Washington, Pa., January 6, 1966
Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Mrs. Amor Flenniken, Director of the Tax Claim Bureau, Solicitor Capano, Purchasing
Agent Kittridge, Mr. Basich of the Washington County Planning Commission, Mr. Sittler
of the Taxpayers' Association and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 115, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 115 be
approved as read.
Roll call vote taken:
Mr. Mazza - Yes; Mr. Bevec - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
Appointments:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following persons be
appointed as follows:
F. William Kittridge Chief Clerk to the Washington County Commissioners;
replacing Alex Debreczeni, Jr., to be effective
January 3, 1966.
Julia Smith Clerk I replacing Nancy Kirkpatrick, who was transferred
to the Tax Assessment Office; to be effective January
3, 1966. (purchasing office)
Edward W. Bennington Stationary Fireman at the Washington County Home for
Aged Women; replacing Albert Sape; to be effective
December 20, 1965.
Charles Taylor Security Guard at the Washington County Garage; replacing
Thomas Russell; to be effective January 6, 1966.
Lawrence L. White Boiler Fireman at the Courthouse replacing Loreto
Ranaldi; to be effective December 20, 1965.
Loreto Ranaldi Maintenance Custodian at the Courthouse, replacing
Michael Stofko; to be effective January 3, 1966.
Elizabeth Kelly Caseworker I with the Child Welfare Services; to fill

Memorandum from Mrs. Flenniken, Director of the Tax Claim Bureau in re:
Due to unforeseen circumstances (illness of three personnel), the Free and Clear Sale
deadline extended by the Court from November 12, 1965 until February 12, 1966, cannot
be met.
Deputy Controller Whalen entered the meeting.
A meeting will be arranged to include the Director of the Tax Claim Bureau
and the Tax Claim Bureau Solicitor, the Chief Clerk and the Board of County Commis-
sioners to determine the length of time to request for an extension.
Appropriation request in the amount of $300.00 to help defray expenses of the
VFW Loyalty Day Parade to be held in Burgettstown, Pennsylvania in May, 1966, was
received from District Quartermaster of Private James Perry Post No. 191, Fred Grout,
Canonsburg, Pennsylvania. This will be a budget item to be considered by the Board of
Commissioners.
Invoice for partial payment in the amount of $2, 970. 00 (Request No. 1) was
received from the Baldwin Electric Company for electrical work being done at the Court-
house to date; said invoice having been approved for payment by the G. A. Mattern and
Associates, Consulting Engineers, and Lucian Spriggs, Electrician.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the invoice in the amount
of $2, 970. 00 as submitted by the Baldwin Electric Company, 393 West Chestnut Street,
Washington, Pennsylvania, be approved for payment.

Letter under date of December 31, 1965, was received from Harry R. Pore, Jr.,

Chairman of the Library Development Committee, Box 278, Monessen, Pennsylvania,
questing a total contribution of $12, 000. 00 for the year 1966 from three counties to enabl
Monessen Public Library to undertake a meaningful expansion of its services to the
s and residents of the district. The population of the counties included within the
onessen District and the number of registered borrowers actually making use of the
brary determined the suggested amounts: Westmoreland County - $5, 000; Washington
y - $4, 000; Fayette County - $3, 000. A letter will be forwarded to Mr. Pore

Notification was received from Mr. John J. Schraff, Assistant Director of the

Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $300.00 be
approved for • payment to the Southeast Washington Regional Planning Commission; check
to be made payable to the Commonwealth of Pennsylvania Urban Planning Account.

Washington County's proportionate share of the Southwestern Pennsylvania
Regional Planning Commission's 1966 Budget is in the amount of $11, 446. 50; the same
amount requested in 1965, however, the members voted to request a slightly higher
percentage of funds in January and May, a lesser percentage in September, as compared
with the requests made in 1965. The first installment requested from Washington County
to support the Commission's activities in January, February, March, and April is in the
amount of $4, 005. 00.
Moved by Mr. Mazza, seconded by Mr. Bevec, that the sum of $4, 005. 00
be approved for payment to the Southwestern Pennsylvania Regional Planning Commission,
200 Ross Street, Pittsburgh, Pennsylvania 15219.

Controller Elish entered the meeting.
The Semi -Annual Articles of Agreement between the County of Washington
and Allegheny County Workhouse and Inebriate Asylum beginning January 1, 1966, for a
period of six (6) months was presented to the Board. Attached to the contract was the
invoice for the boarding of prisoners at the institution for the period beginning July 1,
1965 and ending December 31, 1965 - 1,308 board days at $5. 61 per inmate per day plus
transportation fees for a grand total of $7, 338. 93. Note was made that the new contract
states the sum of $5.97 per day for each prisoner received, kept and maintained will be
charged, and the sum of $1.05 for transportation of each discharged prisoner to the said
county seat.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the- Articles of Agreement
between Washington County and Allegheny County Workhouse and Inebriate Asylum at
Parkview, be executed; this being a semi-annual contract covering the boarding of
prisoners at said institution, commencing January 1, 1966 and ending June 30, 1966.

Notification under date of December 20, 1965, was received from Jack M.
Dunlap, Superintendent of the Boys' Industrial Home of Western Pennsylvania, that
effective January 1, 1966, there will be a rate increase of $. 50 per• day. (There are
presently 30 boys at the Home at a cost of $7.35 per day). Mr. Mazza suggested the
costs of maintenance of inmates at the various institutions should be made available to
the Chief Clerk to be presented at regular meetings to keep the taxpayers informed of
the cost to the County.
The following offers received to purchase tax sale properties were approved
and presented by the County Solicitor.

November 12, 1964 Tax Claim Bureau Sale, described as 2 story frame house, garage,
lot 60, situate in North Bethlehem Township, as recorded in Deed Book 735,, Page 257
(49-11-117) formerly assessed in the names of Byron W. and Kathryn V. Horne* be
approved and that the sum of $733. 98 be accepted from BYRON W. AND KATHRYN V. ,
