Board of County Commissioners met in regular session with the following
members being present: Commissioners Flynn, Bevec and Mazza. Also present being:
Chief Clerk Kittridge, Mr. Basich of the Washington County Planning Commission, Mr.
Sittler of the Taxpayers Association, Mr. Edawrd P. Karpa, R. D. 1, Avella, Pennsylvani
and Reporter Robertson.
Meeting called to order by Chairman and roll call taken:
Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present
Chairman asked if there were any corrections, additions or omissions
to Minute No. 128, each Commissioner having received a copy.
Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 128
be approved as read.
Roll call vote taken:
Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Ues.
Motion carried unanimously.
Old business:
Awarding of contaracts - for the furnishing and delivering of 80 cubic yards
of ready -mixed class "B" concerte (more or less) to the Myers Scholl Bridge No. 19, on
Ten Mile Creek; for the printing and delivering to the Election Department of the County
Commissioners the necessary ballots for the conduct of the Municipal Primary Election
to be held Tuesday, May 17, 1956. The bids submitted having been reviewed and tabulate
by the County Solicitor and Purchasing Agent.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the contract for the
furnishing and delivering of 80 cubic yards of ready -mixed class IIB" concrete (more or

dated 1960, with calcium chloride added in cold weather to be delivered to the Myers
School Bridge No. 19 on Ten Mile Creek, be awarded to the PATTE RSON SUPPLY COMP
Tenth and Railroad Streets, Monongahela, Pennsylvania, 15063, for the price of $18.25 pe
cubic yard, this being the lowest responsible bid received and bid being in accord with our
specifications. Motion made upon the recommendation of the County Solicitor.

of years as compared to previous years.

Controller Whalen to the Board for consideration; the sum of $150, 000. 00 in the Parks
and Recreation Account is available at this time for investment in Short-term Treasury '
Bills, for a period of sixty (60) days.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $150, 000. PO
from the Parks and Recreation Account be invested in Short -Term Treasury Bills for a
period of sixty (60) days.

Copies of invoices and certification as to the percentage of work complete
furnished by the Architect and approved by the County must be forwarded to the Housing
and Home Finance Agency; upon receipt of the required documentation, requests for interim

payments will be processed promptly. (as per letter under date of March 3, 1966 to the
Chairman from Acting Regional Director, Jerome E. Parker.)
Moved by Mr: Bevec, seconded by Mr. Mazza, that the Board of County
Commissioners approve the certification from architect Joseph F. Bontempo and Associates
as to the percentage of work completed of the plan preparation for the proposed new
Washington County Horne and Hospital and also approve the payment of the invoice as
submitted.

Mr. Edward P. Karpa of R. D. 1, Avella, Pennsylvania, had been asked
by the Board of Directors of the Washington County Club of the Holstein Association, to
speak with the Commissioners concerning the County herd that was to be beefed. Said
association is interested in the preservation of the choice holsteins for breeding purposes;
in replay to the Board as to the approximate number of holsteins considered for consign-
ment, Mr. Karpa recommended that the Board consign six to nine holsteins to be selected
by their committee for a purebred sale scheduled for September 12th; this will be a public
sale. In the discussion that followed, the Chief Clerk was instructed to contact Mr.
Peter F. Jollick, Superintendent of the Washington County Home and Hospital for Aged
Men, concerning the matter being as the Board is also interested in the preservation of
the best of the herd and willing to cooperate to keep the best of the herd to be examined

by the committee of the Pennsylvania Holstein Association.
Mr. Karpa left the meeting. I
Letter under date of March 22, 1966, from the Washington County Histori-
cal Society was presented 'by the Chief Clerk; the Board of Directors expressed apprecia-
tion for their annual budget appropriation in the amount of eight hundred ($800. 00) dollars
and requested that this amount, if possible, be increased to one thousand ($1, 000. 00)
dollars.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the annual budget
appropriation to the Washington County Historical Society in the amount of $800.00 remain
the same.

Chief Clerk presented a statement received by John H. Showalter, Super-
intendent of the Washington County Home for Aged Women, from the Pennsylvania Associa-j
tion of County Hospital Administrators for 1966 membership dues in the amount of $10. 00.

Moved by Mr.- Bevec, seconded by Mr. Mazza, that membership dues in

the amount of ten ($10.00) dollars for the year 1966, due the Pennsylvania Association of
County Hospital Administrators, be approved for payment.

Letter under date of March 22, 1966, from the Commonwealth of Pennsyl-
vania, Department of Highways, notified the County -Commissioners that the Department is
contemplating a change in the existing drainage, width, lines or location of State Highway
Route No. 257, Section 4 R/W located in Washington County in the Townships of Smith and

Robinson. The Commissioners were requested to indicate by letter or resolution, whether
or not they would agree to accept responsibility for property damage which may result
the change proposed by the plans that were enclosed, or contribute thereto.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Commonwealth
of Pennsylvanna, Department of Highways, be informed that the County of Washington is
not in a position to accept responsibility for property damage which may result from the
proposed change in the existing drainage, width, lines or location of State Highway Route
No. 257, Section 4 R/W located in Washington County, Smith and Robinson Townships.

County, for the Municipal Primary Election to be held Tuesday, May 17, 1966. Bids to
be received by the County Controller in his Office in the Courthouse, Washington, Penn -
Sylvania,
until 11: 00 a.m.,

publicly
opened immediately

Controller in his Office in the Courthouse, Washington, Pennsylvania, until 11: 00 a.m.,
Eastern Standard Time, Thursday, April 14, 1966, and publicly opened immediately
thereafter in the presence of the County Commissioners.
