Chief Clerk read letter under date of April 11, 1966, to Mr. Henry D.
Harral, Secretary of the Department of Highways, from Jack F. Hurley, Manager of
South Strabane Township (copy to Washington County Commissioners), that expressed the
urgency and utmost importance of needed improvement at the perilous intersection in
Washington County of Legislative Route 108 (Route 19) and Legislative Route 62214 (Oak
Spring Road) situated in South Strabane Township, just north of the City of Washington.
Said intersection is the most congested and perilous intersection in Washington County, uns
and the general appearance is not very good, which is not encouraging to business and
industry that might consider locating in the township. The officials of South Strabane
Township are completely in support of the Commonwealth of Pennsylvania in the construct-
ion of the intersection as planned and revised January 5, 1966 (widening of L. R. 62214
and proper deceleration lanes on L. R. 108) and urge the Department of Highways to
expedite the construction at once.

The Board of Commissioners was in agreement that work concerning th
intersection of L. R. 108 (Route 19) and L. R. 62214 (Oak Spring Road) should be expedited
and will so state in letters to Mr. Henry D. Harral, Secretary of the Department of
Highways and J. H. Mifflin, District Highway Engineer.

Annoucement from John C. Catherine, Office for the Aging, Department
of Public Welfare, contained Conference information regarding out -of -institution services
ie., Foster Care, Homemaking/Home Health Aids, Activity Centers, Counseling, and
Community Organization; these programs and others can be funded through the State grant-
in-aid programs, older American's Act, and the Economic Opportunity Act of 1964 - The
Conference will discuss the application procedure, reports, statistics required, matching
partcipation and other items of interest; said Conference will be held Thursday, April
21, 1966 and Friday, April 22, 1966 at the Motel Ehensburger, Route 22 Bypass, Ebens-
burg, Pennsylvania.

participation in the observance of Local Government Day, April 15, 1966; the Board was
of the opinion that the stated suggestions would necessitate several months of preparation;
thereof, the only recourse is to plan for said observance next year (April 15, 1967).
Moved by Mr. Bevec, seconded by Mr. Flynn, that the Board of Washington
County Commissioners do hereby proclaim the week of April 17-23, 1966 as GRANGE
WEEK. The Grange Week Proclamation was read in full and the complete text thereof
is filed in the Office of the Chief Clerk.

Meeting reconvened at 11:00 a.m., for the purpose of opening bids for the de -
livering of the ballot boxes with election supplies to the Judges of Election for the one
hundred ninety-five (195) precincts, for the Municipal Primary Election to be held Tuesday
May 17, 1966; and the printing and delivering of the necessary ballots. to the Election
Department required for the conduct of the Special Election to be held Tuesday, May 17,
1966. Following being present: Commissioners Flynn and Bevec, Solicitor Capano, Chief
Clerk Kittridge, Controller Elish, Deputy Controller Whalen, Mr. Basich of the Washingtol
County Planning Commission, various bidders and Reporter Robertson.
Bids submitted and read by Deputy Controller Whalen, said bids being properly
advertised and submitted.

Mr. Flynn explained the policy adopted by the Board of Commissioners on the
awarding of contracts. Bids are opened in accordance with advertisement, at the design-
ated date and hour, contracts awarded one week later, giving the Solicitor and Purchasing
Agent an opportunity to review all bids received; but in view of the fact that time is of
the essence, the Board has decided the bids will be reviewed and the contracts awarded
today, April 14, 1966.
Bids were reviewed by the Solicitor.
Moved by Mr. Bevec, seconded by Mr. Flynn, that the contract for the deliver-
ing of the ballot boxes with election supplies to the Judges of Election for the one hundred
and ninety-five (195) precincts of Washington County, for the Municipal Primary Election
to be held Tuesday, May 17, 1966, be awarded to LOUIS I. QUAIL, Box 145, Denbo,
Pennsylvania, in the total amount of $875.00; this being the lowest responsible bid and
being in accord with our specifications. Motion made upon the recommendation of the
County Solicitor.

Moved by Mr. Bevec, seconded by Mr. Flynn,. that the contract for the
printing and delivering to the Election Department of the County Commissioners, of the
necessary ballots required for the conduct of the Special Election, to be held Tuesday, Ma-N
17, 1966, be awarded to the LYDIC PRINTING COMPANY, 35 East Pine Avenue, Washingtc
Pennsylvania and the BADZIK PRINTING COMPANY, 401 Thompson Avenue, Donora, Penn-
sylvania, for the prices set forth in theor joint bid; this being the lowest responsible bid
and being in accord with our specifications. Motion made upon the recommendation of the
County Solcitor.

to contact Mr. Elmer Obitko, Director of the Department of Veterans' Affairs, 67 West
Cherry Avenue, Washington, Pennsylvania or the Veterans' Administration, 1000 Liberty
Avenue, Pittsburgh, Pennsylvania.

Weights and Measures to be held in Room 409 at the Allegheny County Courthouse, Fifth a]
Grant Streets, Pittsburgh, Pennsylvania, on May 10, 11, and 12, 1966.

Board of County Commissioners met in special session for the purpose of
authorizing the County Controller and the Chief Clerk to negotiate a temporary loan in the
amount of Two Hundred Thousand ($200, 000. 00) Dollars. Following members being present
Commissioners Flynn, Bevec and Mazza, Also present being: Chief Clerk Kittridge.
Moved by Mr. Bevec, seconded by Mr. Mazza, that the Chief Clerk and the
County Controller be authorized to obtain an additional sum of Two Hundred Thousand
($200, 000. 00) Dollars on a temporary loan basis, from the total sum primarily authorized.
