the year 1966.

Mr. Bevec: Perhaps you could have a letter sent out to all offices pertaining to this.
Mr. Mazza: Yes, let them know our position.
Mr. Flynn: On November 8, 1965, each appointed and elected office was sent the neces-
sary forms for budgets and we requested they submit their budget request for the fiscal
year 1966 on November 20, 1965 with the preliminary hearings scheduled for Monday, `
December 6, 1965, but your point is very well taken.
Mr. Bevec: This is the earliest that I know of that the budget hearings are beginning;
the sooner we get our budget in order, the sooner ,we can get our statements out and
,
there is a chance we will be getting money in earlier and the possibility not as much
money would have to be borrowed.
There being no further business to come before the Board, moved by Mr. Mazza,
seconded by Mr. Bevec, that the meeting be adjourned.

Chairman asked if there were any corrections, additions or omissions
to Minute No. 111, each Commissioner having -received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 111
be approved as read.

Moved by Mr. Bevec, seconded by Mr. Mazza, that Ruth Fidelman,

Registered Nurse, be appointed as a Registered Nurse at the Washington County Home and
Hospital for Men; this action to be effective December 6, 1965. Mrs. Fidelman is re-
placing Grace Ghrist.

Lavina Beth Green as Domestic Relations Officer by Order of Appointment, be acknowledge)
This action to be effective December 1, 1965.

Chief Clerk presented a Personal Property Tax refund to the Board
for its approval.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment
Office be authorized to prepare the following tax it+efund due to either duplication or over-
payment of personal property tax.
McMullen, Helen P., said refund to cover the duplicate payment of her
1965 Personal Property Tax paid on October 27, 1965. On February 6,
1965, Mrs. McMullen filed her 1965 Personal Property Return and paid
this tax on June 21, 1965. She filed a duplicate return (after moving
to a new address) and paid the duplicate tax on October 27, 1965, ($4.20),
making a refund due in the amount of $4.20 to Helen P. McMullen, 307
Tyler Avenue, Washington, Pennsylvania.

Chief Clerk received letter under date of November 20, 1965, from the
wealth of Pennsylvania, Department of Forests and Waters, Harrisburg, Pennsylvania,
signed by Maurice K. Goddard, informing him of the completion of the Plum Run Steam
Clearance Project, now officially turned over to the County for operation and maintenance.
Enclosures included a sketch showing limits of the project and the principal items of work
performed and instructions for operation and maintenance of stream clearance projects.
Mr. Mazza stated that every effort is being made on the part of the Board to
secure or buy new equipment, the Purchasing Agent has been consulted; if the results are I

not satisfactory, equipment will have to be leased or contracted for the maintenance of
these projects. There have been nine (9) projects to date: Federal - Pike Run Creek -
Granville, California Borough; Burgettstown Fork-Burgettstown, Smith Township; Chartiers
Creek -Washington, Pennsylvania, Canton Township; State: Chartiers Creek -near R. C. A,
Chartiers Township;
McClanes's Run -near R.C.A. , Chartiers
Township;
Raccoon
Creek - {
two sections, one in
Cherry Valley and one in Joffre, Smith
Township;
Unnamed
Tributary -
Smith Township; Plum Run-Chartiers Township. Chairman read letter under date from
Mr. John F. Wiley, Special Legal Counsel for the Chartiers Creek -Canton Township Pro-
ject, which commented on the condition of that stream due to pollution.
Mr. Flynn: We are to keep these streams clean, but we have nothing to do with this.
It will take a
lot of money to keep these
streams clean.
Mr. Bevec:
This is part of the agreement; it is the only way we can get
clean streams
It was suggested that letters be
sent to the City Council and Township Supervisors
that are part
of the projects in reference
to the maintenance of the streams
once they hav�

been cleaned,
suggesting that they should
enact any ordinance that prohibits
the pollution
of streams.
Mr. Yuhas reported the first Federal project was started approximately in 1952.
Chief Clerk read letter under date of November 18, 1965, received from the
Commonwealth of Pennsylvania, Department of Highways, Uniontown, Pennsylvania, signed
by J. H. Mifflin, District 12 Engineer, as notification to the County Commissioners of
Washington County that the Department of Highways is contemplating a change in the exist-
ing drainage, width, lines, or location of State Highway Route 62135, Bridge No. 5,
located in Washington County, East Finley Township, from Stations 246+55. 00 to 266+55.001

and that damage to abutting property is likely to result. Plans showing the contemplated

changes have been forwarded and it is requested that the County Commissioners indicate
by letter or resolution whether or not they agree to accept the responsibility for property
da'n}age, which may result from the change proposed by these plans or contribute thereto.

