BEVEC, JOHN MAZZA, COMMISSIONERS Mr. Mazza suggested that the County Solicitor be authorized to draft a resolu- tion for presentation to Lt. Walter J. Marm on March 16, 1966 at the dinner sponsored by the Washington Junior Chamber of Commerce, honoring Lt. Marm. Mr. Mazza's suggestion was well accepted. Final budget hearings will be scheduled beginning Thursday, March 3, 1966 at 1:00 p.m., with the various offices present, in the Public Meeting Room. ( Moved by Mr. Mazza, seconded by Mr. Flynn, that the meeting adjourn. Meeting adjourned. Also present being County Solicitor Capano, Chief Clerk Kittridge, Mr, Basich of the Washington County Planning Commission, Mr. Umstead of the Washington County Redevelopment Authority and Reporter Robertson. Meeting called to order by Chairman and roll call taken: Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to Minute No. 125, each Commissioner having received a copy. Moved by Mr. Bevec, seconded by Mr. Mazza, that 'Minute No. 125 be approved as read. Roll call vote taken: Mr. Bevec -'Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Old Business: None Leave of Absence: Moved by Mr. Bevec, seconded by Mr. Mazza, that Michael Husenits, Draftsman in the Tax Assessment Office, be granted a leave of absence for a period of (30) days, as requested; this action to be effective March 7, 1966. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the resignation as submitte by George T. Sloan, a member of the Board of the Redevelopment Authority of the County of Washington, -be accepted. A letter of thanks to be forwarded to Mr. Sloan for` his sery ce on the Board. Appointment: Moved by Mr. Bevec, seconded by Mr. Mazza, that Wanda Korowicki, be appointed as a Cleaning Woman at the Courthouse; this action to be effective March 1, 1966. Chief Clerk Kittridge presented various tax refunds to the Board for approval; said refunds having been approved by the County Treasurer, Tax Assessment Office and the County Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare the following tax refunds, due to either duplication or overpay- ment of real estate tax. 1. Exler, Richard R. and Evelyn of Union Township. Tax in the amount of $52. 00 Net was paid in August 1, 1965 by the Suburban Savings and Loan Association. Tax Adjustment No. 832 reduced assessed valuation to $3375. and tax to $44.89, making a refund due in the amount of $7. 11 to the Suburban Savings and Loan Association, 2801 Brownsville Road, Pittsburgh 27, Pennsylvania. 2. Pansino, Frank of Monongahela First Ward. Tax in the amount of $24.60 Net was paid on July 30, 1965 and payment was duplicated in the amount of $24.60 Net on August 1, 1965, making a refund due in the amount of $24.60 to Frank Pansino, R. FLYNN, JOHN P. 6EVEC, JOHN MAZZA, COMMISSIONERS H 1, of the Constitution of Pennsylvania, for the tax year of 1965. Applicant: Chopp, Anthony A. and Margaret V. R. D. 4 Washington, Pennsylvania Amwell Township Farmer 100 HK 100 200. 2 story frame house- 2,420. buildings 16 acres 480. surface 2,900 2-9-15 DB 716-272 100% On file is an application for exemption from payment of County taxes on certain real property in accordance with Amendment to Article IX, Section 1, of the Constitution of Pennsylvania, for the tax year of 1965, on the above described property of the above-na veteran. The above -named veteran, having been duly sworn, doth depose and say that he is a citizen and resident of Pennsylvania, that he resides in and occupies the residence for which he seeks exemption from real estate taxes. He doth further depose and say tha the statements on his application, voluntarily made by the applicant, are true, in substance and fact. Mr. Lheureau has made investigation of the above applicant and has found that he is qualified for the exemption according to law. Moved by Mr. Bevec, seconded by Mr. Mazza, that the following be adopted: WHEREAS, the State Veterans' Commission, after investigation, has determined that the above named person, from the standpoint of need, to be entitled to exemption under the provisions of the 1961 Amendment to Article IX, Section 1 of the Constitution of Pennsylvania, and WHEREAS, the Washington County Chief Assessor,, has made investigation and determined that the above named meets the requirements set by the Board of Commis- sioners and is eligible for tax exemption for the property indicated as being assessed in his name. NOW, THEREFORE, upon motion of Mr. Bevec, seconded by Mr. Mazza, and agreed to by Mr. Flynn, the above named in accordance with the provisions. of the Amend meht to the Constitution recited aforesaid, is hereby exempt from County taxes assessed against him for the property indicated opposite his name, to the extent of percentage indicated. Resolutions concerning the Redevelopment Authority of the County of Washington were presented to the Board for approval. Moved by Mr. Mazza, seconded by Mr, Bevec, that the Resolution of the Board of County Commissioners of the County of Washington Approving the Undertaking of Additional Surveys and Plans for the Central City Urban Renewal Area in the Borough of Charleroi and the Filing of an Amendatory Application , be adopted: 574 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA MICHAEL R. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Resolution of the Board of County Commissioners of the County of Washington authorizing the Redevelopment Authority of the County of Washington to file an Application for Redevelopment Assistance Grant, Form BCD-4, for a grant in the amount of Fifty -Six Thousand, Eight Hundred and Twenty-six ($56, 826) Dollars, in order to further the redevelopment program (McKean Avenue Urban Renewal Area, Borough of Charleroi), be adopted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The Board discussed the recent flood in Chartiers Township during the heavy rainfall of the weekend of February 12, 1966, in connection with the Plum Run Stream Clearance recently completed. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County Commissioners make an application to the Department of Forests and Waters of the Commonwealth of Pennsylvania, extending Plum Run Stream Clearance Project WCE S63:34 in the Midland -Houston area, Chartiers Township, Washington County, into Chartiers Creek Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. SEVEC, JOHN MAZZA, COMMISSIONERS Moved by Mr. Bevec, seconded by Mr. Mazza, that the proposed Budget for Washington County for the Year 1966, be made available for public inspection in the Office of the Chief Clerk to the Washington County Commissioners, beginning March 3, 1966, for a period of twenty (20) days or until final adoption date of March 31, 1966. Remarks: This is the budget as submitted from the preliminary hearings; after the final hearings, the requests will be amended before final adoption. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Capano informed the Board the Court had approved the sale of a tract of land situate in South Strabane Township, consisting of 9.0266 acres to the Washington Industrial Development Corporation (see Minute No. 119 dated January 20, 1966); the deed is being prepared. Mr. Mazza is of the opinion that the people should know that the purchase of said tract of land would not have been possible if the County Commissioners had not been cooperative; it was strictly due to the majority commissioners, their positive l action, that the purchase of this land by the Washington Industrial Development Corpora to be converted for industrial purposes, was made possible. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Registration Office, Courthouse, Washington, Pennsylvania, remain open on the following days in order to accomodate those persons wishing to register to vote. Mr. Mazza suggested for consideration, the possibility of a letter or resolution being sent to those involved in the strikes at the Pennsylvania Transformer Division, McGraw -Edison Company in Canonsburg, Pennsylvania and at the Washington Steel Corporation, Washington, Pennsylvania, inquiring whether or not the Board of County Commissioners can render any help in getting the strikes settled. Mr. Mazza's suggestion was well accepted,- - Meeting recessed.
