SEVEC, JOHN MAZZA, COMMISSIONERS Motion carried unanimously. The following is a copy of the Certificate of Indebtedness issued in accordance with the above motion: Certificate of Indebtedness of Washington County, Pennsylvania April 22, 1966 $200, 000. 00 April 22, 1966 The County of Washington in the Commonwealth of Pennsylvania, pro- mises to pay to the Mellon National Bank and Trust Company, or order, at its Office at 40 South Main Street, Washington, Pennsylvania, Two Hundred Thousamd ($200, 000. 00) Dollars, on or before December 31, 1966, with interest from date on the unpaid principal balances hereof from time to time outstanding at the rate of 2. 6% per annum, interest payments to be made on the first day of each calendar quarter throughout the year. Payment of the indebtedness evidenced hereby may be anticipated in whole or in part at any time and from time to time without penalty. This certificate of indebtedness evidences a temporary loan in antici- pation of taxes to be collected for the fiscal year in which it is issued and is to be repaid from the first revenues received by the undersigned during the current fiscal year. This certificate of indebtedness is executed and delivered pursmant to the authorization contained in a resolution duly adopted by the County Commissioners of thd_fi County, oft Washinloon at a meeting held on January 6, 1966, which resolution is still in full force and effect. The regular meeting of the Board of Commissioners of the County of Washing- ton, was postponed April 21, 1966, due to the fact that the majority ,commissioners were out of town and it was so publicized in the newspaper. Cramblet, Secretary of the Washington Lions Club, advised the County Commissioners that said Club went on record to sell the bleachers owned by the Club in cooperation with the Washington County Commissioners to the Washington Boys' Baseball, a. non-profit � organization, for their use at a price to be set by the Commissioners. Moved by Mr. Bevec, seconded by Mr. Mazza, that the county -owned share of the bleachers owned in cooperation with the Washington Lions Club, be sold to the Wash- ington Boys' Baseball for the sum of $1. 00 with a provisio that they make suitable pro- vision for the Washington County Fair Board to use the bleachrs. at their various affairs. Motion carried, unanimously/ Chief Clerk presented a statement for payment for the month of March submitted by the Baldwin Electric Company, electrical contractor . for the work on the electrical distribution system at the Courthouse; said statement having been approved by G. A. Mattern and Associates, Consulting Engineers. Moved by Mr. Mazza, seconded by Mr. Bevec, that Request Number Fur for payment in the amount of $8, 100. 00 as submitted by the Baldwin Electric Company, 39� West Chestnut Street, Washington, Pennsylvania, be approved for payment. Information concerning the "Greenspan" portion of the Cropland Ad- justment Program, which provides help for local government agencies to buy and develop green spaces was received from William L. Hutchinson, Office Manager for the Wash- ington County Soil Conservation Service; this program helps shift farmland permanently from surplus crops to needed open space and parks. The Board will check with the Tax Claim Bureau as to whether there is any county -owned property that would be available for said program. Deputy Controller Whalen made reference to a similar program finder Title Seven and suggested the information be forwarded to Mr. John Cromwell, Director of the Washington County Planning Commission. 4 Letter under date of April 26, 1966, was received from Protas J. Pavlak, Chief Sealer of Weights and Measures, requesting permission and authorization to attend and participate in the 51st National Conference on Weights and Measures which will convene on July 11, 1966 in Denver, Colorado, at the Brown Palace Hotel for a period of five (5) days. Moved by Mr. Mazza, seconded by Mr. Bevec, that this letter of requost as submitted by Protas J. Pavlak, be tabled for the present. SEVEC, JOHN MAZZA, COMMISSIONERS 611 d Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of $100, 000. 00 be re -invested in United States Treasury Bills for a period of ninety (90) days, and that the sum of $25, 000. 00 be re -invested in United States Treasury Bills for a period of thirty (30) days, from the Liquid Fuel Fund. County Controller. Roll call vote taken: Motion made upon the recommendation of the Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. Information contained in a memorandum from Mr. John I. Sweeney, Federal Co-chairman of the Appalachian Regional Commission was received from H. B. Secretary of Mines and Mineral Industries, with reference to an Act whereby the Interior would not contribute Federal funds for reclamation on lands acquired by state or local government after March 9, 1965, the effective date of the Act. An opinion has recently been issued that it would be possible for the states to reclaim lands acquired publicly after March 9, 1965; it is the understanding of Mr. Charmbury that the foregoing is intended to apply to strip-mined lands on which the counties or local governmental bodies may wish