Moved by Mr. Bevec, seconded by Mr. Mazza, that a resolution be
adopted that Washington County will not assume responsibility, for property damages in
regard to Route 62135, Bridge No. 5, located in Washington County, East Finley Township

Deputy Controller Whalen entered the meeting.
Mr. Mazza: I would like to make a recommendation that since we have been vitally
interested in Route 88 and Route 50 from Allegheny County into Washington County, I
think a letter of invitation should be sent to the Superintendent of Highways to come before
the Board -to give us a report and the status of Routes 88 and 50 and other roads in the
j planning for the next six years.

E Chairman replied that this is a good suggestion; however the Superintendent
of Highways will be coming to an OEDP meeting to discuss the highway program in Wash-
ington County.

Chief Clerk presented Iptter under date of November 15, 1965, received
from the

Dunlevy,

Board to
consider
the Dunlevy
Borough
County
Aid Application
for the year
1965, because
they were
late in sending their application.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the County Aid allot-
ment allocated for the year 1965 be carried over until 1966 for the Borough of Dunlevy.
Remarks:
Mr. Mazza: Do we have to encumber that money?
Mr. Bevec: Yes.

Chairman reported preliminary budget hearings were being conducted to
balance the budget for the year 1965, a cutoff date for the payment of bills for the current
fiscal year would have to be established.
Mr. Bevec: Most of the bills are in.
Moved by Mr. Bevec, seconded by Mr. Mazza, that December 10, 1965,E
be established as the cutoff date for the payment of bills for the fiscal year 1965.

Chairman presented the following correspondence from:
(a) The Washington County Agriculture and Home Economics Association
in re: a resource development agent has been added as a staff member.
(b) Commonwealth of Pennsylvania, Department of Property and Suplpes
Harrisburg, calling attention to the provisions of the Federal regulations which require
assurance that the distribution of Governmeht donated commodities (surplus food) shall
not be used as a means of furthering the political interest of any individual or part.
Chairman of the Board expressed his confidence that this has not been done in our County.!

(c) Tri-State Aviation, Inc., in re: snow removal and grass cutting at the
County Airport. The County is responsible for furnishing the equipment; Tri-State
i
i
Aviation is responsible for the necessary labor and getting the job done. Extra equipment
1
is required.
Mr. Yuhas had contacted Mr. Florio to secure a grader, but upon checking
j it is in need of repairs. Mr. Yuhas will consult with the City of Washington and
i
j Purchasing Agent Kittridge as to surplus material that might be used at the Airport.
(d) Washington County Housing Authotity in re: Mr. John Duda, Jr., of
1236 McKean Avenue, Donora, Pennsylvania, re -appointed member of the Washington Count
Housing Authority on December 8, 1960, to a five-year term, beginning the first Monday
in January, 1961 will have completed his term of office the first Monday in January, 1966.

Department would like very much to discuss the negotiation of the 1966 Contract.

until a date is set for the discussion of the Bridge Department Contract for 1966 by the
County Commissioners.

Remarks:
Mr. Mazza: As a minority member of this Board, since we have started our budget
hearings, I would like to go on record at this time notifying the elected officials that I
will oppose any blanket increase in salaries. That every elected official should take
inventory of his office as far as the economy is concerned. Now on the classification
of jobs, then that is a different story.
Mr. Whalen: Do you think it is advisable that we notify the revenue offices that
their December reports be turned in to the Treasurer's Office on the 30th of December?
(1965).
Chief Clerk will be directed to notify the revenue offices that they submit
their reports for the month of December to the Treasurer's Office by the 30th of
December, 1965.
Chief Clerk made note for the years 1961, 1962, and 1963, pages that make
up the Official Minute Book total 540 pages; 1964 and up to the present meeting 504 pages;
showing the amount of work that has been accomplished.
It was suggested that a list of the Caseworkers and .their telephone numbers
be secured from Mrs. Katherine Linder, Director of the Child Welfare Service, should
an emergency arise.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the meeting adjourn.
