SEVEC, JOHN MAZZA, COMMISSIONERS NO. 120 Office of the County Commissioners Washington, Pa., January 27, 1966 Board of County Commissioners met in regular session with the following members being 1present: Commissioners Flynn and Bevec. Also present being: Solicitor Capano, Chief Clerk Kittridge, Deputy Controller Whalen, Mr. Basich of the Washington County Planning Commission, Mr. Sittler of the Taxpayers' Association, Mr. Ralph H. Gundlach and Reporter Robertson. Absent being Commissioner Mazza, due to illness. Meeting called to order by Chairman and roll call taken: j Mr. Mazza - Absent; Mr. Bevec - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute j No. 119, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Flynn, that Minute No. 119, be approved as read. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Resignation: Moved by Mr. Bevec, seconded by Mr. Flynn, that the resignation as submitted by Constance Pettit, Caseworker II with the Child Welfare Services, be accepted; this action to be effective January 28, 1966. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Appointments: Moved by Mr. Bevec, seconded by Mr. Mazza, that Mike Tarbuck be appointed as Available Extra Help, subject to call, to replace regular employees who are sick or hospitalized. Roll call vote taken: i Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Flynn, that Anthony Zullo be classified as a General Foreman of the Washington County Bridge Department; this action to be effective January 31, 1966. BEVEC, JOHN MAZZA, COMMISSIONERS P u Chief Clerk: Motion carried unanimously. Correspondence was read by Chief Clerk to be forwarded to the various . departments involved. Letter received from Assistant County Superintendent of Schools will be con- sidered a formal request for budget allocation in the amount of $400. 00 to help defray expenses of the Annual Teachers' Institute held in 1965, and considered sufficient for payment. Chief Clerk was instructed to notify the Superintendent of the Washington C Home and Hospital for Men and the Superintendent of the Washington County Home for Aged Women, of a Training Institute - "Medications in Institutions Caring for the Chroni- cally Ill and Aging" sponsored by the Department of Public Welfare, Office for the Aging, to be conducted at the John J. Kane Hospital, Pittsburgh, Pennsylvania on February 16 and 17, 1966. Telegrams were received by the Board stating (a) the Food Stamp Program will be open for Washington County (b) in the President's Budget Message to Congress, funds in the amount of $310, 000 were requested for advance engineering and design for the Flood Control Project at Chartiers Creek; $3, 818, 000 for Dam 4, Monongahela River; and $5, 585, 000 for navigation, Monongahela River. County Controller: Re: Delinquent Tax Collection Expense. The Solicitor to the County Controller advises that payment of the vendor obliCD gations, involved in the controversy before the Courts for clarification of the intent or the non -intent of the Venango Act provisions as to whether the Treasurer or the County is responsible for the costs, can be legally approved by a motion by the Commissioners; since the services have been performed, and the determination as to who is responsible not being of any problem to the vendor, the Office of the County Controller recommends the payment of the invoices at this time. The following invoices are involved: Lydic Printing Company $ 231.00 Monongahela Publishing Company 1548.36 Total $1779. 36 A short discussion was held. Moved by Mr. Bevec, seconded by Mr. Flynn, that the recommendation of the County Controller be tabled, until such time as the County Solicitor confers with the County Treasurer. Roll call vote taken: Mr. Bevec - Yes; Mr. Flynn - Yes. Motion carried unanimously. 542 MINUTE ■ ■ BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA ,MICHAEL R. FLYNN, JOHN P. SEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Flynn, that the following resolution be adopted: RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF ASSURANCE OF COMPLIANCE WITH THE REGULATIONS OF THE HOUSING AND HOME FINANCE AGENCY WHEREAS, the Regulations of the Housing and Home Finance Agency (24 CFR, Subtitle A, Part 1) issued pursuant to Title VI of the Civil Rights Act of 1964 (P. L. 88- 352) require every contract for Federal financial assistance to be accompanied by an assurance that the program or activity to be carried out will be conducted in compliance with the said Regulations to the end that no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance from the Housing and Home Finance Agency. NOW, THEREFORE, Be It Resolved by the Board of Commissioners as follows: 1. Washington County hereby approves the Assurance of Compliance with the Housing and Home Finance Agency Regulations under Title VI of the Civil Rights Act of 1964 (Form CFA 1901 (3-65) ) received from the Housing and Home Finance Agency. 2. Michael R. Flynn, Chairman of the Applicant is hereby authorized to execute on be- half of the Applicant the aforesaid ,Assurance of Compliance and deliver the same to the Housing and Home Finance Agency together with a certified copy of this Resolution. 3. This Resolution shall take effect immediately. CERTIFICATE I, F. William Kittridge, hereby certify that: I am the duly appointed, qualified and i acting Chief Clerk of Washington County, and that the above copy of a Resolution approving` and authorizing the execution of an Assurance of Compliance (Form CFA 1901 (3-65) ) is i a true and correct copy of the said Resolution as adopted at a duly authorized meeting of j the governing body of the Applicant held on January 27, 1966. Motion carried unanimously. Chairman submitted a report to the Board members, of the recent meeting held in Washington, D.C. by the Vice -President of the United States. Mr. Flynn represented the Board of Commissioners at the meeting. New Business: Mr. Ralph Gundlach, a landscape contractor, was in attendance at the meeting to generate local interest in the possibility of an arboretum in the City of Washington; I the Board suggested that Mr. Gundlach contact the Redevelopment Board, the City of Washington, and the Washington County Planning Commission. Attorney Kenneth J. Yablonski entered the meeting to request permission to demolish a building situate in West Bethlehem Township representing a hazard to the area; the township supervisors have prepared a resolution to demolish the building at their J expense, the school board is to do the same. The Board informed Mr. Yablonski that action would be taken on this matter when the resolutions are received from the super-
