Chief Clerk presented various tax refunds to the Board for approval; said refund; having been approved by the County Treasurer, the Tax Assessment Office, and the C Solicitor. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Tax Assessment Office be authorized to prepare the following tax refunds, due to either duplication or overpayme of real estate tax. 1. Demko, John and Bertha of North Strabane Township. Tax in the amount of $49.14 Face was paid on assessed valuation of $3510. on August 25, .1965. Tax Adjustment No. 4305 reduced assessed valuation to $3200. and tax to $44.80 Face, making a refund due in the amount of $4.34 to John A. and Bertha Demko, 228 McClelland Road, Canonsburg, Pennsylvania. 2. Kuhn, Donald L. and Helen G. of South Strahane Township. Tax in the amount of $56.19 Net was paid on August 1, 1965. Tax Adjustment No. 4921 reduced assessed valuation to $3930. and tax to $52.27 Net, making a refund due in the amount of $3.92 to Donald L. and Helen G. Kuhn, .1435 Donnan Avenue, Washington, Pennsylvania. 3. Kern, James and Regina of South Strabane Township. Tax in the amount of $86.58 Net and $44.95 Net was paid on June 15, 1965 and July 21, 1965, making a total paid in the amount of $131.53. Tax Adjustment No. 4956 reduced assessed valuation to $9360. from $9890 and tax to $124.29 Net from$131. 53 Net, making a refund due in the amount of $7. 05 to James and Regina Kern, Box 294, Washington; Pennsylvania. 4. , Lesniakowski, Chester G. and Laura of Canonsburg First Ward. Tax in the amount of $65.97 Net was paid on July 26, 1965. Tax Adjustment No. 2749 reduced valuation from $4960. to $4660. and tax from $65.97 Net to $61.98 Net, making a refund due in the amount of $3.99 to Chester G. and Laura Lesniakowski, 219 Smithfield Street, Canonsburg, Pennsylvania. 5. Kassab, J. G., and Heln of Cecil Township. Tax in the amount of $52.07 Net was paid on June 15, 1965 and Tax Adjustment No. 2602 reduced valua- tion to $2925. and tax to $38.90 Net, making a refund due in the amount of $13.17 to J. G. and Helen Kassab, -326 Spruce Street, Canonsburg, Pennsylvania. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Sittler of the Taxpayers' Association and Mr.. Charles Bradshaw entered the meeting. Memorandum to Chief Clerk from Deputy Controller Whalen stated the Net Bank Balance in the General Fund account at the close of business on March 16, 1966, would necessitate an additional take -down in the amount of $200, 000. 00 against the Temporary Loans. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk and the County Controller be authorized to obtain an additional sum of $200, 000.00 on a temporary loan basis from the total sum primarily authorized. The following is a copy of the Certificate of Indebtedness issued in accordance withe the above motion. Certificate of Indebtedness of Washington County, Pennsylvania $200, 000. 00 March 17, 1966 The County of Washington in the Commonwealth of Pennsylvania, promises to pay to the Pittsburgh National Bank, or order, at its Office at 6 South Main Street, Wash-1 ington, Pennsylvania, Two Hundred Thousand ($200, 000. 00) Dollars, on or before Decem- ber 31, .1966, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2.6% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereigy may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in anticipation of taxes to be collected for the fiscal year in . which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursuant to the auth- orization contained ina resolution duly adopted by the County Commissioners of the County of Washington at a meeting held on January 6, 1966, which resolution is Mill in full force and effect. Moved by Mr. Bevec, seconded by Mr. Mazza, that the budget appropriation request in the amount of $500. 00, be approved for payment to the Washington County Soil and Water Conservation District. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. A request for the County to put in a foot bridge washed out in the recent• flood, was received from a Mr. Conby, a resident of Daisytown, Pennsylvania. BEVEC, JOHN MAZZA, COMMISSIONERS 1 C� 0 Mr. Bevec is of the opinion that preparation to secure counsel for the Chartiers Creek Flood Control Project in the Canonsburg -Houston area should be started and suggest ed Attorney Adolph L. Zeman of Canonsburg, Pennsylvania, to the Board for its consider- ation; during the discussion that followed note was made that Mr. Zeman was an original member of the Flood Control Committee which would be beneficial to the County and the local municipalities involved considering the complicated work that is involved in projects of this sort, reference was made to a meeting held recently with various County, local officials and representatives of the area industries affected by the project. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk be author- ized to contact Attorney Adolph L. Zeman to make inquiry of Mr. Zeman's interest in' accepting the position of Counsel for the Chartiers Creek Flood Control Project in the Canonsburg -Houston area. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. Mazza reported Engelhardt and Powers Engineers would be making arrange- ments to have a meeting with the Commissioners to discuss the extension of the sewer line from Moniger up to R.C.A. Moved by IVIr. Bevec, seconded by Mr. Mazza, that the following proclamation be made a part of the record: PROCLAMATION WHEREAS, the honor, glory and distinction of a community, of a county, of a state and nation is born of the heart and spirit of its people dedicated to the cause of freedom and the welfare of their felloemen; and WHEREAS, Lieutenant Walter (Joe) Marm, Jr., of the City of Washington, Count of Washington, State of Pennsylvania, serving with the United States Army in Vietnam, in military battle with the Viet Cong on November 18, 1965, confromted with a desperate situation, performed extra -ordinary feats of courage, singlehanded fighting and judgment in overcoming the enemy; and WHEREAS, Lieutenant Marm, for this gallantry in battle, has been recommended for the nation's highest combat award, the Congressional Medal of Honor; and WHEREAS, Lieutenant Marm has earned for himself, his parents and family, his home City of Washington and County of Washington, national honor and acclaim, NOW, THEREFORE, We, Michael R. Flynn, John P.
