Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:

Solicitor Capano, Chief Clerk Debreczeni, Jr., Mr. Basich of the Washington County
j Planning Commission and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:

Mr. Mazza - Present; Mr. Bever - Present; Mr. Flynn - Present. i
Chairman asked if there were any corrections, additions or omissions to
Minute No. 112, each Commissioner having received a copy.
Deputy Controller Whalen entered the meeting. j

Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 112, be

approved as read. I

Appointments: i
Moved by Mr. Bevec, seconded by Mr. Flynn, that John Mazza, be re -appointed;

as a member to serve on the Southwestern Pennsylvania Regional Planning Commission.

'This appointment to be effective January 1, 1966 for a three-year period, expiring
December 31, 1968.
Remarks:
John Mazza has done a wonderful job on this Commission. Washington County
has received a lot of recognition because of him and through his efforts we were able to
have the Chairman of the Southwestern Pennsylvania Regional Planning Commission, and
at this time we are happy to re -appoint John Mazza as a member to serve on the South-
western Pennsylvania Regional Planning Commission.

Mr. Mazza: I dt is certainly encouraging to- hear the remarks of my two
colleagues. As pointed out, we are honored to have as the Chairman of the Southwestern
Pennsylvania Regional Planning Commission, Mr. A. B. Kenney of Washington County,
who has the ability, is ,capable, and he is doing an outstanding job; we have made
progress. Mr. Whalen also attends these meetings. I certainly appreciate your recom-
mendation. ,

Moved by Mr. Bevec, seconded by Mr. Mazza, that Mr. John Duda,
Jr., of Donora, Pennsylvania, whose appointment as a member of the Washington County
Housing Authority expires the first Monday in January, 1966, be re -appointed for another
five (5) years term, commencing the first Monday in January, 1966.

Commonwealth of Pennsylvania, Department of Public Welfare, Harris-
burg, Pennsylvania, under date of December 14, 1965, signed by
Elias S. Cohen re: Letter of thanks for having complied with great
majority of recommendations to convert and improve services to the
patients including medical and nursing pervices, medicine controls,
housekeeping, patient location and safety at the Washington County
Home and Hospital for Men and the Washington County Home for Aged
Women.
Commonwealth of Pennsylvania, Department of Forests and Waters,
Water and Power Resources Board, Harrisburg, Pennsylvania, under
date of December 13, 1965 re: Notification that all commitments
have been honored with regard to the Washington Flood Control Project,
Christine I. Turnbull, under date of December 12, 1965 re: Notifica-
tion that she is unable to serve as Inspector of Elections,
Smith Township Supervisors, Washington County, Pennsylvania, under
date of December 10, 1965, signed by Arthur Florio, Chairman re:
Request to meet with the County Commissioners for the purpose of
discussing the elimination of the unsightly buildings in their area that
are controlled by the taxing body for the non-payment of taxes.
Following the reading of the notification of Christine I. Turnbull, Mr.
Bevec stated that after the first of the year, there should be a separate minute book for
the keeping of records in reference to the Board of County Commissioners sitting as the
Washington County Board of Elections.
New Business:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Courthouse
will close at noon 12:00, Friday, December 24, 1965 and remain closed until 9:00 a. m.
Monday, December 27, 1965, in observance of Christmas.

Moved by Mr. Bevec, seconded by Mr. Mazza, that the County
Controller's Office in conjunction with the Pittsburgh National Bank, be ,authorized to sell
on December 14, 1965, United States Treasury Bills Nos. 6470365 and 6304584, each

having full maturity value as of December 23, 1965.

Mr. Mazza: After the authorization to sell, the $200, 000 will go in the
General Fund?
Mr. Whalen: Yes.

Interest earnings on the - above investment (sixty-day (60) short-term investment
in the amount of $200, 000) - $1, 283. 61.
The Board of County Commissioners contacted the Bell Telephone Company
consultant to review the present telephone service as a result of a letter under date of
July 21, 1965, received from Charles C. Keller, President of the Washington County Bar
Association, stating how, difficult it seemed to be to get calls into the Courthouse. A
traffic study and survey was conducted by the Bell Telephone Company on August 3rd and
4th, 1965. The results of the study taken to determine adequacy of � the equipment indicate
a busy hour traffic. The position of switchboard and the dial equipment are adequate for
present requirements; recommended for busy hour traffic - four additional incoming
trunks and one way out dial trunk at an additional cost of $58.75 per month. A survey
was also, taken by the County Commissioners with the results being: various employees
are abusing their telephone privileges by making personal business calls that do not
involve county business. i
Moved by Mr. Bevec, seconded by Mr. Mazza, that four (4) additional incoming
trunks and one-way out dial trunk be installed to improve the present telephone service,
as recommended by the Bell Telephone Company.
Mr. Mazza:
The cost is not that
great with
the various programs, business is
increasing.
With the additional trunk lines
our service
will be improved.
Mr. Bevec: We have to provide the service and with the programs increasing,
I the additional lines should be beneficial.
Mr. Mazza: I think the various department heads should be notified of the situation that
exists as found ih the survey taken by the Commissioners.
Mr. Flynn: A memo to that effect should be sent to the offices pertaining to the use of
the telephone by the employees.
