BEVEC, JOHN MAZZA, COMMISSIONERS it J 7 u NO. 131 Office of the County Commissioners Washington, Pa., April 7, 1966 Board of County Commissioners met in regular session.with the following member being present: Commissioners Flynn, Bevec and Mazza. Also present being County Solicitor Capano, Chief Clerk Kittridge, Mr. Basich of the Washington County Planning Commission, County Surveyor Yuhas, Mr. Robert Morgan from Bridgeville, Pennsylvania and Mr. Crouse of the Observer Publishing Company. Meeting called to order by Chairman and roll call taken: I Mr. Bevec - Present; Mr. Mazza - Present; Mr. Flynn - Present. Chairman asked if there were any corrections, additions or omissions to I Minute No. 130, each Commissioner having received a copy, k Moved by Mr. Bevec, seconded by Mr. Mazza, that Minute No. 130, be i approved as read. ' Motion carried unanimously. i jI � Deputy Controller Whalen entered the meeting. i I Old Business: j Chairman designed Commissioners Bevec and Mazza to contact the Canton Town- ship officials regarding a nine room house located at 452 Berthel Avenue, Canton Township} that might serve as a temporary Juvenile Detention Home; if said residence does not prove satidfactory, Mr. Mazza will then check with the proper authorities concerning the use of a cottage at the Youth Development Center, Canonsburg, Pennsylvania. Chief Clerk - Correspondence: Check in the amount of $21, 960.17 was received from the Commonwealth of Pennsylvania, for the quarter ending March 31, 1966, paid in accordance with the regula- E tions of the Payments to Counties for Child Welfare Services Program. _'� 598 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHIN13TON COUNTY, PENNSYLVANIA MICHAEL R. BEVEC, JOHN MAZZA, COMMISSIONERS Letter under date of April 1, 1966, from the Canton Township Board of Supervisors and letter under date of March 30, 1966, from the Cross Creek Township Board of Supervisors, requested that their 1965 County Aid Applications be cancelled and that their 1965 allocations be transferred to their new projects in 1966; for various reasons, each township did not receive their 1965 allocations. j i Moved by Mr. Bevec, seconded by Mr. Mazza, that the Canton Township County Aid Application No. 46688 for the year 1965 and the Cross Creek Township County Aid Application No. 46022, be cancelled and that allocation for the year 1965 in the amount of $3, 039. 00 die Canton Township and allocation for the .year 1965 in the amount of $1, 252. 0 due Cross Creek Township be transferred to the year 1966. Remarks: This money has been encumbered; however Mr. Bevec is of the opinion that allocations should not be carried over a two year period (payment is from the Liquid Fuels Account). Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Letter under date of March 30, 1966, from the Commonwealth of Pennsylvania,! Department of Highways, stated the County Liquid Fuels Tax Fund Report for the period ending December 31, 1965 submitted from this County seems to be in order; Washington County will be certified for the next payment of funds. Letter under date of April 5, 1966, from Dr. Sam P. Tirimacco, Attendant I I, 3-D at the Washington County Home and Hospital for Men, and the Washington County I Home for Aged Women, reqyested reimbursement of expenses that will be incurred while attending the American Public Health Association - 1966 Health Conference to be held at the New York Academy of Medicine on April 21st and 22nd, 1966; total expenses including registration should not exceed $125.00. I Moved by Mr. Bevec, seconded by Mr. Mazza, that Dr. Sam P. Tirimacco, Attendant I, 3-D, at the Washington County Home and Hospital for Men and the Washington County Home for Aged Women, be authorized to attend the 1966 Health Conference to be i held at the New York Academy of Medicine on April 21st and 22nd, 1966; expenses incurred I will be reimbursed from Account No. 301. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Certification of Costs under date of April 4, 1966, was received from the Commonwealth of Pennsylvania~, Department of Highways, as notification that the sum of $10, 000. 00 is now due and payable. County of Washington agreed to contribute said sum per Agreement No. 33925 dated March 26, 1965, regarding property damage in Speers, Twilight and Charleroi Boroughs (Route 62141-2 Stations 153+01.24 to 214+33.50) upon receipt of certification. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of Ten Thousand ($10, 000. 00) Dollars be approved for payment to the Commonwealth of Pennsylvania, Department of Highways, as per agreement no. 33925 dated March 26, 1965. Cromwell, Director of the Washington County Planning Commission, recommended the appointment of John D. Anthony to the staff of the Washington County Planning Commission, as an Analysis Planner. Appointment: Moved by Mr. Mazza, seconded by Mr. Bevec, that John D. Anthony be appointed as an Analysis Planner with the Washington County Planning Commission; this action to be effective April 11, 1966. Remarks: This department lacks sifficient personnel; Mr. Cromwell is very careful in the selection of the personnel. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Mr. John F. Cromwell of the Washington County Planning Commission, entered the meeting. New Business: Mr. Robert Morgan, 1158 Morgan Road, Bridgeville, Pennsylvania, representing the Washington County Holstein Association, informed the Board that their Committee had selected four cows and one calf from the County's herd which they would be willing to care for from July 1, 1966 until the Public Sale scheduled in Septemeber, if the Board cannot make arrangements for the care of the animals during this period (being as the i remaining hered will be disposed of by the first of July). Chairman informed Mr. Morgar. he would be notified if arrangements could not be made by the County to care for the " animals during the said care period. Mr. Morgan left the meeting. Mr. Cromwell presented a resolution to the Board for its consideration and approval concerning the Cross Creek Watershed flood prevention. Resolution stated the (estimated costs' for the specified improvements and authorized the Chairman of the Board l of Commissioners Michael R. Flynn, to notify the Soil Conservation Service of the action !and the willingness of said Board of Commissioners to sign the work plan for this project. Moved by Mr. Mazza, seconded by Mr. Bevec, that the Resolution concerning the ",ross Creek Watershed Flood Prevention, be adopted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The above Resolution was read in full and the complete text thereof is filed (or corded) in Resolution File Folder No. 1, in the Office of the Chief Clerk. Motion carried unanimously. ! f Moved by Mr. Bevec, seconded by Mr. Mazza, that the offices in the f Courthouse be closed on Saturday mornings in accordance with Act 400, except the Voter I Registration Office, during the period of time that persons are eleigible to register; this action to be effective April 16, 1966 and hereafter the regular hours of business will be established as follows: 9:00 a.m. to 4:30 p.m. daily; this action to be effective April I 18, 1966. Remarks: This schedule will be on a trial period. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Sinking Fund Account in the Washington County Budget for the fiscal year 1966, adopted March 31, 1966, be amended to read as follows: Account 702, Interest on Act 299 of 1959 (Article VII-A of the Municipal Borrowing Law) Loans - $8, 000. 00. I Account 902, Act 299 of 1959 (Article VII-A of the Municipal Borrowing Law) Loans Repaid - $42, 000. 00. f' Remarks: These figures had been included in the total estimated expenditures and balances, but not indicated specifically. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Under the amendment to the County Code, Section 2305.1, enacted in ; September, 1965, the County is now empowered to purchase and develop land for Industrial Development; the purchase price being subject to Court approval. Therefore, moved by Mr. Mazza, seconded by Mr. Bevec, that an Industrial Development Revolcing Fund be created for Industrial Development to be used for p purchase, development and resale of land Roll call vote taken: i Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes.
