Mr. Whalen reported Liquid Fuel money in the amount of $150, 000 had, been
invested; interest earnings for sixty (60) days will be $1, 216. 33.
Moved by Mr. Bevec, seconded by Mr. Mazza, that May 2, 1966, at 4: 00 P.M.,
be designated as the cut-off date for municipalities to make application for County Aid.

Board of County Commissioners met in regular session, with the following mem-
bers being present: Commissioners Flynn and Mazza. Also present being: Chief Clerk
Kittridge, Mr. Basich of the Washington County Planning Commission, Messrs. John
Hamilton, John Vettorel, James Brezinski and James Wilson from R. D. 2, Avella, Penn-
sylvania and Reporter Robertson. Absent being Commissioner Bevec.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Absent; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 124, each Commissioner having received a copy.
Moved by Mr. Mazza, seconded by Mr. Flynn, that Minute No. 124 be
approved as read.

Mr. Mazza - Yes; Mr. Flynn - Yes.
Motion carried unanimously.
County Solicitor Capano and Mr. Sittler of the Taxpayers' Association entered
the meeting.

Deputy Controller Whalen entered the meeting.
Moved by Mr. Mazza, seconded ,by Mr. Flynn, that the Board of County
Commissioners, do hereby proclaim the week of March 1 through 7, 1966, as WEIGHTS
AND MEASURES WEEK. The Weights and Measures Week Proclamation was read in full
and the complete text thereof is filed in the Office of the Chief Clerk.

Deputy Controller Whalen entered the meeting.
Moved by Mr. Mazza, seconded by Mr. Flynn, that John Makel of the
Institution Office, be authorized to attend a Workshop at the Pennsylvania State University,
on March 7 through 10, 1966. Mr. Makel will attend the Workshop with Mr. John H.
Showalter.

Mr. John F. Cromwell of the Washington County Planning Commission,
entered the meeting.
Mr. James Wilson, spokesman for the group of gentlemen from R. D. 2,
Avella, Pennsylvania, asked why the particular location of the Cross Creek Area was
chosen for a park site when it is one of the more productive farm areas of Washington
County; they also questioned the monetary amount they will receive for their respective
and the loss of income that will occur in moving, elaborating on both subjects; they stated
some of the farms concerned had been involved in generations of families and also que
the availability of suitable farms; and the fact that many other problems would occur by
their relocating.
Mr. Cromwell explained how this area was chosen. Briefly, a study on
surface and underground consideration was made on Cross Creek,. Mingo Creek, Buffalo
Creek and Ten Mile Creek and the latter three were eliminated because of gas lines, oil
lines, active coal, etc. Cross Creek met all the necessary requirements. Mr. Flynn
and Mr. Capano pointed out that the State made the final decision and also the people of
Washington County mandated the local government to take action by voting on the ballot to
take action under Project 70. Agreement by all was also made for Mr. Cromwell to
receive more information from various sources as to what aid will be given to those

people of this area along with the Board of Commissioners and the Director of the
Commission will discuss the matter further.
Messrs. Hamilton, Vettorel, Brezinski and Wilson left the meeting.
Correspondence:
Letter under date of February 19, 1966, from. Clyde Rohland, expressed thanks
to the Board of ,Commissioners as a contributor to the Fire School program in the past
and requested support for the year of 1966. (This is an annual budget appropriation).
Letter under date of February 17, 1966, from Audley S. Crumrine, Executive
Director of the Washington County Housing Authority, enclosed the breakdown for payment
in lieu of taxes to Washington County for the fiscal year ending September 30, 1965, in
the total amount of $2, 908. 90. Copies of the "Computation of Payments in Lieu of Taxes"
for each municipality involved were also enclosed.
Chief Clerk presented an emergency request ,to the Board for consideration
•regarding the dishwasher at the Washington County Home for Aged Women; dishwasher has
broken down and in checking into the costs for repair, -was informed the fee would be at
least $600.00 and could go as high as $900.00. A new dishwasher can be purchased that
would be suitable and in accord with the present kitchen equipment at an approximate cost
of $1, 500. 00.
Moved by Mr. Mazza, seconded by Mr. Flynn, that being as a state of emer-
gency exists, the Purchasing Agent is hereby authorized to proceed and purchase the above
mentioned piece of dishwashing equipment, to be used at the Washington County Home for
Aged Women.

New Business:
Mr. Cromwell informed the Board that the rental fee for leasing the additional
room on the fourthfloor in the Brown Building for storage purposes and certain furnishings;
on the said premises would be $25.00 per month instead of the $20.00 per month as pre-
sented in the data report submitted under date of February 16, 1966.
Moved by Mr. Mazza, seconded by Mr. Flynn, that the rental fee of $360.00
plus $25. 00 for storage purposes in the total amount of $385.00 per month, be approved;
for office space located on the third floor of the Brown Building at -20 South Main Street,
to house the Washington County Planning Commission.