to initiate beneficial reclamation projects. The services of their department were extended in connection with mining area reclamation subjects. This information will be referred to the Tax Claim Bureau. Letter under date of April 26, 1966, to Communities United for the Mon -Valley Expressway from William R. B. Froehlich, Executive Director of the Southwestern Penn- sylvania Regional Planning Commission stated the SPRPC has been in the process of developing a regional transportation sketch which will serve to guide highway develop- ment for the six -county region until their detailed transportation study is more fully developed; the Monongahela Valley Expressway is part of the sketch plan. Staff studies to date have shown that the proposed expressway is an important segment to the trans- portation system for our six -county region. Mr. Mazza informed the Board, personal representation of the Southwestern Pennsylvania Regional Planning Commission will be present at the Pennsylvania Highways Commission meeting on May 4, 1966, in Union- town, Pennsylvania, being as they are in support of the plan. Notification was received from Gordon C. Reese, Public Utility Engineer, that a field investigation and conference would be held where State Highway Route 62128 crosses the track of the Waynesburg and Washington Railroad Company in Amwell Township re: Application of the Department of Highways for approval of the alteration of the Crossing at Grade. Notification will be forwarded to County Surveyor Yuhas. Letter under date of April 26, 1966, was received from Joseph A. Scia- i manna, Esquire, Solicitor for Jefferson Township, requested that the sum of $1, 549. 00 allocated to Jefferson Township for the year 1965 as County Aid, be re -allocated to said Township together with the 1966 application. The Township cleared with the State Highway; Department, but due to circumstances and at the recommendation of the Highway Depart- ment, the program was deferred and rescheduled for 1966. Moved by Mr. Bevec, seconded by Mr. Mazza, that the 1965 Liquid Fuel allocation to Jefferson Township in the amount of $1,-549.00 be re -allocated together with the 1965 allocation. Curry, I Assistant County Superintendent of Schools, requested budget allocation for the year 1966 in the amount of $400.00 to cover expenses of the Annual Convention of School Directors of Washington County, to be held at the Trinity High School on May 4, 1966. Moved by Mr. Bevec, seconded by Mr. Mazza, that the budget alloca- tion for the year 1966 in the amount of $400.00 for the Annual Convention of School Directors of Washington County, be approved for payment. BEVEC, JOHN MAZZA, COMMISSIONERS J Moved by Mr. Bevec, seconded by Mr. Mazza, that the Resolution concerning the Pennsylvania Highway Commission to include the Monongahela Valley Expressway in its Six -Year Improvement Program, be adopted. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Motion carried unanimously. The above resolution was read in full and the complete text thereof is filed or recorded in Resolution File Folder Number One, in the Office of the Chief Clerk to the Washington County Commissioners. Letter under date of April 27, 1966, received from the Office of the County Controller informed the Board of action that could be taken to limit commitments to those of the Courts only, when commitments are to be made to the Allegheny County Workhouse. This ' matter will be reviewed by the County Solicitor. Mr. Capano, County Solicitor, presented an offer to Sell Easement from the United States of America, Department of Amy Corps of Engineers, said offer having been approved by the Solicitor of the Tax Claim Bureau. Moved by Mr. Bevec, seconded by Mr. Mazza, that the Offer to Sell Easement submitted by the United States of America, Department of Army Corps of Engineers, for property situate in Coal Center Bvnough, Washington County, Pennsylvania, sold at the first tax sale on September 8, 1950, sold at the free and clear sale on January 15, 1952, to Washington County, described as lot -river front, as recorded in Deed Book 864, page 147, and formerly assessed in the name of Hector Coke Company, now Washington County, be approved; and that the sum of $50.00 be accepted from the United States of America, Department of the Army Corps of Engineers. Motion -made upon the `recommendation of the County Solicitor subject to his conferring with their attorneys. Roll call vote taken: Mr. Bevec - Yes; Mr. Mazza - Yes; Mr. Flynn - Yes. Moved by Mr. Bevec, seconded by Mr. Mazza, that the sum of One Hundred Twenty Thousand ($120, 000. 00) Dollars, be allocated to the municipalities as contributions from the County of Washington from the Liquid Fuels Fund; said contributions to be deter- mined on the baai s of mileage and population as used by the State Highway Department of the Commonwealth of Pennsylvania and that no contribution be less than $500. 00. All applications must be filed by May 2, 1966; this money to be encumbered for a period of not more than one year. Remarks: With the $120, 000. 00 allocation for the year 1966, total monies distributed to the various municipalities during the last three (3) years - $315, 000. 00.
