Office of the County Commissioners
Washington, Pa., March 10, 1966
Board of County Commissioners met in regular session with the following mem-
bers being present: Commissioners Flynn, Bevec and Mazza. Also present being:
County Solicitor Capano, Chief Clerk Kittridge, Mr. Basich of the Washington County
Planning Commission and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present.
Chairman asked if there were any corrections, additions or omissions to
Minute No. 126, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 126, be
approved as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr.. Flynn - Yes.
Motion carried unanimously.
Old Business: None
Appointments:
Moved by Mr. Bevec, seconded by Mr. Mazza, that the following persons be
appointed as temporary replacements in the Surplus Food Department; this action to be
effective February 28, 1966.

Motion carried unanimously.
Chief Clerk presented statements for payment for the months of January and
February, 1966 (Request No. 2 and 3), submitted by Baldwin Electric Company, electrical
contractor for work on the electrical distribution system; said statements having been
j approved by G. A. Mattern, consulting engineer.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Request Numbers two and
three (2 and 3) for payment in the amount of $1, 530. 00 and $5, 400. 00 respectively, as
I submitted by the Baldwin Electric Company, 393 West Chestnut Street, Washington, Penn -
I Sylvania, be approved for payment.

Correspondence:
Chief Clerk presented budget allocation requests received from:
(a) Cooperative ,Extension Service, Agriculture and Home Economics - letter
under date of March 7, 1966, requesting a portion of their budget appropriation.
(b) Roland H. Bourke, Jr., Executive Director of the Washington County
Redevelopment Authority under date of March 4, 1966, requesting their first quarterly
payment of Eight thousand five hundred ($8, 500. 00) Dollars against the budget appropria
(c) Harry R. Sutherland, Jr., Executive Director of the Washington -Greene
County Tourist Promotion Agency under date of March 7, 1966, requesting the second
quarter allocation in the amount of Three thousand seven hundred forty-four ($3, 744. 00)
Dollars, against the budget appropriation.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Cooperative Extension
Service, be granted one-third (1/3) of their budget allocation for the year 196.6, to be
approved for payment, and that the sum of $8, 500. 00 as requested by the Redevelopment
Authority and the sum of $3, 744. 00 as requested by the Washington -Greene County
Tourist Promotion Agency, be approved fqr payment.

County Solicitor Capano entered the meeting.
A request submitted by Mr. Louis Sheehan, Adult Probation Officer, that two
(2) persons from the Adult Probation Office be authorized to attend a "Short Course in
Social Work" conducted by the Washington County Health and Welfare Council at the
Citizens Library, College Street, Washington, Pennsylvania, was tabled by the Board until
a further check into the matter.
Memorandum to the Chief Clerk from the Deputy Controller concerning the
establishment of amounts of required employee blanket bonds for the Offices of the County
Treasurer, the Prothonotary, and the County Sheriff, was turned over to Mr. Capano.
Letter under date of February 23, 1966, from George K. Leary of the
Municipal Management Company was reviewed by the Board. Mr. Leary, of the under-
standing that tentative permission had been granted by the County for the new industry to

be located:_ in Aredn Park to discharge their sewage into the County Home's sewage pumpin
pit from which it would be pumped by the County Home sewage pump into the force main
extending to the Disposal Plant at Arden; asked the Consulting Engineers for the Washing-
ton -East Washington Joint Authority to determine what probable effect, if any, this would
have onthe County Home and R.C.A. which utilize the same force main. Said letter
enclosed a copy of the conclusions reached by Morris Knowles, -Incorporated, that
recommended the connection be proposed permitted if both the Home and R. C.A. , are in
agreement and the proposed industry and the County Home can arrange a satisfactory
agreement.

Quotation submitted by the Stonrcraft Company, Inc., P. O. Box .122, Woodville,
Pennsylvania 15149, under date of February 28, 1966, in the amount • of $3, 530. 00 for
marble repair work which is needed at the Washington County Courthouse (this is a budget
item) will be tabled at this time.

In letter under date of February 23, 1966, Robert W. Fulton, business enterpris
agent on behalf of the State Office for the Blind, proposed the installation of a snack bar
facility at the newly planned Washington County Home and Hospital, similar to the operation
installed at the Courthouse. The .State Office for the Blind would install the physical
facilities; pay for the cost of "roughing in" the necessary utilities. However, this would
be unnecessary if the utilities are properly placed at the. time of final approval of the

architectural plans. In letter under date of March -4, 1966, Mr. Joseph F. Bontempo of
Bontempo & Associates (having received a copy of the letter from Mr. Fulton and receivin4
a letter from the Chairman of the Board), informed the Board they would be happy to
cooperate and furnich
the necessary layout data
of
the
proposed
snack bar for the Washing
ton County Home and
Hospital building, subject
to
the
approval
of the Board of County
Commissioners.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commonwealth of
Pennsylvania, Department of Public Welfare, Office for the Blind, be granted permission
to install a snack bar in the new proposed County Home and Hospital.

Motion carried unanimously.
Mr. Bevec reported the completion of approximately one-half of the final budget
hearings, and as a result requests from the various departments have been reduced
$192, 000. 00.
It was also reported that a meeting was held with representatives of the
Pennsylvania Economy League at which time the League volunteered their services to
conduct a fiscal analysis for the County.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Board of County
Commissioners request the Pennsylvania Economy League to make a fiscal anaylsis and
projection of the Capital Improvements Program for Washington County.
Remarks:
Mr. Mazza commended the Board for their farsight in having the Pennsylvania
Economy League perform said service.
