Chairman - Correspondence:
Letter from George Luko, General Assembly Candidate of the 48th
'District, stated vehicles assigned to the Office of the Sheriff were being used for purposes
other than official business; said letter will be acknowledged and a copy of the letter will
be forwarded to the Office of the Sheriff to correct the stated situation immediately, if
such a situation exists.
Letter from the Bell Telephone Company of Pennsylvania informed
the Board the County was one of their customers being converted to COMPAC - short for
"COMmunications PACkages", a simplified optional method of computing the charges for
key telephones on a "package" basis which involves flat monthly charges as opposed to the
present pricing, item -by -item charges; this will mean a rate reduction for many customers
who have key systems and the changing to the new COMPAC rate will be effective May
16, 1966.
Letter under date of May 9, 1966, from A. B. Kenney, Chairman
of the Southwestern Pennsylvania Regional Planning Commission, requested a second payme
in the amount of $4, 005. 00 due the Commission (May) against the County's 1966 proport
share of the budget.

$4, 005. 00 due the Southwestern Pennsylvania Regional Planning Commission be approved

Remarks: Mr. Mazza informed the Boardthat William R. B. Froehlich, Executive
Director of the Southwestern Pennsylvania Regional Planning Commission, had high praise
for the active and progressive participation of the Board of Commissioners, County of
Washington on said Commission. I

certain real property inaccordance with Amendment to Article Ix, Section 1, of the Con-
stitution of Pennsylvania, for the tax year 1966, on the above described properties of the

Moved by Mr. Bevec, seconded by Mr. Mazza, that the following
WHEREAS, the State Veterans Commission,, after investigation, has
determined the above named persons, from the standpoint of need, to be entitled to exempt
under the provisions of the 1961 Amendment to Article IX,. Section 1, of the Constitution
of Pennsylvania, and
WHEREAS, the Washington County Chief Assessor has made investi-
gation and determined that the above named met the requirements set by this Board and
are eligible for tax exemption for the properties indicated as being assessed in their
names,
Now, Therefore, upon motion of Mr. Bevec, seconded by Mr.
Mazza, and agreed to by Mr. Flynn, the above named, in accordance with the provisions
of the Amendment to the Constitution recited aforesaid, are hereny exempt from the
County taxes assessed against them for the property indicated opposite their names, to the
extent of percentage indicated.

Chairman announced the Board of Commissioners, Washington County, have
scheduled a meeting with the East Bethlehem Township Commissioners on May 23, 1966
for the purpose of discussing the use of the East Bethlehem Township Police to police the
recreation site - Ten Mile Creek; necessary action before the County can prepare to enter
into a lease agreement with the United States Army Corps of Engineers concerning .said
site.
The Board having conferred with Mr. John C. Catherine, Office for the ,Aging,
Commonwealth of Pennsylvania, Department of Public Welfare, previously discussed a
program that would aid the older persons of the County on the same basis as that of the
Child Welfare Program; program would involve the appointment of a Community Organizer
and Coordinator of Services for Older Persons to see to it that services such as adequate
housing, retirement planning, foster care, homemaker service, etc., are planned for,
developed and made available to older persons ins need. The Federal Government, in
conjunction with the State, would pay up to seventy-five (7516) per cent of the total
I administrative costs.

make an application for Improvement and Demonstration Grant - Services for the A "
with Federal financial participation, with the Department of Welfare, Office for the Aging,
