JOHN MAZZA, COMMISSIONERS 1 F L NO. 119 Office of the County Commissioners Washington, Pa., January 20, 1966 Board of County Commissioners met in regular session with the following members being present: Commissioners Bevec and Mazza. Also present being Chief Clerk Kittridge, Mr. Basich of the Washington County Planning Commission, Mr. Sittler of the Taxpayers' Association, Mr. Charles Bradshaw and Reporter Robertson. Absent being Commissioner Flynn, who is attending a meeting in Washington, D.C. Meeting called to order by Acting Chairman Bevec and roll call taken: Mr. Mazza - Present; Mr. Bevec - Present; Mr. Flynn - Absent. Chairman asked if there were any corrections, additions or omissions to Minute No. 117 and Minute No. 118, each Commissioner having received copies. Moved by Mr. Mazza, seconded by Mr. Bevec, that Minute No. 117 and Minute No. 118, be approved as read. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Solicitor Capano entered the meeting. Chief Clerk: Chief Clerk presented the following tax refund to the Board for approval; said refund having been approved by the County Treasurer, Tax Assessment Office, and the County Solicitor. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Tax Assessment Office be authorized to prepare the following tax refund, due to either duplication or overpayment of real estate tax. Hlavay, Pete and Nellie of Robinson Township - 1965 Assessment. Tax in the amount of $55.86 was paid on July 16, 1965 and July 19, 1965, making a refund due in the amount of $55.86 to Pete and Nellie Hlavay, Box 255, R. D. 1, McDonald, Pennsylvania. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Motion carried unanimously. Report submitted by the Tax Assessment Office: Total assessed value of Real Estate for tax purposes in Washington County for the tax year of 1966 - $210, 449, 840. 00; total estimated value of Personal Property for 1966 - $39, 000, 000. 00. Chief Clerk presented the following interest rate quotations from the various banking institutions: Pittsburgh National Bank 2.60% per annum Mellon National Bank and Trust Company 2.607o per annum The First National Bank of Fredericktown 2.93476 per annum Moved by Mr. Mazza, seconded by Mr. Bevec, that the bids of Pittsburgh National Bank and the Mellon National Bank and Trust Company, being the lowest and in accordance; be accepted for the loans in which the County will participate. Loans to be apportioned between the said banks. Roll call vote taken: Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Resolution be adopted, and that the Chief Clerk be authorized to borrow the sum of $200, 000. 00 at the present time on a take -down basis from the Pittsburgh National Bank. RESOLUTION Il WHEREAS, the finances of Washington County are exhausted and funds are needel ;o conduct the regular and current affairs of the County, and pay all lawful expenses until ponies are available from the 1966 tax levies; it is therefore MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS �l 0 RESOLVED, that, the Board of County Commissioners be authorized to borrow from the Mellon National Bank and Trust Company and the Pittsburgh National Bank, at any time, and from time to time prior to August 1, 1966, an amount or amounts not exceeding the aggregate amount of One Million Two Hundred Fifty Thousand ($1, 250, 000. 00 Dollars, apportioned between said named banks, in anticipation of taxes to be collected for the current fiscal year, the loan(s) to be evidenced by the certificate(s) of indebtedness of the County in form acceptable to the bank, payable on or before December 31, 1966, with interest from date(s) thereof at a rate of 2.6% per annum payable at quarter -annual inter- vals, said loans and interest to be repaid from the first monies available from taxes in anticipation of which such temporary loans and interest were made, which taxes are hereby appropriated for that purpose, and that the budget of the County for the current fiscal year and the taxes levied shall include and be sufficient to repay said loan(s), and that any two (2) of the Commissioners be and they hereby are authorized to execute and deliver in the name of the County Commissioners and the County the certificate(s) of indebtedness which shall constitute the general obligation(s) of the County, and that the Chief Clerk of the County Commissioners be, and he hereby is, authorized and directed to attest such certificate(s) of indebtedness and affix the County Seal thereto, and further that the ex- ecution and delivery of a certificate of indebtedness so executed and attested shall be sufficient evidence of the necessity for the borrowing thereby represented at the time thereof. IN WITNESS WHEREOF, the undersigned has hereunto set his hand and affixed the seal of the County this 6th day of January, 1966. The following is a copy of the Certificate of Indebtedness issued in accordance with the above motion: CERTIFICATE OF INDEBTEDNESS OF WASHINGTON COUNTY, PENNSYLVANIA January 20, 1966 $200, 000. 00 January 20, 1966 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to the Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Washing- ton, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before December 31, 1966, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2. 6% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the authori- zation contained in a resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 6, 1966, which resolution is still in full force and effect. IN WITNESS WHEREOF, the undersigned County has caused this obligation to be executed by the County Commissioners of , said County, its seal to be hereunto affixed and the same to be attested by the Chief Clerk this 20th day of January, 1966. Moved by Mr. Mazza, seconded by Mr. Bevec, that the contract between the Mackenzie Electric Service and Washington County be re-newed, to replace any and all beacon and pole lights at the Washington County Airport; contract to be effective from the 15th day of January, 1966, until the 15th day of January, 1967. Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be authorized to advertise for bids for the furnishing of Fleet Insurance in a reliable and approved insurance company for public liability, property damage, comprehensive A. C. V. , fire, theft and collision coverage on trucks, automobiles and road -building machinery owned and operated by Washington County. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11: 00 a. m. ,, Eastern Time, Thursday, February 10, 1966, and opened immediately thereafter in the Office of t County Commissioners. Roll call vote taken: Mr. Mazza - Yes; Mr. Bevec - Yes. Motion carried unanimously. Moved by Mr. Mazza, seconded by Mr. Bevec, that the County Controller be authorized to advertise for bids for the furnishing of steel for the reconstruction of the Myers School Bridge No. 19, located on Ten Mile Creek. Bids to be received by the County Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11:00 a.m., Eastern Standard Time, Thursday, February 10, 1966 and opened immediately thereafter in the Office of he County Commissioners. Moved by Mr. Mazza, seconded by Mr. Bevec, that May 1, 1966 be designated as the cut-off date for municipalities to make application for County Aid. (Liquid Fuels). New Business: Mr. Mazza, as a minority member of the Board, and after listening to prelim budget hearings, would like to go on record at this time that he is considering opposing any increase in tax millage this year; also a very careful study of the budget should be made before it is adopted. Mr. Bevec is also not in favor of a tax increase and stated the budget requests will be scrutinized very carefully. Moved by Mr. Mazza, seconded by Mr. Bevec, that the following Resolution be adopted: RESOLUTION WHEREAS, the Washington Industrial Development Corporation of Washington County, Pennsylvania, has informed the Board of County Commissioners, in behalf of an industry interested in locating in Washington County, they desire to acquire a tract of land in South Strabane Township, owned by Washington County, to construct buildings and other facilities in order to conduct its industrial and manufacturing business; and WHEREAS, the Board of County Commissioners, after several consultations with the interested parties and proper deliberation, believes the locating of said industry in Washington would be a forward step in promoting industrial expansion and development in the County and in increasing employment and business opportunities to its citizens; and WHEREAS, the Washington Industrial Corporation, is a non-profit corporation, duly chartered and organized for the purpose of promoting industrial expansion and develop ment, and experienced in handling such transactions, and will take the proper precaution in consumating the eventual conveyance to the prospective industry to insure that the said tract of land will be used solely for its industrial purposes; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, that: 1. A tract of' land situate in South Strabane Township, as surveyed and staked, consisting of 9.0266 acres be sold to the Washington Industrial Development Corporation for the sum of $1, 000. 00 per acre or the total sum of $9, 026. 60, subject to approval by the Court; 2. The County Solicitor be and is hereby authorized to prepare and present a petition to the Court of Common Pleas for the approval of the price and sale of said tract of land and to prepare a Deed upon Court approval; 3. Michael R. Flynn, a Chairman of the Board of County Commissioners, upon approval by the Court of Common Pleas of the said sale price, be and is hereby authorized to execute all the necessary papers (legal) in making the conveyance to the Washington Industrial Development Corporation, as attorney in fact for the County Commissioners.
